The Project Initiation Route-map is a tool to support the initiation of projects and avoid common areas of failure. It's a structured process to analyse complexity and capability followed by development of tailored enhancement plan to apply best practice from across sectors. Further information can be found here. IPA (Contracting Authority will be CO) are looking to set up a framework to offer this service to Departments (including arm's length bodies), local government and internationally through the Foreign and Commonwealth Office. There are 3 types of work to be contracted through the framework. For each of these it's expected that a team will be drawn together from across the different lots via separate call-offs: 1. Implementation of the Project Initiation Route-map across publicly funded (full or in part) projects and programmes: This work type will form the baseline workload of the framework. There is already a strong pipeline of projects awaiting implementation (limited by available resource) and this is projected to grow as the implementation broadens over the GMPP on the duration of the framework. The team for this will be formed from across all 3 lots. 2. Development of the Project Initiation Route-map: Tool based on feedback to offer support on additional areas and improve the implementation. It may be that call-offs for this type of work are awarded from a single lot, however the diversity of work type across the development programme will mean that all lots will receive a proportion of the development programme. 3. International development and application of the Project Initiation Route-map: This will involve elements of development to refine the tool for the environment of the country concerned along with an adoption plan including training their staff, designing the process for embedding it into their project development frameworks and also supporting their departments in carrying out implementations on their own projects. Call-offs under this lot will involve working across all 3 lots with a combined team on all 3 lots.
