Description

Consultancy contract for GMCA Waste and Recycling Service technical advisor support services. Lot 1: GMCA as the owner of a large portfolio of waste management facilities and the manager of over one million tonnes of household waste, the range of support required is broad discipline and diverse in scope. The appointed Consultant shall provide technical support and advice as required or advised, and to represent the GMCA as Technical Advisor in the under listed areas where support maybe required: • For engineering support the core support areas can be categorised as: o Contract Support o Asset and Portfolio Management o Landfill and include activities such as: o Technical support for infrastructure such as floors, building structures and drainage o Mechanical and Electrical – plant and machinery o Odour Control and permitting o Assessment of energy from waste asset condition and associated electricity generation infrastructure o Closed landfill management, gas risk assessments, site audits and general civil engineering o Health and Safety and maintenance regime audits o Engineering overview and insight. o Noise, odour and ecology. o Condition surveys and dilapidation inspections. o FAT and SAT inspections; and o Rights of approval and rejection for all works - new or replacement including all maintenance requirements. • Across all teams within the Service: o Business case development. o Waste strategy (including strategic environmental assessment if required); o Waste flow and service modelling; o Contract performance criteria development and subsequent evaluation; o Procurement activities and contract negotiations; o Technical appraisal of contracts including delivery performance, liquidated damages, detailed design specifications, completion testing, adequacy of supply chains and solutions, performance measuring, long stop dates, termination provisions, payment schedules (including cash flow and funding); o Planning and permitting review and support; o Site construction and integration planning; o Risk management; o Energy import and export arrangements; o Site meetings; and o Any associated due diligence, reviews, inspections, meetings or activities otherwise required or identified to complete the specified tasks. The consultant shall also provide support and technical advice associated with the GMCA’s other assets such as solar power generation installations (e.g. the Solar Farm at Salford Road, Bolton). Support from time to time may involve performance reviews, drainage design and geotechnical advice along with any other activities as required by specific projects.
