Summary of the work Alpha phase to continue to explore the development of an occupational health workforce digital data collation service to increase insight into the occupational health workforce in England. Build on a discovery phase, establish recommendations for a minimum viable product for an OH workforce digital data collation service. Expected Contract Length 12 Weeks Latest start date Monday 10 January 2022 Budget Range It is estimated that the work can be delivered within the budget range of £300,000 to £350,000. Day rate of professionals must not exceed £900 per day. Why the Work is Being Done There is a need to build a better picture of the OH workforce which supports effective strategic workforce planning. A data collation service could satisfy this need. This alpha phase will be central to the continued development of a potential digital solution. Problem to Be Solved The successful supplier will work on an alpha phase for an occupational health workforce digital data collation service, in line with agile delivery methods outlined in the Government Service Manual, with recommendations developed for the private beta phase and a minimum viable product. This will involve: ● User research to validate the strength of user needs identified during the discovery phase ● Establishing key data fields for the service ● Delivering experiments suggested in the discovery report, such as: o Develop and test bulk upload experience and form submit with users o Developing and testing onboarding processes o Provide user cases for, test and validate each piece of data proposed for a minimum viable product o Explore the viability of reusing the adult social care workforce data set service for occupational health data collection ● Building prototypes in line with the above Who Are the Users There were two key user roles identified in the discovery: the data provider and the data consumer. A summary of the insights in the user story backlog is as follows. As a data consumer, I need: ● To access high-level, summarised insights of the data published so that I can understand trends about the OH workforce ● To further interrogate key variables in the data model (in the discovery report), including but not limited to: geography, organisational, demographics ● To understand key background information about the data so I can determine its relevance As a data provider, I need: ● To supply anonymous data items about OH staff in my organisation ● To add, edit or remove large volumes of information at once ● To synchronise information about my staff with other sources ● To know what the benefits are to me in suppling information so that I can determine whether this task is beneficial to me Early Market Engagement No early market engagement completed. Work Already Done A discovery phase has been completed. We will share the discovery phase materials with suppliers that reach stage two. Existing Team The successful supplier will work with the existing DHSC/DWP Occupational Health Workforce Policy team. A member of the policy team will be embedded within the project team in a service owner capacity to ensure the supplier receives the necessary policy direction from the team. The team will also provide expert advice on the subject matter as required. Current Phase Alpha Skills & Experience • Demonstrable experience of completing rapid alpha projects involving user research and business analysis in relation to digital products/services. • Demonstrable experience of conducting user research and prototype development/testing involving stakeholders from both private and public sector organisations. • Demonstrable experience of utilising user centred design to develop digital solutions using a multidisciplinary team. • Demonstrable experience of developing clear recommendations for beta and minimum viable products through alpha projects, in line with the Government Service Manual and tech code of practice. • Demonstrable experience of developing technical solutions at scale and dealing with complex data feeds involving secure data. Nice to Haves • Demonstrable experience of working with Government departments to develop digital services • Demonstrable experience of developing digital products for use in the health and care system Work Location Remote working with possibility for in-person activity if required. Working Arrangments Whilst we anticipate the majority of the work to be conducted remotely, if the work requires any in person user research or contextual observation we will refer to the most up to date guidance and safety guidelines before proceeding. If the supplier would need to use DHSC or DWP offices in London or Leeds for this purpose, we can explore the feasibility of this. Providers of Occupational Health services operate within both the public and private sectors. In order to gather a greater understanding of the composition of the multidisciplinary occupational health workforce landscape, data from both the public and private sectors will be required. The public sector is largely comprised of NHS Trusts providing services to NHS staff, whilst the private sector focuses on other employers.Occupational health providers from the private sector were interviewed during the discovery phase as part of the user research. 5. The outputs from the alpha phase will inform appropriate next steps, which will include proposals for the beta stage. At this point we cannot provide any details of future stages. 6. Does the given budget range include or exclude VAT? The published budget range of £300,000 to £350,000 excludes VAT. 10. Is there a deadline date the Alpha phase must be completed by? There is no hard deadline by which the Alpha must be completed. However, we would like the majority of the alpha phase to be completed within the 21/22 financial year. Alphas typically last between 8 to 12 weeks. 11. Yes. In this criterion, ‘Stakeholders’ does include, but is not limited to, the prospective or actual users of a product or service. In this project, for example, as well as users who may directly interact with the service, stakeholders might include: DHSC and DWP, occupational health professional bodies, private sector providers of occupational health, and occupational health departments of NHS trusts, who want to access this data for strategic workforce planning purposes.
