Summary of the work PINS require assistance in the recruitment of research participants across England for user testing. This will be primarily remotely but in person when necessary. Research to support ‘Appeal a Planning Decision’ and ‘Nationally Significant Infrastructure Project (NSIP) Applications’ teams specifically from January to March 2022, and up to 2 yrs Expected Contract Length 2 years (24 months) with option to extend for 6 months. Latest start date Monday 24 January 2022 Budget Range For the total initial contract period £90K. Why the Work is Being Done The Planning Inspectorate require assistance in the recruitment of research participants across England for user testing to support the development of their public-facing services.. Problem to Be Solved The Planning Inspectorate require assistance in the recruitment of research participants geographically spread across England to take part in user research activities. to support the development and improvement of their services. This will be primarily remote but in person when necessary. Research to support the ‘Appeal a Planning Decision’ and ‘Nationally Significant Infrastructure Project (NSIP) Applications’ teams specifically will continue from January to March 2022, with the potential for further research after March, therefore a call off agreement is being sought for the maximum period. Who Are the Users The Planning Inspectorate will identify a need for Specific participant requirements will be defined prior to the start of a project to assist the supplier in screening and recruiting suitable candidates. Early Market Engagement N/A Work Already Done N/A Existing Team PINS are 400 support staff and senior management are based in Bristol. Support staff carry out a wide range of functions such as those relating to all aspects of casework (including dealing with the public); providing direct support for Inspectors; formal decision making for some types of casework; and ensuring essential organisational support through the provision of Corporate Services such as Finance, Commercial, HR and Digital Services. The supplier will be working with members of the Digital Services team. Current Phase Not applicable Skills & Experience • Experience of and the ability to regularly recruit users for research • Experience of and the ability to recruit participants using non-digital channels to ensure coverage of those with low digital literacy or confidence • Experience of and the ability to recruit participants with specific accessibility needs or requirements • Ability to work to short timelines (10 working days' notice) • Ability to store participant data securely and demonstrate compliance with GDPR Nice to Haves • ISO 27001 accreditation or equivalent • Experience of recruiting users within the planning sector Work Location The Planning Inspectorate is based in Bristol. However, the supplier will not be based at the Inspectorate and the services is national. Working Arrangments Call off with defined scopes of work agreed as required. Can you please provide further information on the expected frequency of research rounds Development of the Appeals service and the Applications service is taking place in parallel. We’re using an Agile approach on each, with 2-week sprints. We expect each sprint to require one user research round (requiring up to 5-10 participants). Some research rounds will be sourced internally, but we expect the majority to require external participants (to be sourced via this contract). 2. Can you please provide some further information on description of participants for research rounds The research rounds will inform the development of new services for our Appeals service and (separately) our Applications service. Appeals: This focusses on planning appeals casework. We anticipate the following key participants: appellants, appellants’ agents, interested parties and local planning authorities. Applications: This focusses on Nationally Significant Infrastructure projects (NSIP). We anticipate the following key participants: applicant (developer of the NI project), interested parties, local planning authoritiesOther participants may also be required, not specifically identified above.For each round of user research we anticipate up to 5-10 participants. The higher number allows for drop-outs/no-shows etc. 3. We have tried to submit our response to the Planning Inspectorate's DOS tender but found we were unable to because it is listed as an opportunity in the category "Digital outcomes" rather than "User research participants". This will only allow organisations registered to provide digital outcomes to respond to the opportunity, Would it be possible to change this so that those only registered in "User research participants" can apply? Please note that the DoS5 Framework was considered the most appropriate route to market (within those available within the CCS Marketplace) for what will be a call off agreement beyond a single campaign. CCS were engaged at the time when evaluating both platforms and DoS5 was deemed appropriate for a call off agreement such as PINS.The DoS5 notification was published 01/12/2021 and will close at midnight today, 14/12/2021. PINS cannot change a Framework to benefit a supplier, this would not meet PCR 2015 requirements & would be deemed unfair to those suppliers currently responding.
