Summary of the work NI Water requires a specialist Enterprise Architect to develop and implement an optimum Enterprise Architecture which will align its business strategy with a technology systems architecture to support that strategy. Specialist role Technical Architect Expected Contract Length It is anticipated that the contract period will be less than 18 months. Latest start date Monday 15 February 2021 Early Market Engagement No market engagement has been undertaken. Who Speclialist Work With Specialist will be working with NI Water's Information Services Directorate including (but not limited to) ICT Service Management, ICT Operations, ICT Telecoms, ICT Information Security Teams and ICT Programme Management. A jointly agreed plan and delivery dates will be established at the commencement of the contract. It is accepted that the full plan will be developed as the investigation progresses. What Specialists Work On The Partner Enterprise Architect will lead NI Water project teams across two streams: Stream-1 undertake the assessment of the current technology systems, reviewing business plans for technology change and developing and applying actionable plans to establish enterprise architecture within NI Water. This will include Discovery, Architecture and Review. Stream-2 provide parallel support for business projects owners to use the EA to lead and design workstreams and to develop technology architecture to meet new business project requirements. NB. each new project will be agreed via SOR with outputs and costs agreed before work commences. Skills & Experience • Demonstrate 4 years experience in providing technical assurance, successful implementation and support of EA solution for a company of similar size and function to NIW. 7% • Demonstrate 4 years experience of operating in a mixed estate hybrid cloud environment 5% • Demonstrate 4 years experience of supplying an EA service, and successfully influencing a complex stakeholder environment, including senior stakeholder management (5%) • Demonstrate 4 years experience of supplying EA service and ensuring proper governance for enterprise technology for a company of similar size and function to NI Water. (5%) • Demonstrate experience of supplying multi-discipline, multi-specialist EA service, including conforming to architectural frameworks, such as TOGAF. ( 3%) • Demonstrate experience of providing an Enterprise Architect familiar with managing and leading programme governance. ( 2%) • Demonstrate 4 years experience of supplying an EA service able to develop various architecture models (application, integration, data, technology and security(3%) • Demonstrate 4 years experience of supplying an EA service to develop policies, practices and roadmaps consistent with best practice. ( 3%) • Demonstrate 4 years experience of supplying a leading, guiding and influencing EA service capable of taking ownership and decision making (4%) • Demonstrate 4 years experience of provision of an EA service working on a public cloud, including Microsoft Azure/365. ( 2%) • Demonstrate how you plan to retain key resources for the duration of the contract and how you can commit to meet NIW's continuous need for architecture services. ( 3%) • Provide CV’s to demonstrate the typical resource quality that will be provided to meet the requirements. (5%) • Provide up to three referenceable client-focussed case studies where your organisation has provided this service capability. (4%) • Describe how you intend to measure and manage quality and speed of the architecture team and individuals to ensure continuous improvement (2%) Nice to Haves • Experience of the impact of GDPR and Data Protection Law on digital architecture ( 2%) • • Experience of the impact of GDPR and Data Protection Law on digital architecture ( 2%) • Demonstrate experience of analysing technical risks, and identifying mitigations to risks when migrating from legacy platforms to new target architectures ( 3%) Work Location During the continued COVID epidemic it is anticipated that the primary communication service will be MS Teams. It is anticipated that Westland House, Head Office, 40 Old Westland Road, Belfast, County Antrim, Northern Ireland BT146TE will be the workplace when safe to do so. Working Arrangments Meeting with key stakeholders using MS Teams until such times as NI Water staff return to Office environment at which stage the specialist will be required to be on-site. The specialist will also be required onsite to present and discuss the report if NI Water staff have returned to office, otherwise via MS Teams. Specialist costs are deemed to be onboarded with expenses, such as travel & subsistence, will be borne by contractor and not NI Water. Security Clearance Baseline Personnel Security Standard (BPSS) Additional T&Cs Shortlisted suppliers will be invited to make a presentation on how they will provide enterprise architectural services to meet NI Water's requirements. NI Water sees this role as sitting outside of IR35, as the candidates would not hold a fixed office position and will not have direct day to day direction or supervision. Can you clarify whether you are looking for a single consultant who fulfills all the criteria or whether suppliers can meet the criteria using different members of their team so as to best match the requirement? I notice you have said we can submit CVs – but wasn’t clear whether that mean one CV per supplier. NI Water are seeking continuity and consistency of high quality Enterprise Architecture service provision through this engagement. Ideally we anticipate that this could be achieved using a single consultant, however using different members of a team may be acceptable. NI Water can consider additional consultants when additional activities to support other projects are required." 8. Does this mean that NI Water intend to shortlist 3 x suppliers for presentation or does each supplier have to submit 3 x specialists for consideration? NI Water will shortlist to 3 suppliers and these 3 will be invited to make a presentation. 10. Do you have technical documentation pertained to existing IT landscape? If so, how often ICT department or IT suppliers, if subcontracted, update Technical documentation? Yes, NI Water Information Systems maintain documentation on the current ICT on premises and off premises environment for both infrastructure and applications, and this is updated as part of change process. 11. Is there any software used to store and manage current ICT projects and documentation? NI Water Information Systems maintain an internal document repository for projects and ICT documentation. 12. Do you have any defined format for the outputs or is it part of the proposal to recommend? Furthermore, do you have or are you considering the usage of any architecture tooling? If so, can you tell us which one?, If not, would you consider recommendation for implementing one and how would the procurement process would work NI Water expect a successful supplier to provide capability to deliver detailed professional documentation in the delivery of  the solution outputs.  Recommendations for additional tools may be considered but would require justification as part of the supplier proposal.
