Summary of the work The Statistics Team at the Department for Digital, Culture, Media and Sport is looking for a supplier to provide User Research to help us better understand the needs of internal/external users of our official published statistics. This includes current users and to explore new user groups and their needs. Expected Contract Length 9 weeks Latest start date Monday 24 January 2022 Budget Range up to £30,000 Why the Work is Being Done The Statistics Team at the Department for Digital, Culture, Media and Sport (DCMS) is looking for a supplier who can provide User Research to help us better understand the needs of internal and external users of our official statistics. This would include users who already use our published official statistics and to explore new user groups and their needs. Dates We would be looking to begin research by early-mid January with the product being completed by mid-late March due to constraints incurred by the financial year. Problem to Be Solved DCMS publishes a portfolio of official statistics, including how DCMS sectors contribute to the economy and how adults in England participate in DCMS sectors (such as art or internet usage). These can be found online here. We have some knowledge about how users engage with our statistics and what they need, but we have never commissioned a piece of formal user research to explore this in detail across the portfolio. We would like to be able to more confidently and more rigorously answer questions such as: What are our statistics being used for? Who by? What, if any, new dissemination tools do users want? How could we make our statistics more useful? What might need to change? Is there anything we could stop doing? It will be important to understand the needs of current as well as potential users of our statistics, and do the research in a way that manages expectations about the scope of any potential changes. Who Are the Users As a producer of statistics, I need to know who the users of our publications are so I can make sure I am including the information and presenting it in a way that meets the needs of our users. As a leader I need information on user needs to ensure best prioritisation of resources. . Existing Team The supplier will be working with members of the DCMS Central Analysis Team. This would involve at least two full time members of staff. Current Phase Discovery Skills & Experience • Extensive experience of user journey mappings • Extensive experience of planning, and conducting user research programmes • Excellent communication skills both verbal and written • Manage effective engagement with all relevant stakeholders • Evidence of exploring different kinds of users with access or assisted digital needs in user research. • Experience of advocating for inclusive practices and helping teams design and deliver accessible services that work for all users Nice to Haves • 1 years experience of user research within Government • 5 years experience as a user researcher Work Location DCMS, 100 Parliament Street, SW1A 2BQ Working Arrangments We are willing to explore different approaches to complete the discovery process. We expect most if not all of the project can be done remotely. Expenses would have to be discussed and cleared beforehand. Security Clearance Minimum of BPSS / DBS clearance. Additional T&Cs Standard Framework and Call Off Terms and Conditions. Expenses must be pre-agreed and comply with CCS Travel and Subsistence Policy. In the requirement you stated "We have some knowledge about how users engage with our statistics and what they need"Are you willing to share this existing knowledge? While we do have the data it is informal and not in an easy to share format, therefore we will not share at this time. 4. Are there any specific themes or examples you’d like to see within suppliers responses? There are no particular themes we want to see with the supplier responses. 5. Within our individual 100 word responses, would you like to see one more detailed example, or multiple examples with less detail? We would prefer to see a single more detailed example. 6. Suppliers guidance is that ‘you should only provide one example for each essential or nice-to-have requirement (unless the buyer specifies otherwise).’Can you confirm if you are expecting suppliers to use single or multiple examples. We would expect to see a single response for each requirement. 7. Job roles of the evaluation panel please? Commercial and Procurement Assurance, Assistant Statistician, Commercial and Procurement Assurance 8. Your procurement plan for the shortlisted companies please. I.E. What additional rounds will you have (presentation/interview/etc.) and timelines of these rounds? There are no additional rounds, after this QA process we will sift the applications of the shortlisted provides and select a provider to award the contract. 9. Please could you confirm if budget up to £30,000 includes or excludes VAT? The budget is up to £30,000 excluding VAT as this is new and original research. 10.
