Summary of the work MDA and JMSC require an MDA proficient support service to maintain the organisation at the technology forefront. Expected Contract Length 2 years with an option to extend by up to 25% either by time, cost or both. Latest start date Monday 1 November 2021 Budget Range It is estimated that the work can be delivered within the budget range of £450K-500K for a 2-year service provision. Why the Work is Being Done The Maritime Domain Awareness Programme (MDA) & Joint Maritime Security Council (JMSC) require a technology support service to ensure that MDA and JMSC digital based outcomes can meet current and future technological requirements in order to maintain global MDA sector positioning. Problem to Be Solved "The organisation requires a technology specialist service to integrate with the MDA Programme/JMSC and provide clear coherent technical direction to the RN MDA Programme and JMSC wrt MDA capabilities and technologies. 1. The Technology Support Service will formulate the MDA technical vision and support its delivery through Stakeholders 2. Provide clear coherent technical direction to the RN MDA Programme and JMSC wrt MDA capabilities and technologies." Who Are the Users MDA and JMSC Programme Boards, MDA delivery, engineering and support teams. This user community needs to be at the forefront of [MDA] technology used to support this sector. Early Market Engagement It is expected that this service can be provided by a single supplier with experience in MDA and related MoD/UK Gov activities. Work Already Done MDA and JMSC are the in service capability delivery organisations for UK MDA provisioning. The technology function is currently being provided by the in-service delivery teams. The organisations want technology development provided separately. Existing Team There is a business as usual team delivering across MDA and JMCS. Current Phase Live Skills & Experience • Experience with national MDA digital technologies and programmes and the ability to rapidly understand the requirements and deliver digital MDA solutions/capabilities to meet emerging needs. • Experience of presenting to UK and international stakeholders, the digital, data and information dependencies necessary to enable coherent MDA outcomes. • Familiarity with the UK's and international partners' MDA digital research and development activities. • Demonstrate ability to represent MOD/JMSC at national and international meetings/forums where exploitation of information and data is discussed and how this enables UK national security objectives through technical solutions. • Experienced in application of Government standards for ICT, information security, digital design, delivery, compliance, safety, maritime integration and operations. • Ability to understand complex user and operational issues and provide options for resolution across a multi-stakeholder digital based environment spanning MOD, PAGs, and international partners. • Contribute to and deliver High Level Design (HLD) solutions for digital outcomes ensuring that all relevant lines of development are considered. • Demonstrate understanding of the digital activities and objectives of UK and international naval, shipping, intergovernmental, trade organisations and their interdependencies with MDA digital systems that underpin international maritime security. • Demonstrate knowledge, skills and experience in managing digital ICT services and their interdependent activities to enable naval and maritime outputs • Experience in MDA systems and operation, their world-wide exploitation and use by HMG departments, international civil and military partners, and inter-governmental organisations. • Demonstrate understanding of cross-government security structures for Maritime Security and HMG use of MDA across a shared digital and operational environment to deliver a common operational picture. • Demonstrate understanding of digital systems and capabilities that deliver MDA as an enabler for maritime security both nationally and internationally. • Experience of producing High-level reports, reviews, and other written submissions iaw a recognised industry/HMG standards • xperience of 5E and NATO engagement at senior levels and appropriate undertanding of the relevance and delivery of cyber controls in the maritime domain. • Hold a current DV Nice to Haves • Experience providing Enterprise Architect outcomes designing solutions to meet user requirements using current and next generation digital technologies and resources. • Understanding digital requirements for the wider maritime industry and their associated organisations/structures. • Experience in drafting international Memorandum of Understandings to underpin national agreements on digital information sharing and concepts of MDA collaboration. • Experience of maritime digital and ICT installation, commissioning, assurance and acceptance and the related engineering and information compliance activities. • Understanding of MoD acquisition/commercial processes and understanding HM Treasury financial processes cross-Whitehall. • CISM/CISSP qualification Work Location Based Portsdown Technology Park, Portsmouth. NCHQ Whale Island, Portsmouth. Remote. Some overseas travel, all task dependent. Working Arrangments MDA and JMSC are 24/7/365 organisations. This technology support service will need to take this into account when proposing solutions, but the support service itself is expected to deliver to normal business hours. Security Clearance MoD approved DV is required at contract start. Additional T&Cs All expenses must be pre-agreed between the parties and must comply with the MoD Travel and Subsistence (T&S) Policy. All suppliers are obliged to provide sufficient guarantees to implement appropriate technical and organisational measures so that the processing meets the requirements of GDPR and ensures the protection of the rights of data subjects. Is there an incumbent supplier in the role? There is no supplier currently providing this service. 2. Will this be assessed as inside IR35? It is not expected that IR35 will apply. An assessment will be made after the winning supplier has been selected and assurances are obtained relating to IR35. 3. Is there a Cyber Risk Assessment? The Cyber Risk Level is very low. Suppliers that are down selected will be required to complete a SAQ. 4. Would you accept a SC cleared candidate? Yes, it may be possible to accept a SC cleared personnel but there is a high level of DV related activity delivering this service. 5. How crucial is it that this supplier needs experience in all of the essential fields? This is a single requirement for one supplier to provide a service across the MDA technology spectrum - and we are therefore looking for a supplier with a track record in this area. Suppliers who cannot meet the essential criteria will be unable to meet this requirement. 6. Will there be any performance indicators within the contract If performance indicators are required, these will be advised following down-selection 7. How will initial tender submissions be evaluated Answer 1/2Each tenderer will be evaluated and allocated points of 0 (Not Met), 1 (Partially Met), 2 (Met) or 3 (Exceeded) against their responses to each of the essential and nice to have criteria, in the opinion of the three evaluators. The points awarded for each criteria will be added together to give the total technical evaluation points. The Authority reserves the right to consider tenderers non-compliant if their points are below 2 on any essential criteria. 8. How will initial tender submissions be evaluated Answer 2/2Tenderers may also be considered non-compliant if their proposed start date is after the required start date or if their day rate/pricing is above the stated budget. Non-compliant tenderers will be excluded from the competition and their total technical evaluation points will be 0.Tenderers with the three highest total technical evaluation points from this evaluation will be down selected and invited to take part in stage two. 9. How will final tender submissions be evaluated after initial down selection TechnicalTenderers will be asked to provide supporting documentation a CV/attend an interview/provide a written proposal. Each tenderer will be evaluated and re-allocated 0 (Not Met), 1 (Partially Met), 2 (Met) or 3 (Exceeded) against each of the essential and nice to have criteria, based on their initial and final tender submissions. Any additional proposal criteria will also be assessed in this same way. The points awarded for each criteria will be added together to give the total technical evaluation points. The total points allocated may differ between the initial and final submissions. 10. How will final tender submissions be evaluated after initial down selection Technical continued....The total technical points will be divided by the maximum available technical points and multiplied by the technical criteria weighting. This will give the technical score.(For example, if tender has 30 points, the maximum points available was 35 and the technical weighting is 70, the technical score will be 30/35 = 0.85 x 70 = 60) 11. How will final tender submissions be evaluated after initial down selection CulturalTenderers will provide a cultural fit statement to show how they will meet each of the cultural fit criteria. This will include social value, if required. Each tenderer will be allocated 0 (Not Met), 1 (Partially Met), 2 (Met) or 3 (Exceeded) against their responses to each of the cultural criteria. The points awarded for each criteria will be added together to form the total cultural evaluation points. The total cultural points will be divided by the maximum available cultural points and multiplied by the cultural criteria weighting. This will give the cultural score. 12. How will final tender submissions be evaluated after initial down selection Cultural continued...(For example, if tender has 20 points, the maximum points available was 25 and the cultural weighting is 10, the cultural score will be 20/25 = 0.8 x 10 = 8) 13. How will final tender submissions be evaluated after initial down selection FinancialFor specialists, the day rate provided at initial tender submission will be the pricing figure.For outcomes, tenderers will be asked to provide prices they would charge to deliver a series of different tasks, with a breakdown of the personnel days that would be allocated to those tasks (the number of days will be considered within the technical evaluation). The total price quoted to deliver these tasks will be the pricing figure. The lowest compliant pricing figure will be divided by the tenderers pricing figure and multiplied by the financial criteria weighting. This will give the financial score. 14. How will final tender submissions be evaluated after initial down selection Financial continued....(For example, if the lowest price was £1000, the tenderers price was £2000 and the financial weighting is 20, the financial score will be 1000/2000 + 0.5 x 20 = 10)CombinedThe Authority reserves the right to consider tenderers non-compliant if they score below a 2 on any essential criteria. Tenderers may also be considered non-compliant if their proposed start date is after the required start date or if their day rate is above the stated budget. Non-compliant tenderers will be excluded from the competition and their total evaluation score will be 0. 15. How will final tender submissions be evaluated after initial down selection The tenderer that receives the highest combined technical, cultural and financial scores, from all compliant tender, will be the winning tenderer.
