UK SBS DDaT19040 BEIS Ongoing Development of OPSS EU Exit and Product Safety Digital Services

Why the Work is Being Done OPSS has responsibility for developing UK national capacity for product safety. This includes responsibility for developing digital services and tools that help achieve that goal but also mitigate the potential loss of access to EU systems post EU Exit. These services are: • Market Surveillance Product Safety Digital Services (MSPSDS) • Cosmetics Notification • Notified Bodies • Harmonised Standards List These services are currently in beta development and a supplier is in place to help deliver this work up to end April 2019. Work will continue through 2019/20 completing beta development, providing support and ongoing iteration of these services. Problem to Be Solved We need a supplier who can provide the technical/developer capability/capacity to help achieve our aims of: •Providing continuity so that the above services can continue and complete their beta phases moving successfully into public beta during 2019/20 •ensure that these services are supported to optimise service availability and minimise user disruption •continue improving these services in public beta. Working with OPSS digital to prioritise the backlog and identify opportunities to iterate through new features. OPSS services are being developed in Ruby on Rails and we expect this to continue. Further details on our tech stack can be provided. Who Are the Users Examples include: •As an OPSS incident manager I need information on emerging serious issues so I can assess and decide the best course of action •As a Trading Standards Officer I need to report serious product safety issues so that I am fulfilling my responsibilities •As a cosmetics manufacturer I need to report what products I sell in the UK so that I am fulfilling my legal duties •As a doctor I need to know what chemicals are in a cosmetic product so that I can treat a patient who has had a reaction when using it Early Market Engagement N/A Work Already Done A discovery to look at market surveillance on product safety was done in late 2017. The service – Market Surveillance Product Safety Digital Service (MSPSDS) - has been in development since June 2018. It passed alpha assessment in September and is currently in private beta. This will provide an extendable foundation to develop further OPSS product safety related services. A mini-discovery to look at Cosmetics was completed in late summer 2018. It passed an alpha assessment in December and is currently in beta production. The successful supplier will have access to all necessary artefacts and findings from this work. Existing Team This project is being led by OPSS Digital as well as subject matter experts. Specifically, OPSS will provide: • Product Managers • UX design – including user research, content and service design • QA • OPSS digital portfolio service support lead • Junior developer In addition, there will be access to the wider team, other suppliers, and SMEs from the organisation to help inform work. Current Phase Beta Work Location The successful supplier will be based at 1 Victoria Street, London, SW1H 0ET OPSS is a multi-sited organisation and there may be a requirement to travel and work at these sites which include 1 Victoria Street, London, Birmingham and Teddington. Working Arrangments Our strong preference is for co-location at our London site but are happy to discuss alternative arrangements if this proves problematic. BEIS normal working hours are 09:00 - 17:00. Our expectation is that the successful supplier will adopt this pattern. They must also comply with BEIS travel and subsistence policy. There will be a need to travel for user research purposes within the UK. BEIS will meet any additional travel costs incurred away from the chosen office for the purposes of user research or attendance at other BEIS sites. Security Clearance Security Clearance (SC) is required for developers with access to production environments. Baseline Personnel Security Standard (BPSS) clearance required for all other staff. BEIS will sponsor this if necessary. Additional T&Cs N/A Skills & Experience Demonstrate how you will apply your skills and expertise… In taking over a service in development by another supplier so that work goals are successfully completed with minimal disruption. (4%) To develop a service using Ruby on Rails or an equivalent. (4%) In providing support for a live service including; responding and resolving live issues and providing 3rd line support and how this will ensure continued successful service delivery. (4%) To work openly and collaboratively with internal teams and different suppliers to achieve successful joined-up outcomes. (4%) In delivering frequent updates to a public cloud hosted live service without impacting users and how this will ensure continued successful service delivery. (4%) To achieve high service availability and minimal user disruption including fixing bugs and performance issues quickly. (4%) Nice to Haves Demonstrate how you will apply your skills and expertise to work using the GDS service manual to develop GOV.UK services and how this will ensure continued successful service delivery.
