This brief sets out the terms of reference for the research project “Research to inform the development of a Peace Institute in Scotland”. The aim of this research project is for a subject matter expert (SME) to provide the Scottish Government with a literature review summarising State and non-State actors’ engagement in the area of peace building and assessing the impact of current activities of above actors. The project also aims to provide the Scottish Government with a risk assessment and risk management approach towards Scotland’s engagement in peace building and a summary of Scotland’s current offer on peace, including by academic institutions, Police Scotland, Beyond Borders Fellowships and other non-state actors, Quakers, Scottish Arbitration Service and others. Lastly, the project aims to provide the Scottish Government with an evidence-based options proposal. The research team is expected to produce a report (maximum 60 pages) to include recommendations and submit it to the Scottish Government. The report should the following information and analysis; (i) A summary of the current activities of existing current State and non-State actors already engaged in peace building over last twenty years globally; (ii) Brief literature review covering impact of above actors (iii) A risk assessment and risk management approach towards Scotland’s engagement in peace building, and (iv) A summary of Scotland’s current offer on peace (e.g. Academic institutions, Police Scotland, Beyond Borders Fellowships, other non-state actors, Quakers, Scottish Arbitration Service, and others); (v) An options proposal on what a Scottish minimal, medium and maximum offer could be on Scottish Government engagement on peace and the peace institute in particular. This should include capacity and capability building suggestions for the Scottish Government to adopt in order to successfully administer work on peace-building within the civil service, and the wider peace institute. Proposals should also include discussion on implementation options for delivery.
