Summary of the work NHSE on behalf of NHSX seeks to appoint a capable and competent supplier to conduct a Discovery to enable the DCS Strategy to be achieved Expected Contract Length 3 months but extended for another 3 months if required. Latest start date Monday 17 January 2022 Budget Range Up to £400k (including Expenses; excluding VAT) Why the Work is Being Done The work is being done to fulfil multiple commitments made within the Digital Clinical Safety Strategy. Each of the deliverables will help progress commitments within the strategy. It has been identified that there are four areas which the successful bidder will deliver against. The bidder will: (a) Conduct a review of current clinical safety standards and guidance to understand the immediate landscape. (b) Carry out a mapping excise to identify digital clinical safety data that will support the development of system-wide DCS learning. (c) Identify and map professional groups that will assist in delivering the commitments of the strategy locally (d) Carry out discovery work to identify opportunities to improve patient safety using digital technologies Problem to Be Solved In September 2021 NHS published the Digital Clinical Strategy, in this strategy were five key commitments supported by 23 action points. Following on from this, NHSX are looking for a partner to support the delivery of the strategy by commissioning a piece of discovery work to understand where digital technologies can drive safety improvements and support the delivery these commitments by 2023. Who Are the Users The users are the NHSX Digital Clinical Safety Team who will utilise the findings of the discovery to operationalise workstreams to deliver the DCS Strategy. During the discovery there is also a need to understand a number of user groups: 1 - Front line staff reporting safety incidents 2 - Digital and IT teams performing digital clinical risk management (CRM) activities 3 - ICS, Regional and national teams wanting to gain insights about patient safety 4 - Citizens report digital safety issues 5 - Industry suppliers of digital health products Early Market Engagement None Work Already Done NHSX has published a Digital Clinical Safety Strategy that informs this piece of work Existing Team There existing NHSX Digital Clinical Safety Team will support this piece of work. Current Phase Not started Skills & Experience • Demonstrate knowledge and expertise (within the last five years) of patient safety and digital health, including familiarity with existing standards such as the Clinical Safety Standards DCB0129 and DCB0160 • Have a technical understanding of the national strategic landscape in patient safety including the National Patient Safety Strategy and Digital Clinical Safety Strategy • Be able to demonstrate recent examples (within five years) of delivering complex user research on tight time scales through realistic resource planning and risk management. • Demonstrate an ability to navigate, communicate and build relationship with the relevant stakeholders • Demonstrated experience (over the last three) years of applying principles of user-centred design to the development of outputs, paying particular attention to accessibility needs • Detail with example(s) of experience working within a highly regulated industry and delivering the expected outcomes • Demonstrate expertise in recognised Methodological approaches such as but not limited to MSP/Agile with examples within the last three years. • Demonstrable capability in engaging audiences and participants across technical, regulatory and policy development • Demonstrate previous experience (within the last five years) of working with the UK’s health sector. Nice to Haves • A working understanding of the regulatory landscape around digital technologies in the UK • Understanding of the current digital health and patient safety education and training landscape • Web design or app design and development skills • Design skills for high quality, public-facing outputs such as slides, infographics and reports Work Location Remote. The existing team has offices in London and Leeds Working Arrangments This will be agreed during market engagement phase, but will likely involve regular tough points with the NHSX Digital Clinical Safety Team as well as independent working Security Clearance To be confirmed Additional T&Cs 1. All outputs will be owned by NHS England & NHS Improvement and published openly where appropriate using a suitable open license that supports reuse (e.g. MIT and OGL). 2. All materials/outputs derived from the contract shall be the property of NHS England & NHS Improvement. 3. GDPR requirements will be discussed and agreed once the successful supplier has been notified (as part of discussions to agree the wording of the call-off contract). 4.
