Scoping and piloting of a regular Workforce Survey

What is required / ‘The Requirements’ We want to establish a regular, systematic study (‘the Survey’) to collect data and provide broad, ongoing intelligence about the registered and unregistered workforce in social care and social work in Wales. We anticipate the Survey will include structured data gathered through a large-scale survey, to be supplemented by qualitative data collection to provide richer information and insights into specific themes and/or topics. The survey and supplementary data collection will allow us to identify trends and patterns and inform policy and operational decisions for Social Care Wales, Welsh Government and sponsored bodies, local authorities and other stakeholders in social care and social work. We want Social Care Wales to become a recognised and invaluable source of insight and intelligence on the workforce in social work and social care in Wales, to inform policy and operational decisions at national, regional and local levels. The regular Survey would complement the administrative data we collect through our registration and fitness to practise processes, and through annual mandatory data collection about the workforce from employers across Wales. The Survey topics would be likely to include additional demographic information not captured on the Register; pay and conditions; work history (e.g. movement between employers or outside social care); future expectations and plans (e.g. whether they intend to move roles or sectors); training and qualifications; union membership; morale and employee satisfaction; and wellbeing. The Survey will have other benefits, for example, by working closely with partner organisations, the Survey could also reduce the current proliferation of small-scale surveys and requests from partners to ‘use’ the Register to recruit participants. Ultimately we wish this approach to develop into the single, recognised approach for social care workforce surveys in Wales, and will seek to deliver information, intelligence and benefits for our partners as well as ourselves. That will mean we will expect the successful bidder to work with those partners to develop the survey, and support Social Care Wales in delivering that collaborative approach. Aims and objectives We are seeking proposals to: - Carry out a scoping and feasibility study for the survey, with high-level recommendations for its design and implementation (Stage 1) - Develop and deliver a pilot survey, using the registered workforce, to test and finesse the approach (Stage 2) We are seeking formal, costed proposals to Social Care Wales, outlining your approaches to Stages 1 and 2 separately. The procurement approach will allow Stage 2 to be taken forward in one of three ways: - by the supplier of Stage 1 without further tender, - by conducting a new, open procurement exercise, or - by exercising the right not to proceed further with the Survey. * Please see the ITT for further information *
