Summary of the work DVLA requires a supplier to provide a supply of highly skilled and experienced Dynamics 365 resources to continue with the development, design and support of Dynamics 365, following an initial pilot, the application for casework and workflow in Drivers Medical Department. Expected Contract Length 14 Months Latest start date Wednesday 20 April 2022 Budget Range £3.5million Why the Work is Being Done DVLA is building new services and moving away from its legacy technology onto new, cloud-based platforms. Despite being involved in the pilot, DVLA requires experience in Dynamics 365 and is looking for a supplier to supplement and upskill internal resources. DVLA has a legacy Casework system which it intends to eventually migrate off, although it is accepted that this won’t be fully achieved by the introduction of Dynamics 365. Following an initial pilot comparison and subsequent procurement activity, Dynamics 365 was selected as the application where one medical condition within Drivers Medical Group (DMG) would be implemented and assessed against business and technical criteria. Problem to Be Solved DVLA requires a supplier to provide a flexible delivery of highly skilled Dynamics 365 resources to aid in the design, development, and support of transformation solutions, working closely with our Development Teams and be able to solve complex problems, via a call off agreement to: • Advise on best practice implementation • Configure and implement Dynamics 365 in line with the minimum organisational requirements • Integrate with existing legacy systems • Support DVLAs digital strategy by creating online services to improve overall customer service. Capability provided under Statement of Works (SOWs) will need to work closely with the current DVLA product teams. Who Are the Users The current users are primarily internal users in Driver Medical Group, but this may extend to other operational areas of the agency as the transformation continues in casework development. Mixture of internal and external facing systems: • Internal – transactional processing, data sharing, reporting and MI. • External – Public facing applications and enquiries Existing Team Using Agile methodology, existing Product teams in DVLA includes Technical Product Managers, Agile Delivery Managers, Delivery Managers, Business Analysts, Software Engineers, Infrastructure Engineers and Testers, Cloud Engineers, Platform Engineers and Solution Architects. Product teams are blended squads who work closely with business Service Designers, Subject Matter Experts and UX/UI. Typical DVLA squad consists of Software Engineers, Architect, an Agile Delivery Manager, Product Owner, SDET, Test Engineers and Technical Product Manager. A previous external supplier implemented and configured the system as part of phase 1. An independent review of the product is currently underway and will be completed end of January. Current Phase Discovery Skills & Experience • Provide demonstrable evidence and experience of Dynamics 365 Customer Service • Provide demonstrable evidence of Microsoft Certified Partner in Application Development • Provide demonstrable experience in MS Power Platform • Provide demonstrable evidence and experience of using C# coding Nice to Haves • Provide demonstrable evidence and experience delivering on a public cloud, including AWS and Microsoft Azure. • Provide evidence of Microsoft Certified Partner in at least 2 of the required disciplines: Application Integration, Cloud Platform, DevOps or Cloud Business Applications • Provide scalability of resources to suit the project requirements e.g. 1 additional resource within 2 weeks’ notice Work Location The work will take place in DVLA offices in Swansea (DVLA, Morriston, Swansea & DVLA, RLDC, Swansea), however in light of the current COVID-19 outbreak and in line with Government guidance in relation to the COVID-19 pandemic, supplier resource will work remotely (within the UK). At the point where ‘working from home’ restrictions are lifted the supplier resource could be required to work onsite at the DVLA’s Swansea offices. This will be agreed within further Statement of Work iterations. Working Arrangments Full Time, 5 days a week The charging mechanism in place for the Call-Off Contract and any agreed Statements of Work will be Time & Materials. Suppliers shall provide transparency to the Buyer on the rates paid to resources & any third parties in the supply-chain on request. Where applicable, expenses shall be submitted in line with the Buyers Standard T&S policy and agreed in advance. Statements of Work will be issued to define the deliverables. The supplier’s team will need to work effectively with existing and future teams (both civil servants & other suppliers). Security Clearance DBS-BPSS with Basic Disclosure (issued by Disclosure&Barring Service) SC may be required for further work for any direct Production activity,but will be sponsored by DVLA(if needed). All resource will be required to achieve three months residency in the UK in addition to BPSS prior to working with/on behalf of DVLA. Additional T&Cs Suppliers must be able to provide resources within a 2-week notice period with the necessary skills to minimise impact on delivery. Supply of resource:the off-payroll rules will apply to any workers engaged through a qualifying intermediary, such as their own limited company. The supplier may also be required to support the components developed. This would include problem investigation and development changes in-hours(between 9am- 6pm Monday-Friday)with potential for out-of-hours. SC-level clearance would be required for any direct Production activity. DVLA is responsible for the overall business requirements and solution architecture but supplier may be required to contribute by adding their expertise. No. of Suppliers to Evaluate 10 Proposal Criteria • Criteria set for the proposal elements will be weighted at 40% of the overall 60% technical competence weighting. • Describe how you will ensure that DVLA is supplied with high quality and appropriately-skilled resources and how you can commit to meet DVLA's continuous need for Development and engineering squads. • Describe your overall Engineering Approach along with Delivery and support Methodology and how this can be utilised to support DVLA’s objectives. • Explain your method for attracting/recruiting/retaining/replacing high quality, appropriately skilled resources in line with the 2-week notice and what internal processes you’ll undertake to ensure they match our requirements. • Provide one or more client focused examples where your organisation has provided the desired service capability, including evidence of integrating into and improve client culture and capability. Cultural Fit Criteria • Criteria set for the Cultural Fit (including Social Value) elements will be weighted at 20%. • Provide demonstrable evidence of a clear process for transferring knowledge to permanent staff within a client organisation. • Provide demonstrable evidence of being able to work as part of an integrated, effective, and efficient delivery team, integrating into, and improving client culture and capability. • Social Value - criteria drawn from Procurement Policy Note 06/20 Taking Account of Social Value in the Award of Central Government Contracts: • • Social Value Theme 2 ‘Tackling economic inequality’- MAC 2.3 - MAC 2.3 Create new businesses, new jobs and new skills; and • • Social Value Theme 5 ‘Wellbeing’ – MAC 8.2 Improve community integration. As per the DOS advert, the DVLA requires a supplier to deliver the requirement and therefore the contract will be directly awarded to one supplier. 3. Instead of procuring specific individuals to supplement the existing team structure (or ‘squads’), would you be open to procuring an entire squad from the successful bidder? This requirement will require the successful supplier to supply a squad to work closely with the current DVLA squad, as per the requirement. 4. Reading the documentation it appears that you are looking for a pure resource augmentation provider, as opposed to a business/technology transformation partner. Can you confirm that this is correct? This opportunity is not for a business/technology transformation partner, this requirement will require the preferred bidder to supply a squad to work closely with the current DVLA squad. 5. Will the successful bidder be working solo on this project with DVLA employees/contractors, or will the successful bidder be working collaboratively with the incumbent Microsoft Dynamics partner(s)? The Supplier will be working on this project with the DVLA squad 7. Is the successful bidder going to be responsible for the procurement of any licencing on behalf of DVLA, or does the DVLA already have a partner/mechanism in place for that side of things? No, the DVLA already have this mechanism in place. 8. Please can you confirm whether the resource provided will be managed by the supplier, or whether this will be managed internally by DVLA The resource provided by the Supplier will be managed by the Supplier. 9. Please can you confirm how many SMEs / consultants DVLA are looking to assign to this requirement? This requirement is not exclusive to SMEs/consultants, bids are welcomed from any prospective bidder who feel they are able to deliver this outcome based requirement. As per the DOS advert, the DVLA requires a supplier to deliver the requirement and therefore the contract will be directly awarded to one supplier. 10. Is it possible to get an architectural view of the ‘as is’ landscape? DVLA use "standard" D365 Customer Service/Power Platform, with some inbound integration via the OData API and the SDK, some C# assemblies, and DocCorePack. 11. What tool are you currently using for MI? we are currently using Microsoft (MS) 12. Provide demonstrable evidence and experience delivering on a public cloud, including AWS and Microsoft Azure.” are you ideally looking for an example of a customer who is using both AWS and Microsoft Azure? The evidence and experience provided should demonstrate delivering on a public cloud including AWS and Microsoft Azure. 13. Would you consider offshore resources as resource amalgamation, or do they all need to be UK base? Can we consider adding any contract resources to fulfil any urgent demand? The utilisation of offshore resources will not be permitted for this contract, as per the requirement all resource will be required to achieve three months residency in the UK in addition to BPSS prior to working with or on behalf of DVLA. 14. It states that ‘an independent review of the product is currently underway and will be completed end of January’. Will the findings of this exercise be available to bidders to review The findings of the independent review will not be available for bidders to review 15. Can you please clarify the numbers or resources by type, or phasing of resource you may need We will be looking for a possible mix of engineers and testers – Specific numbers will be clarified at the next stage but the current thinking is 10-12 16. Please can you confirm whether the work undertaken will be on a T&M basis or whether there will be a SOW with clear defined outcomes? The charging mechanism in place for the Call-Off Contract and any agreed Statements of Work will be Time & Materials. 17. The supplier can demonstrate their experience within the word count limit and provide confirmation they are able to provide a copy of the certification upon request. 18. For the question “Provide demonstrable evidence of Microsoft Certified Partner in Application Development” are you looking for confirmation of our Microsoft Certified Partner status for Application Development or would you prefer to also see an example of our Application Development experience? This example requires demonstrable evidence which would be an example of where you have delivered Application Development and confirmation of being a microsoft certified partner.
