Summary of the work We are looking for an innovative partner to assist in the continued work to service the business requirements from multiple workstreams. Deliverables will comprise of the design, build, test and automated deployment of code that supports our Workflow and Content Management solutions, whilst ensuring the upskilling of HMRC delivery teams. Expected Contract Length 2 years (+25% Optional Extension) Latest start date Tuesday 1 June 2021 Budget Range Budget of £3M over the life of the contract. Why the Work is Being Done We are looking for a partner with expertise in OpenText Technologies especially Documentum and related technologies to support us with our digital agenda and to manage the anticipated immediate demand from projects and programmes under the CCG Directorate, Securing our Technical Future and Customs and Borders Transformation. Problem to Be Solved CMDG are commissioned by HMRC to deliver Content based solutions driven by challenging timescales. The only effective way to do this is to supplement our in house capabilities with capability from external Service Providers. HMRC require partners to deliver the technical aspects of new and existing front facing services developed in Pega to meet Government standards. This will include (but is not limited to) technical agile specialists incorporating work in scrum teams and delivering in phased sprints. This will be done through outcome based statements of work for a variety of programmes. Who Are the Users Case Management Delivery Group (CMDG) who are part of Revenues & Customs Digital Technology Services (RCDTS) are required to supply solutions that enable and enhance the HMRC customers digital experience. They help HMRC achieve its strategic objectives of maximising revenues due and bearing down on avoidance and evasion, transforming tax and payments for our cutsomers and designing and delivering a professional, efficient and engaged organisation. Work Already Done There are existing relationships in place under a similar DOS tender placed in 2018. Existing Team HMRC expect the Service Providers to be capable of flexing teams to meet the business demands. It is envisaged that whole Scrum teams would be required for differing role/skill specialisms. The existing in house CMDG team includes Product Managers, Developers, Testers, Scrum Masters, DevOps engineers and Architects with varying degrees of experience with OpenText technologies. In some cases OpenText Professional Services may be engaged to provide specialist resources around niche or out of support products (Dedicated Support Engineer) there are also contingent labour (PSC) staff engaged at times for specialist skills. Current Phase Not applicable Skills & Experience • OpenText Documentum Content Server , xCP, Brava!, Office 365 Integrations, Captiva • AWS Services and hosting Documentum on AWS • Demonstrable experience of providing the relevant skills, roles, resources against a variety of technologies required to form a Scrum Team, scaling to accommodate new requirements/changes within the delivery pipeline. • Have demonstrable experience of collaborative working with a client's ‘in-house’ teams, including coaching and mentoring, and knowledge sharing. • Have demonstrable experience of successfully developing services using a pragmatic Agile approach. • Have demonstrable experience of providing additional and/or value added activities when acting in the role of a partner supplier to an organisation • Evidenced outcomes of delivering performance improvements through multi technology optimisation/implementation in the last 3 years. • Demonstrable experience of proficiency with tools commonly used for automating deployments, particularly those used when adopting a DevOps framework e.g. (but not limited to) Terraform, Ansible, Hashicorp, Jenkins, Git etc • Understanding of DevOps principles, Infrastructure As Code and the benefits of a CI/CD pipeline. Able to demonstrate ability to stay updated with current developments in platform automation and DevOps engineering. Nice to Haves • Ecosystem of other organisations with relevant skills. • Experience of large document repositories. • Experience of supporting and developing OpenText Documentum WDK based applications. • Experience of the wider OpenText Product set including but not limited to Infoarchive, Megallan, Core, eRooms • Customer extension of documentum using Angular/Java • Service and Microservice based archoitecture experience. • Use of Microsoft PowerBI for Management Information • OpenText Partner status. Work Location Office locations in Worthing, Manchester and Edinburgh Working Arrangments Product Managers and or other staff may be needed to attend Delivery Group or other HMRC locations to facilitate agile working; although remote capabilities will be available. Expenses will be paid as per agreed contract rates. We expect the successful supplier to provide upskilling and skills transfer to RCDTS permanent staff to increase internal capability. Security Clearance A Baseline Personnel Security Standard (BPSS) pack will be needed for all supplier resources; Security Check (SC) will be required for any Production System access. Additional T&Cs All personnel engaged in the provision of this service must have a minimum of three years experience work in roles of there designated role/skill specialism, with an expectation of five years minimum experience for lead roles. Relevant certification where available is expected. An additional set of mandatory HMRC terms covering taxation/GDPR will be required to be accepted in full by the chosen supplier.
