Summary of the work CMC project will allow many civil claims to be dealt with online without legal representation and will introduce a new way of issuing and defending claims in the civil court coupled with a move from face to face hearings to telephone/virtual hearings where appropriate. The service is outside IR35 Expected Contract Length 2 years. SoWs will be issued based on Sprint Plans and backlogs, typically for a 3-6 month duration Latest start date Monday 24 July 2017 Budget Range The anticipated Development service will consist of (3) teams , each team consisting of (2) Front End Developers and (2) Back End Developers. The maximum day rate MOJ are prepared to pay is £700. The total Supplier charge will be evaluated as per evaluation criteria %. Why the Work is Being Done HMCTS is undergoing an extensive reform transformation enabled by a technology work stream. The Technology work stream spans several programmes within the change portfolio - delivering the service transformation, the supporting platform and the enabling new services, all needed to deliver the benefits. Current HMCTS services are typically supported by high-volume, paper based processes. The Change Portfolio's main technology objective is to develop efficient, proportionate and accessible digital services delivering access to justice via appropriate modern channels. These digital services are being developed within a coherent architecture which maximises reuse across the services. Problem to Be Solved Current HMCTS services are typically supported by high-volume, paper based processes which are expensive, subject to frequent delay and often unclear to persons without legal training leading to a high number of support calls. The CFT Programme is designed to develop efficient, proportionate and accessible digital services delivering access to justice via appropriate modern channels. The CMC project, require a development service to support the proposed themes. The current Supplier's "Development Service" contract currently delivering Team 1 has come to a natural end and must be replaced mid July Who Are the Users The Civil Money Claims project facilitate new processes in the civil court delivering a Digital by Default solution. It will allow many civil claims to be dealt with online without legal representation and will introduce a new way of issuing and defending claims in the civil court coupled with a move from face to face hearings to telephone/virtual hearings where appropriate. The project will make use of new and innovative technology to encourage and support parties to reach resolution earlier in the civil claims procedure. Work Already Done The initial Discovery phase of the project was completed in November 2016 providing an end-to-end assessment of the current service. An output from this phase was a recommended roadmap for the delivery of incremental capabilities to transform the service consisting of nine key themes of work. This tender is to focus on: - supporting Theme one and two in Beta, - commence development of Theme 3 in July/August - planning Theme four September/October Existing Team The existing team is a blend of internal staff and external contractors/consultants from a range of suppliers. The Civil Money Claims team includes several user experience, content design, research and Business Analysis roles, each with a primary alignment to one of the functional themes whilst also supporting colleagues working on the other themes. The team also consists of Service and Project Management, a Solution Architect and a Delivery Manager. Current Phase Not applicable Skills & Experience • Capable of deploying two teams (4 developers); minimum 3 years experience each by July 2017, with third team available according to CMC requirements, October 2017(2%) • Have demonstrable experience of working in blended, multi-discipline, multi-vendor team environments focused on meeting user needs using agile methodologies and delivering digital improvement outcome(2%) • Have demonstrable experience of working in blended, multi-discipline, multi-vendor team environments focused on meeting user needs using agile methodologies and delivering digital improvement outcome(2%) • Have demonstrable experience in building micro-services with RESTful APIs using JAX-RS and messaging using JMS(2%) • Have demonstrable experience of developing in Java 8 and Java 7, especially experience of Maven or Gradle build systems(2%) • Have demonstrable experience of Postgres, Redis and NoSQL Databases(2%) • Have demonstrable experience in web application server-side development, including ORM and Hibernate. Knowledge of Dependency Injection would be advantagous.(2%) • Have demonstrable experience in unit and integration testing utilising JUnit, TestNGMockito and Wiremock(2%) • Demonstrable experience of GIT, Jenkins, CI tooling, Opensource Libraries and their controls(2%) • Have demonstrable experience in Front End web application development using HTML5, CSS 3, SASS, JavaScript (ECMA 5/6/7), TypeScript, Angular JS (1.*/2.*), node.js, Grunt, Bable and Webpack (2%) • Demonstrable Have demonstrable experience building semantic and accessible UI code to at least W3C AA standard for accessibility(2%) • Demonstrable experience in implementing web applications using Node.js, Express.js and templating (Nunjucks or others), experience of Gulp build system, JQuery, GDS frontend kit, GDS elements(2%) • Have demonstrable experience in unit, e2e and cross browser testing utilising Jasmine, Karma, Protractor, Webdriver and Source labs(2%) Nice to Haves • Experience in DevOps technology such as Puppet, Chef, preferably Ansible, Uses virtualisation for developing, e.g. Docker to run services, Vagrant to build dev VMsproficiency(1%) • Experience with Angular.JS, Bootstrap, Initializr, Modernizr, AI or Expert or SPA would be advantagous(1%) • Experience of Progressive Enhancement and Spring Boot framework would be advantagous(1%) • Experience in immutable state data patterns utilising libraries such as redux would be advantagous(1%) • Experience in eventually consistent, asynchronous and synchronous transaction design would be advantagous(1%) Work Location 102 Petty France, London, SW1H 9AJ (the 'Base location', although some UK Travel may be expected) The authority may consider suppliers hosting project teams at their own premises. Any benefits offered by suppliers in this scenario should be reflected in the value for money section of the written proposal. Working Arrangments The Service is being delivered against the GDS Service Manual using SAFe. SoW/Work-Orders will be issued to define the development outcomes of each project phase. The suppliers team will initially be required to work on-site at the base location working a (5) day week. For works performed at a non Base location (or the supplier's own premises) and London (outside of the M25), all reasonable travel and expenses costs shall be met in accordance with the rates set out in the MoJ travel and subsistence policy. All expenses will require prior approval from HMCTS. Security Clearance Baseline Personnel Security Check (BPSS) which must be dated within three months of the start date. Additional T&Cs All expenses shall adhere to the Ministry of Justice standard Travel and Subsistence policy. Expenses to Base Location of works will not be paid, nor expenses within London M25 location No. of Suppliers to Evaluate 5 Proposal Criteria • Explain your overall Development Approach and Delivery Methodology(2%) • Provide named individuals and cv's to meet the initial 2 teams required in July; demonstrating experience of working in agile multi-vendor teams(8%) • Describe how will you ensure that HMCTS is supplied with high quality and appropriately skilled team specialists, whilst minimising HMCTS's effort in screening the proposed team members(4%) • Describe your approach to adding, replacing and rotating new team members, within a 2 week notice period, to the existing team without reducing the teams velocity(2%) • Provide three referenceable client focussed case studies where your company have provided the desired service capability; please identify the proposed team member(s) that were part of the delivery team(8%) • Describe how you intend to measure and manage quality and speed of delivery within the team to ensure continuous improvement(2%) • Propose your approach for enabling digital teams, delivering capability and ensuring that knowledge transfer is conducted during handover of project outputs to the HMCTS BAU maintenance team(3%) • Give examples of KPIs and SLAs that you would be prepared to commit to for this contract, including ability to provide high calibre substitutes/replacements within 2 weeks(2%) • Explain the Value Proposition; value for Money, how the proposal will optimise costs, and generate savings. Can you please confirm if the maximum day rate of £700 is per resource? Thank you for your question regards Maximum day rates. The MOJ are seeking an outcome, but as the contract is based on Time and Materials, the day rates are essential to determining the capability cost. The maximum day rate is per resource; only proposals that are within the stated maximum day rates will be deemed compliant. 2. Could you provide a copy of the Discovery report that was carried out in November 2016? Thank you for your question, due to the confidential nature of the report and the constant flux of the programme, we are unable to share it with the bidders. The programme does not consider the report to be material to the bidders submission and it will not inhibit them from submitting a compliant proposal. 3. Does the whole team have to collectively possess all of the skills/technologies listed rather than each individual? Thank you for your question relating to capability. We are looking for a TEAM consisting of developers that are focussed either FE (angular & Javascript) or BE (Java). We recognise that having excellent skills in both types of technologies is a rare commodity and whilst advantageous, provided the TEAM can deliver the outcome we are not expecting every developer to have every skill set. Equally we would potentially be looking for one of the team to be the technical lead. 4. Can the team proposed be a multi-disciplined team or are you looking for specific skill sets only? For example, if we have one person who has strong Angular experience, but not so much Javascript experience but then another who is strong with Javascript but not so much Angular would that be seen as a good balance?
