Summary of the work We are looking for someone to understand our current and future data requirements and deliver a Target Data Architecture proposal that defines how to process all our data to enable us to deliver products and services, including advanced data analytics in the line with the National Policing Digital Strategy. Specialist role Data architect Expected Contract Length 3 months Latest start date Monday 10 January 2022 Maximum Day Rate Max daily rate of £1000. Looking for 70-90 days approximately. Who Speclialist Work With EMSOU is one of the largest collaborative units in the country, delivering specialist capabilities on behalf of the five East Midlands police forces (Derbyshire, Leicestershire, Lincolnshire, Northamptonshire and Nottinghamshire). You will be working with the Digital, Data, and Technology Lead on this project. What Specialists Work On EMSOU is looking for a Data Architecture Consultant to work with the organisation in understanding and defining the right data architecture for our requirements, and create a roadmap to achieving our ambitions of being a data driven organisation. . EMSOU has a number of operational and strategic requirements that require carefully planned data consolidation and validation in line with legislative and governance necessities. Skills & Experience • Experience of planning and delivering Agile at Scale and Business Change Programmes. • Evidence an ability to work closely with specialists in IT departments and with partners to deliver data architecture infrastructure, tools and solutions. • To provide a technical and infrastructure expert view for procurement decisions and to influence decisions based on best practise and current industry thinking. • Experience and understanding of the practical implementation of data security, access control and data protection principles and legislation, including DPA, CPIA, MoPI, ISO standards, and cloud security principles. • Broad experience of different Data Store and Data Processing technologies for scalable infrastructure and autonomous data integration using CI/CD tools. • Experience in documenting design decisions, principles and data relationships/models. • Experience in performing analysis, design & delivery for data management and data driven projects • Experience working in a law enforcement, government, or other secure environments. • The data architect must sign our conidentiality agreement. • The data architect must already be vetted to NPPV3 / SC/ MV and provide evidence of this Nice to Haves • Experience in the requirements elicitation process with various departments across a complex organisation in order to create a data architecture strategy that is aligned to business objectives • The recommended data solution must be cloud compatible or a hybrid solution. Cloud solution development experience would be beneficial to assist in identifying the best cloud-based service for the project. • A comprehensive understanding of data warehousing and data transformation (ETL) processes and the supporting technologies (such as Amazon Glue, EMR, Azure Data Factory, Data Lakes). • Experience implementing data solutions, in code languages such as Azure RM Templates, CloudFormation Templates, (json/YAML), PowerShell, Python, R. Work Location Location in East Midlands to be confirmed. Working Arrangments To be agreed Security Clearance Vetting is required at SC and NPPV3 No. of Specialists to Evaluate 3 Cultural Fit Criteria • Excellent communication skills (both written and verbal), conveying technical concepts to both technical and non-technical audiences. • Ability to work in a multi-disciplinary team, including Business Analysts, Solutions Architects, Data Scientists and subject matter experts, or work alone as required to deliver effective solutions. • Evidence an ability to work independently and manage competing demands with minimal supervision. • Advanced documentation and presentation skills, team player with proven collaboration skills, strategic, critical thinking, and problem-solving skills.
