Summary of the work DVSA wishes to develop a risk and intelligence-based solution, which makes use of data sources and risk-assessment to target enforcement activities. Data used for risk assessment needs to be high-quality, timely and consistent. We want to improve access to data from Police encounters to target non-complaint vehicles, drivers and operators. Latest start date Monday 21 February 2022 Why the Work is Being Done DVSA wishes to develop a risk and intelligence-based solution, which makes best use of available data sources and independent risk-assessment to target enforcement activities that have the greatest impact on road safety. Data used for the purpose of risk assessment needs to be high-quality, timely and consistent. We particularly want to improve access to data from Police encounters as part of improvements to targeting serially and seriously non-complaint vehicles, drivers and operators. Problem to Be Solved DVSA Enforcement Directorate use a variety of tools and data sets to provide a data and intelligence-led approach to enforcement. These data sets are typically developed and maintained in isolation. They require multiple login details and accounts, are manually assessed and are challenging to analyse to ascertain levels of risk. The analysis of risk is currently subjective and does not currently compare like-for-like data across driver services, MOT and vehicle services. There is a lack of consistency on how commercial vehicles are targeted by the Police and DVSA, how vehicles are processed and how the encounter data is captured, retained and analysed to aid targeting of the non-compliant. DVSA and the Police (from 43 different forces) do not have full access to each other’s targeting data, including data on approximately 32,000 Police encounters of commercial vehicles. Who Are the Users As DVSA users include frontline and back-office staff working in the Enforcement Directorate, we need to access, review and analyse data, so that we can make informed business decisions. Users also include the Police (from 43 forces) and the Department of Transport. Internal and external users should be further defined, and their needs identified as part of Discovery phase of this project. Existing Team A Senior Responsible Owner has been appointed and will oversee the work alongside a dedicated Product Owner from the business. SMEs from the business will be available as and when needed to assist with the research phase. Current Phase Not started Skills & Experience • have experience of delivering user needs analysis of a similar type and scale. • have experience of transferring knowledge to a client team (a)What documentation/artefacts were produced (b)How was it shared (c)How did you assess knowledge had been successfully transferred. • have experience of user-centred Service Design and the practices and techniques that support this. • have experience of applying CDDO design principles in a client organisation project (a)Show how the CDDO principles are embedded in your organisation’s ways of working. • have experience of completing data-led projects to improve clients’ access to, and use of, business intelligence. • have experience of working with AWS technologies when supporting system modernisation. • have experience of working with Azure technologies when supporting system modernisation, with a focus on Dynamics and services supporting frontline staff. • have experience in designing and delivering systems built through bespoke coding using Java. • have experience of working with an AWS RDS Oracle database. • have evidence that you and any subcontractors hold the following security certifications? -ISO2700 and Cyber Essentials Plus. Nice to Haves • have experience in mobilising a discovery team quickly. • have experience of forming remote working teams and describe remote working practices which support the team through the stages of group formation. • have experience of dealing with high volume transactions. Work Location The DVSA is working on a ‘hybrid’ model with staff working at a combination of office locations and from other suitable locations, including home-based working. Supplier staff may be able to carry out some collaborative work remotely but would be expected to spend significant time working at DVSA locations. The DVSA key business location for this work is: Berkeley House Croydon Street Bristol BS5 0DA Travel to other DVSA locations may be required on occasion. Working Arrangments The supplier takes full responsibility for delivering the outcome and the risk of non-delivery sits with the supplier. The workers are not embedded within DVSA, but are engaged, directed and controlled entirely by the supplier with no input from the business. Security Clearance All individuals must have Baseline Personal Security Standard (BPSS) / equivalent for individuals based offshore. Administration staff with access to bulk live data and/or access to key front facing systems must be confirmed as holding UK Security Clearance (SC). Security clearances will be at the supplier’s cost and time. No. of Suppliers to Evaluate 5 Proposal Criteria • User Needs Analysis: How would you approach a Discovery on a service of this type and scale? • User Needs Analysis: How would you apply the CDDO design principles and service design standards? • Technology: Explain how you would undertake a Discovery on existing processes and systems that need to be modernised. • Technology: Describe how you would work with cloud services e.g. Amazon Web Services and Azure, bespoke Java based code and off the shelf products e.g. Microsoft Dynamics. • Capability and structure: What team structure, roles and skill-sets do you propose? Include profiles/CVs and experience for key role holders. Please provide a proposal for mobilisation/ on-boarding into the project. • Security: Describe a previous similar discovery assignment that you have successfully undertaken that involves exploring solutions that need to process large amounts of data. • Social Value: Evidence of work with clients supporting development of scalable/ future-proofed new methods to modernise delivery/increase productivity and how you’ll create new jobs, skills and increase supply chain resilience/capacity. Cultural Fit Criteria • Describe how it would achieve a collaborative way of working as part of a wider project team, including client staff and suppliers. • Show how it transfer knowledge to a client organisation team to continue work following the end of a project/project stage or contract. How can candidate suppliers submit profiles/CV and a plan for project mobilisation in the 100-word response allowed by the Digital Marketplace portal? There is no requirement to submit profiles and CVs at the shortlisting stage. Profiles and CVs will be required at the second stage when shortlisted suppliers will be asked to provide a written proposal. 2. It says ISO 2700 but is this meant to be ISO 27001?Would self certification be acceptable?If self certification is not acceptable who are acceptable certification bodies?Does certification need to be in place at the point of tender or when the work starts? Yes, this is meant to be ISO 27001.Self-certification is acceptable. In the case of self-certification, there will be a requirement to demonstrate compliance with security policies and industry standards. 3. A maximum of £370k is available for the Discovery phase of this project, with future spend to be determined based on outcomes of the Discovery. 8.
