Summary of the work DWP requires a team of Dev Ops specialists to join an established DevOps capability for the Department's Identity and Trust Digital team to work as part of an agile team running 2 week sprints and supporting development projects as well as the live production services. Expected Contract Length 2 years Latest start date Tuesday 22 June 2021 Budget Range It is estimated that the work can be delivered up to an estimated cost of £1m ex VAT over the expected 24 month contract term. Why the Work is Being Done To develop and support DWP's Identity Access Management solutions which are predominately based on the ForgeRock IAM platform. The supplier is required to provide 4 Dev Ops resources to work alongside the existing DWP Dev Ops team to develop the live service and also develop future versions of the platform in an iterative way. Problem to Be Solved To provide accessible and secure citizen access to DWP services. Who Are the Users As a citizen I need to have my identity verified so that I can gain access to my information to support my benefit claim. Existing Team There is an established DWP staffed DevOps team that the supplier will be expected to work with. Current Phase Live Skills & Experience • To have 3 years minimum technical experience in DevOps. • Significant and demonstrable experience in leading, or had significant involvement in delivering, outcomes involving Forgerock or similar IAM platforms. Nice to Haves Have experience of working within DWP or a comparable organisation within the last 3 years. Work Location Sheffield, (DWP, Kings Court). Working Arrangments Onsite (where possible) for face to face meetings (2 or 3 days per week); remainder of time can be remote but is required to be UK based. Security Clearance BPSS Additional T&Cs All expenses must be pre-agreed between the parties and must comply with the DWP Travel and Subsistence Policy. All vendors are obliged to provide sufficient guarantees to implement appropriate technical and organisational measures so that the processing meets the requirements of GDPR and ensures the protection of the rights of data subjects. DWP will review the DOS 5 legal documents against DWP's model T&C's to ensure best fit. This information will be shared with short listed suppliers . Are there any incumbent suppliers providing support to DWP’s IAM service? Yes. TCS (Tata) currently supply expertise into these roles. 2. Are there any incumbent suppliers providing support to DWP’s IAM service? Yes. TCS provide external support currently. 3. Is this role inside or outside IR35? These are for roles inside IR35, i.e. roles that are to be buyer-led. 4. Is there an Incumbent? If so, who is it? Yes. TCS is the incumbent. 5. How vendor will be selected? Preferred supplier to be selected by evaluation using the methods described in the published opportunity. 6. Are you able to disclose the current processes and tools that are being used for DevSecOps within DWP? Including the current stack? Key tooling: Terraform, Docker, Ansible, Kubernetes pref including Istio as a service mesh.Platform is AWS - core services: EC2, ECS, EKS, VPC Networking etc.Increasing use of serverless.Target is a fully automated CI / CD pipeline. 7. We notice you are looking for 4 resources, please can you clarify how you would like us to respond. Would you like us to respond providing individual resources or as a supplier? This is a procurement for a DOS outcome, rather than a request for specialists. Therefore, please respond providing a proposal against the outcome request. 8. Do you have a preferred or incumbent supplier? I am not clear what you’re asking here – please clarify. There is an incumbent supplier (Tata) currently. This opportunity is a new opportunity for 4 DevOps to support the existing DWP DevOps team. 9. Will the assessment team score suppliers who hold a ForgeRock Partnership higher? Holding a ForgeRock Partnership does not form a part of the evaluation criteria, and as such will not provide any bidder with any advantage. 10. Would you consider other approaches and resourcing models, such as devops as a service, offsite resource, deliverable based outcomes, etc? Alternative approaches other than those set out in the published opportunity will not be considered. 11. Is this an inside or outside IR35 position? These roles are inside IR35, i.e. roles that are to be buyer-led. 12. What’s the end day rate? I am not clear what you’re asking here, please clarify. 13. How many people will you need? We require four resources to work alongside the existing DWP DevOps team. 14. Please share detailed requirement. Are suppliers permitted to use more than one example in each answer, to demonstrate the breadth of our experience? Yes, but suppliers will evaluated based on the quality of evidence provided against each skill/experience as opposed to the quantity. 17. Can you confirm maximum daily rate for each individual member of the team? We did not include a maximum day rate for individuals within this requirement.
