Summary of the work Home Office DDaT requires a Business Architecture Partner to provide BA capability and delivery across all DDaT technical Portfolios, offering support and training to those resources as agreed with the Home Office. Expected Contract Length 24x Months. Latest start date Friday 1 October 2021 Budget Range The Home Office anticipates the total cost for DDaT Business Architecture Services to be in the following range for 24 months £5m - £7m. This is based upon benchmarked costs from existing suppliers providing similar levels of resources. Why the Work is Being Done Home Office customers and employees rightly expect modern technology which helps customers receive the service they require and supports employees in protecting the public. We are increasingly reliant on technology to support the Home Office in its role to lead on immigration and passports, drugs policy, crime policy and counter-terrorism, and to ensure visible, responsive and accountable policing in the UK. We need to design and deliver technology which supports the transformation of the Home Office and the modernisation of our processes making them fit for a digital future. Home Office DDaT requires a Business Architecture Partner to provide Business Architecture capability and delivery across all DDaT technical Portfolios, offering support and training to those resources as agreed with the Home Office Problem to Be Solved Providing Lead Business and Business Architect skills to look both within and across functional boundaries and provide structured advice & recommendations to inform decisions about the strategy, design, planning, scoping and delivery of business solutions. • Building and promoting the business architecture and applying it in practice, in line with industry standards (BIZBOK). • Managing and/or coaching business architects / design teams (including business analysts, service designers etc) and coaching business stakeholders. • Working with the architecture community across government to identify opportunities to re-use and learn from each other, working to exploit these as early as possible in the lifecycle. • Represent business architecture and business architects within a particular business area. • Develop and maintain effective ongoing relationships with other Business Architects and design professionals to ensure strategic awareness and design alignment. Who Are the Users Home Office service users (staff and external). Early Market Engagement Home Office intends to hold an Overview and Clarification Session via Teams on 12th August 2021. To attend the Overview and Clarification Session potential providers will need to complete, sign and return a non-disclosure agreement (NDA). Suppliers are restricted to a maximum of 2 people per organisation and one NDA copy required to cover one organisation. Suppliers who have recently completed an NDA for other recent Central Contracts will be covered for "Business Architecture" but will still need to raise an email to express your interest. For further information on the Overview and Clarification Session and NDA bidders should submit an email request to ddatcontracts@homeoffice.gov.uk by no later than 12:00 (noon) 11th August 2021. Non-Disclosure Agreements or request received to attend the event after the deadline will be rejected. Work Already Done NA Existing Team A civil service led mixed team of managed service providers, contractors and civil servants. The successful bidder will be required to engage and collaborate across all groups delivering and maintaining services for the Home Office. Current Phase Not applicable Skills & Experience • Recent experience (within last 2 years) of placing SFIA level 3 to 5 business architects into delivery teams in government or critical National Infrastructure and understanding how those roles work-withothers. • Evidence your experience in running a Business Architecture Service with 10+ UK based resources in the last 5 years showing the numbers and % mix of permanent/associate resources. • Evidence where you have increased the level of business architecture maturity within an organisation, resulting in improved opportunity evaluation and value-oriented decision making for the business. • Evidence where you have produced business blueprints and business architecture scenarios for clients in the last three years and how they have helped your clients in significant business transformation. • Please demonstrate evidence of a contemporary approach to business architecture, aligned to BIZBOK or equivalent, including training for your staff and thought leadership in this space. • Evidence where you have enabled a business architecture practice that supports product portfolio management to enable timely decision making with digitally native businesses and how that has improved business outcomes. • Provide information of alignment with IR35 requirements for the public sector in running managed architecture services if your service includes bring in associate/contract resources. Nice to Haves • Evidence experience of implementing and using Architecture design tooling in support of a business architecture knowledgebase. • Evidence of implementing or enhancing architecture governance processes and decision support tooling. Work Location The majority of the services are expected to be based at our London, Croydon, Sheffield or Manchester sites. However, the successful supplier must be capable of providing the service nationwide. Secondary locations may include Glasgow, Liverpool, Southport or Hendon. The work will be divided into Statements of Work (SOWs) which will clearly identify the relevant base location. Working Arrangments A flexible approach is required to meet the needs of each individual project and programme. Staff not in possession of security clearance must be willing to undergo security clearance. Occasionally, NPPV3 or DV clearance is required. Clearance needs to have been achieved and validated by the Customer prior to commencement. Additional T&Cs 1.Travel expenses are payable for journeys outside the M25 (Greater London) or journeys greater than 10 miles from other base locations, where approved in advance and in line with HO Travel policy (subsistence not payable). 2. Professions rate caps will be applied to all roles at all SFIA levels. Caps will be provided to shortlisted suppliers at RFP stage. 3. Seasonal furloughs may be required. 4. Maximum sub-contractor margin caps will be applied 5. Potential Providers participate in the RFP stage will need to complete, sign and return a non-disclosure and ethical walls agreement (NDA) prior to receiving the RFP. Q1: Who from your team will be scoring applications for this opportunity and what positions do they hold? The panel will be made up of a HoR head of role and possibly 2 Lead Technical Managers. 2. Is there an incumbent supplier? There are suppliers currently delivering services across the DDaT portfolio providing similar services to individual projects and programmes, but no central DDaT partner. 3. In Budget range you mention this has been benchmarked against existing suppliers; is there therefore an incumbent for this service? The central contract is a new service but there are a number of suppliers providing business architecture services across DDaT teams and portfolios. 4. Do you have an estimate of the number of SoW’s you reasonably expect over the two year period? We cannot confirm how many SOWs will be required. 5. Please explain what you mean by sub-contractor margin caps? Sub-contractor margin caps will not apply to this requirement. Home Office was considering the use of Maximum sub-contractor margin caps, however it was not deemed appropriate for this service. However, to ensure that appropriate sub-contractor margins are applied the winning bidder will be required to use an open book management approach. 6. Do you have an estimate of the number of internal resources you reasonably expect to be trained over the 2 year period? Our current plans are to look to train a small team in DDaT to support the HO – around 6-10 people. 7. SFIA levels for architects are actually levels 5-7; what is your rationale please for lowering the levels expected to 3-5? We have looked at the generic attributes that characterise SFIA’s seven levels of responsibility and accountability and given the mix of Architect Professions in DDaT already and the current Civil Servant Business Architects in place across the HO and will looking for our Civil Servants to have relevant level 5-7 skills hence why we have assessed the supplier ask mainly around the Application (level 3), the Enabling (level 4), and the Ensuring and Advising (level 5) roles and therefore have graded accordingly.
