Multi Environment Display Development

Published

Description

Summary of the work This task is to improve a 3d display prototype based on user feedback. The task involves identifying ways of visualising oceanographic data, adding new capabilities to the prototype and inserting a DDS interface into the prototype to allow integration into our simulation environment Expected Contract Length 12 months Latest start date Friday 1 April 2022 Budget Range £200,000 - £250,000 Why the Work is Being Done Feedback on the current ALPHA display has identified new features that would be beneficial. These improvements are: - Insertion of depth/height rings - Ability to look at Lat and Long slices (see all of depth in one slice) - Add an OpenSplice DDS interface to enable the display to take track data from the simulation environment - Ability to draw a line on the display and "fly along" the line in 3d - Add legend for colour scales used in display - Display surface and air tracks The final display is to be integrated into the Dstl Command Lab infrastructure via the DDS interface. Problem to Be Solved Display tactically relevant oceanographic information to Naval Operators in a way that helps them understand the impact of this data to the mission Who Are the Users As a Warfare Commander I need to bring all relevant information about the current environment and platform positions together to provide greater situational awareness of the battlespace. Work Already Done An ALPHA prototype has been created by SEA based on the design generated from a MOD run Design Sprint. A user guide and source code of the existing software will be provided to the developer. Existing Team Royal Navy Warfare Officer Royal Navy Hydrographer and Metrology Officer Dstl System Engineer Current Phase Alpha Skills & Experience • Demonstrate experience in developing military applications using Agile processes • Demonstrate experience in installing applications on existing infrastructures • Demonstrate previous experience of developing Virtual Reality displays • Have basic knowledge and understanding of maritime ASW operations Work Location Work can be conducted at suppliers own site but integration of final deliverable will be at Dstl Portsdown West, Hampshire Working Arrangments Work can be conducted at suppliers own site but integration of final deliverable will be at Dstl Portsdown West, Hampshire Security Clearance Security Check (SC) Additional T&Cs Contract is only available to UK nationals DEFCON 76 Edn 06/21 Contractor’s Personnel at Government Establishments DEFCON 660 Edn 12/15 Official-Sensitive Security Requirements No. of Suppliers to Evaluate 5 Proposal Criteria • Provide evidence of a track record of formulating innovative solutions and creative designs to stretch operational boundaries. • How well risks and dependencies have been identified and appropriate mitigation identified. • evidence that the proposed staff have the requisite expertise and work experience to undertake their identified tasks Cultural Fit Criteria • Provide examples of when you have collaboratively worked with other organisation, supplier and customers • Provide example that you are capable of providing clear explanations of the work to non-specialist staff. • Provide examples of being open to challenging our approaches and suggesting alternatives that could Provide benefit Payment Approach Fixed price Assessment Method • Work history • Reference Evaluation Weighting Technical competence 60% Cultural fit 5% Price 35% Questions from Suppliers 1. How quickly will you need all the resources to be deployed for the project from the contract signing date ? Would you allow staggered resource deployment ? We will allow staggered resource deployment provided you can still meet the deliverable timescales. There is some flexibility on when you need to form your team by, but all work must be completed by March 2023. 2. Can the Authority share details of the technologies (client, server, APIS, SDKs, etc.) that the current “3d display prototype” uses as well as the data sources/formats that it consumes? Data has been sourced from UK Hydrographic Office and Copernicus in GRIB2 data format and the display converts this into projected data texture. The prototype is able to display• Height map Layer • Item Collection Layer • Texture Layer• Texture 2D Layer Projected Texture Layer • Volumetric LayerThe prototype design guide will be provided at ITT phase to support bids
