Summary of the work Design and develop digital learning content, materials and resources for a minimum of 6 existing subject areas to support the social care and early years sectors in Wales. Expected Contract Length Until July 2022 with the possibility to extend Latest start date Monday 16 August 2021 Budget Range Maximum budget for this work is £210,000 including VAT Why the Work is Being Done This work builds on work already carried out to support our vision of “ensuring all our workforce have the chance to develop knowledge&skills online, as part of a joined-up system of continuing learning.” It is also a fundamental part of our wider digital transformation. Covid-19 accelerated appetite for digital communications, interactions&learning. The future of our work is now recognised as being less ‘place based’&‘face to face.’ We have direct contact with growing part of the social&care workforce with digital opportunities to improve care&support. large portion of the workforce we do not register&would equally need access to. Digital skills are part of the requirements for social care&early years work and digital technology will continue to develop at pace offering new opportunities&challenges for social care Want to achieve digital learning&development solutions for social care and early years workforces through a digital SCW system for users to access, save, complete& record learning and development. Need to work with others to join up the online&offline learning opportunities. Wish to identify users types not known to us, as well as known registered and unregistered users, who will access our LMS resources&to identify the data we would wish to capture about them and their user journeys. Problem to Be Solved We currently have learning for the social care and early years sector that need to be developed and translated into bespoke digital learning, resources or modules that meet user needs. We have an initial minimum of 6 learning areas that require a supplier to work with us to develop and design digital solutions. These are in the following subject areas: • All Wales Induction framework - Early years; • All Wales Induction framework - Health and social care, including the principles and values award associated with registration of the workforce. Suppliers will be expected to follow the same pattern, ensuring the same look and feel for all of the workbooks • Outcome focused practice • Reablement and Dementia • Care and support at home - Understanding and Using an Outcomes Approach: One stop shop for people who lead and influence practice in domiciliary care • Compassionate/Collective Leadership These are the initial areas identified but suppliers should allow contingency for emerging issues and for agile and iterative responses. Who Are the Users ALL INFORMATION CAN BE REQUSTED IN WELSH IF REQUIRED - PLEASE CONTACT procurement@socialcare.wales As a Frontline social care or early years and childcare workers, users will need to develop and evidence understanding of a learning topic so that they can practice safely and competently in the social care and early years sector. Some may need to share what they’ve learned on their CPD record either with us, their employer or other interested parties. Early Market Engagement SCW carried out a number of scoping&discovery projects on how to provide digital learning, networks, services and support to social care and early years sector. Discovery research set out current digital offer to social care and early years and identified future opportunities to improve our digital offer to users&increase internal digital capacity. Highlevel findings were that our users: • have different levels of digital access, understanding and confidence • want things presented clearly, in ‘bite-sized’ chunks and immediately relevant to their role • find it difficult to balance work and training/development needs In early 2021 further research and discovery informed the further development of our digital learning offer. The main recommendations helped shaped learning content advised us of implementing a bespoke Learning Management System with API System integration. Wider recommendations included: • opening up projects (de-silo) • letting systems talk to each other • reinforcing human centred design focus • delivering a streamlined user journeyWork has been carried out in 2020/2021 and can be found here. Further discovery research on our user needs for the specific user learning will be ready and shared with the successful supplier. Some user personas are in development and will be shared with shortlisted suppliers. Current Phase Alpha Skills & Experience • experience in user research and conducting it remotely 2% • experience of working with users to understand their work, their operating context and constraints & identify and implement adaptations/improvements 2% • experience designing learning solutions for users with low digital literacy 2% • evidence of pulling together the relevant aspects such as user research, organisation design, business analysis, data science and policy intent to deliver digital services 1.5% • An understanding of re-engineering or redesigning legacy systems and services 2% • Evidence of designing end-to-end and back to front end services across a range of on-line and off-line channels 1.5% • Evidence of designing and developing services through iteration, research, prototyping and testing 1.5% • Demonstrable understanding of the ways of working detailed in the Government Digital Service services manual&of designing learning solutions that have passed an accessibility audit&meets WCAG 2.1 including mobile responsiveness 2% • Evidence of communicating service concepts and ideas using methods that allow others to see all the different parts of a solution 1.5% • Experience working with an organisation at the beginning of agile culture change and particularly those with no or limited experience of agile and discoveries 1.5% • have experience of transferring knowledge to internal staff 1.5% • have experience of developing standards and principles to support and underpin service delivery 1.5% • Experience of delivering fully bilingual solutions 1.5% • Experience of developing solutions to integrate into other systems 1.5% • Experience of carrying out post project evaluation. 1.5% Nice to Haves • Provide evidence of producing tangible outputs and not just research reports 1% • Experience of using Microsoft dynamics (Our current CRM) 1% • Experience of using Moodle and Umbraco (current LMS systems) 1% • Provide evidence of how you work in the open 1% • Ability to identify new solutions when working through a project in an agile and iterative way 1% Work Location Cardiff - Social Care Wales, Southgate House, Wood Street, Cardiff, CF10 1EW and remotely Working Arrangments Social Care Wales has an all-Wales remit. We expect this individual or team to work with us remotely and through virtual meetings for the foreseeable future, making extensive use of video conference technologies. This is because all our staff are currently working from home, due to the pandemic. It is not expected that this situation will change. We have been working in an agile methodology for our digital projects which we would like to continue to do so for this work.
