Summary of the work NHS England are looking for an experienced discovery and alpha team to help them fully understand and prototype potential solutions to enhance the FutureNHS platform to support the work for Integrated Care Systems. Expected Contract Length 16 weeks Latest start date Monday 18 October 2021 Budget Range Up to £150k excluding VAT Why the Work is Being Done The FutureNHS platform is a key service in supporting the health and care community achieve a “revitalised culture of support and collaboration” to support the delivery of the long-term plan. As the platform continues to grow, we are looking to enhance the product capability in terms of how it can support Integrated Care Systems both with internal collaboration and collaboration with other Integrated Care Systems. Problem to Be Solved We are looking to explore the following problems: - How can we make it easier for ICS to manage and coordinate events through FutureNHS? - How can we support people working in ICS’s to connect with other people inside and outside their ICS more easily? - How can we help ICS’s collaborate with their stakeholders and one another more efficiently? We are looking for a team to help us further understand the problems our users are looking to overcome and any constraints, risks and opportunities we may face. Following this we are looking to prototype and test potential solutions to decide whether to take them forward. Who Are the Users Users of the platform include staff across the health and social care community in England engaged in a wide range of transformation projects. The users working on these projects can vary in terms of seniority and experience, as well as the type of organisations to which they belong. They need to be able to connect, collaborate and share with other users across organisational boundaries and silos. Work Already Done General research has been carried out on who the platform users are, why they use the platform and the roles they play on the platform. Existing Team The FutureNHS service is currently run by the Strategy & Development team within the Office of Chief Data & Analytics. The team currently employs a product manager, user researcher/designer and associate product manager directly involved in product development. Aside from this we operate a platform helpdesk and communications and account management team. Current Phase Not started Skills & Experience • Have experience of designing and building a collaboration platform with a variety of functionalities • Demonstrate how your team can work to the service standard and how you have developed a piece of work that has successfully passed GDS Service assessment or equivalent • Demonstrate experience of establishing and validating user needs for digital services in healthcare • Experience of advocating for inclusive practices and helping teams design and deliver accessible services that work for all users • Demonstrate ability to recruit hard-to-reach communities to ensure you recruit inclusively Nice to Haves • Demonstrate understanding of the NHS gained via experience working with health or care services • Demonstrate experience of managing relationships with stakeholders in complex organisations • Experience of collaboration in order to achieve successful outcomes for users Work Location Remote. The existing team has offices in London and Leeds. Working Arrangments We expect the supplier will conduct most of the work remotely and will be able to provide the facilities for remote working with the existing team. There may be a requirement for travel to London or Leeds for occasional meetings or workshops if required. We are looking to work according to the Agile principles as documented in the Government & NHS Digital service manuals. We will expect the chosen supplier to perform and provide evidence of such practices in operation. Additional T&Cs 1. All outputs will be owned by NHS England & NHS Improvement and published openly where appropriate using a suitable open license that supports reuse (e.g. MIT and OGL). 2. All materials/outputs derived from the contract shall be the property of NHS England & NHS Improvement. 3. GDPR requirements will be discussed and agreed once the successful supplier has been notified (as part of discussions to agree the wording of the call-off contract). Could the Authority share the roles required to deliver Discovery and Alpha? We are looking for suppliers to suggest the roles they will use to deliver Discovery and Alpha to ensure they have sufficient knowledge and experience to undertake the procurement 2. Could the Authority share the procurement timelines including the ITT, presentations and outcome? Following the assessment of the applications the week after the closing date we will likely be looking for chosen applicants to submit a written proposals by the 8th October for assessment. We will consider requests for extending timescales following the initial assessment from those asked to submit proposals if required. 3. Will this outcome be outside IR35? Yes 4. Who from your team will be scoring applications for this opportunity and what positions do they hold? The Product Manager, User Researcher and Account Manager will be scoring applications. 5. We provide a platform “orgvue” used by 7 gov depts, many others and leading consultancies for transformation, M&A and ongoing workforce planning. orgvue is designed for fast & effective transformation modelling & ongoing org effectiveness. Consequently also good at merging disparate people datasets (eg multiple health & care providers), addressing DQ (invariably an issue that can be sufficiently overcome quickly) and providing visually compelling understanding of as-is and to-be organisations. Seems an ideal fit as part of your solution. However we would work with your team / partner to deliver. How best do we engage with you on this? We would advise submitting an application for consideration 6. Re. Demonstrate ability to recruit hard-to-reach communities to ensure you recruit inclusively – please can you clarify if you mean recruiting internally for our company or for user research on a delivery? This is regards to user research on a delivery 7. For the collaboration platform, please can you clarify if experience with a platform like Salesforce would be sufficient or whether you’re looking for suppliers to have built their own platform/ demonstrating integrating multiple data sources? In this case we would score an application more highly if they have built their own platform/ demonstrating integrating multiple data sources 8. Regarding the criteria ‘Demonstrate ability to recruit hard-to-reach communities to ensure you recruit inclusively’ – do you require the successful supplier to recruit all required users for this project? Whilst we may direct the supplier to certain areas we are looking to the supplier to take the lead on the recruitment of most if not all research participants. 9. Have you engaged with any existing suppliers in the creation of this tender? Yes, a number of suppliers were contacted with reference to this tender including existing suppliers to help refine the requirements 10. Have you done any pre-discovery activities internally? Only minor pre-discovery work has taken place for example, understanding which Integrated Care Systems are currently using FutureNHS and in what capacity 11. In the tender, you mention engagement with multiple stakeholder groups. Could you illustrate the breadth and depth of these stakeholder groups? We are looking for a supplier who already has the understanding of this from a health and care perspective 12. Can you confirm, as per the listing, that no pre-market engagement has been conducted? Early market engagement has taken place in the form of contacting multiple known suppliers to help refine requirements 13. Regarding the last point, “Experience of collaboration in order to achieve successful outcomes for users”, do you mean collaboration within a project or collaboration as a product? Within a project 14. Can you please provide details on what the FutureNHS platform is? Ie, is this an internal CRM, communication platform etc?Assuming integration is valuable for users, Is there a technical architect who we can work with, to understand the constraints and feasibility of any integrations? Or would you expect the supplier to provide this discipline?
