Summary of the work Working closely with BIC and key stakeholders on developing analytical capabilities in accordance to the key deliverable of the I&A road map; the implementation of BI solutions by applying structured methodology; embedding continuous improvement strategies and preparing affected business areas for transition to new ways of working. Specialist role Delivery manager Expected Contract Length 12 months with the possibility of extension. 2 weeks' notice for termination of contract Latest start date Monday 4 December 2017 Maximum Day Rate Between £550 - £650 (for the exceptional candidate) All prices are exclusive of VAT at the prevailing rate. Early Market Engagement None Who Speclialist Work With The specialist will primarily support the Head of BIC to ensure that the I&A workstream delivers its business objectives and benefits. UKEF has an existing team which has capacity to grow over the next 12 months. Key roles that the specialist will interact with are: Head of Business Insight Centre - SRO for the MI Programme Senior Business Insight Analyst - Product Owner Business Insight Manager - Co-ordination with BAU and the BIC Delivery Plan and oversight across core projects (Data Management, Data Architecture, Management Information) Note: This is not a full list and will change as the programme evolves What Specialists Work On The delivery of one stream of UKEF's Digital Transformation Programme: Insight & Analytics (I&A). Working with the Head of Business Insight Centre (BIC), the specialist will be responsible for developing UKEF's knowledge, information and data management architecture, processes and data analytics capability to improve decision making to support the UKEF Business Plan 2017-20. The specialist will be expected to work with the business at a high-level as well as getting into the detail to make things happen, and break down barriers for the delivery team. In addition, the specialist will play a part in UKEF's overall transition into Agile delivery. Skills & Experience • Experience of delivering projects using appropriate agile project management methodology, with an understanding of user-centred design practices • Experience working in the Management Information and Business Intelligence (BI) areas and be aware of how BI programmes are managed • Knowledge of Business Intelligence capabilities, industry maturity models; business performance frameworks and BI technologies • Demonstrable evidence of ensuring products are built to an appropriate level of quality for the phase (Discovery/Alpha/Beta/Live) • Strong negotiation skills and the ability to influence external partners, stakeholders and customers to secure mutually beneficial outcomes • Highly articulate and credible at a senior level, consistently delivering accurate reporting as to the current state of play with regard to the delivery of the stream/service Nice to Haves Experience working with other government departments on projects; utilising cross-government resources/guidance Work Location UKEF Offices, 1 Horse Guards Road, London, SW1A 2HQ and possibly other government department locations in Whitehall and other London-based organisations Working Arrangments A typical working day is 9am-5pm (however working outside of these hours may be required due to business/project need). The role is based in London, but there may be travel involved to other regions of the country. Travel within London and to UKEF offices will not be covered but travel expenses outside of London to other locations may be covered upon agreement with UKEF. Security Clearance The role will require Government Counter Terrorism Security Standard Clearance (known as CTC). If the candidate does not already hold this level of clearance or above, UKEF sponsor the facilitation of the process. Additional T&Cs The successful supplier will be expected to adhere to UKEF’s Data Security Policy (provided upon request). UKEF reserve the right to seek clarification on applications prior to the appointment. UKEF expect the successful supplier to be in a position to sign the service agreement as soon as possible, but no later than ten (10) working days from notification of appointment. UKEF reserves the right to terminate the contract at any point and will give two (2) weeks' notice of termination. This role falls outside of IR35 regulations. Are there any specific BI tools / technologies that it would be beneficial to have experience with? UKEF has a limited number of BI tools being used currently - predominantly Cognos Report Studio and Excel. The IRIS Programme (BI Strategy in fact) looks to expand this area. Furthermore, BIC and IT work closely to define Application strategy for overall IT and BI tools that should influence tool selection in the future as we might choose a migration path to MS BI Stack or Niche vendors. 2. Is this role different to the recent Delivery Manager - CRM role? Yes 3. What technologies will be used on the project? This question is too generic and broad for us to be able to provide an answer 4. Is the delivery methodology SDLC or Agile? It will be up to the Delivery Manager to decide the best methodology to use for each initiative under the workstream. 5. Has this role been evaluated for IR35? This role is outside the scope of IR35
