Summary of the work E-Discovery services for department Specialist role Business analyst Expected Contract Length 6 months Latest start date Monday 30 August 2021 Maximum Day Rate £1000 Who Speclialist Work With Working with current E-Discovery specialist as part of wider assurance team, sitting within digital directorate What Specialists Work On Responsibility for legal searches for inquiries, FOIs, subject access requests and investigations Effectively using software tools to search the DFT to carry out detailed searches Providing advice on streamlining search requests Trend analysis Experience of electronic searching in a cloud environment Documenting and rationalising procedures. Experience of writing E-Discovery policies would be desirable Reviewing the available tooling and providing advice on fit to departmental requirements Skills & Experience • Demonstrate Experience of conducting electronic searches • Provide confirmation they have security clearance (SC) which must be valid for the duration of the contract • Demonstrate Knowledge of E-Discovery tooling • Demonstrate having experience of liaising with stakeholders (Government Legal department or Legal) • Demonstrate the ability to advise on search methodology (including Cloud environments) Work Location London/Hastings/Swansea/Birmingham/Leeds Possibility of remote working Working Arrangments Can be confirmed with successful individual Security Clearance Must be SC cleared and this must be valid for the duration of the contract No. of Specialists to Evaluate 10 Cultural Fit Criteria • have a no-blame culture and encourage people to learn from their mistakes • have the ability to explain concepts in a non-technical way • willing to share knowledge and experience with other team members Assessment Method Interview Evaluation Weighting Technical competence 55% Cultural fit 15% Price 30% Questions from Suppliers 1. The offices are just examples of where the candidate could work from. There is no requirement to travel to each location. 4. Is there an incumbent in the role? No 5. Is this contract inside IR35? Off-payroll (IR35) determination. Supply of resource: the off-payroll rules will apply to any workers engaged through a qualifying intermediary, such as their own limited company 6. is there any Incumbent? No 7. Grateful if you could confirm whether there is an incumbent please? There is no incumbent 8. The overview – location – states ‘no specific location, for example they can work remotely’. The work setup – address where work will take place – lists 5 dispersed locations and a ‘possibility of remote working’. Which is it? We assume it is largely remote working with some requirement for occasional travel to a regional location. is this correct? The offices listed are just examples of where the candidate could work from. There is no requirement to travel to each location. 9. Is there an incumbent in place? No 10. Would you accept part-time work for this role? Ideally looking for 3 days per week. Unfortunately due to workload we need the post to be filled 5 days a week. That said, a job share would be acceptable. 11. Thank you for confirming job sharing would be acceptable, this also provides the department with an extra layer of resilience should school-lockdowns return in the Autumn. Will overlaps be possible – ie if both job-sharers worked on the same day would this be okay providing only 5 man-days per week were worked. I envisage providing a single person and listing their skills in the application but having someone else available say 1 day per week who is able to take up more days at short notice if circumstances made that desirable, making sure the monthly days worked is correct. An overlap for job sharers is acceptable provided the billing hours don't exceed a total 37 hours per week between both workers. Both individuals should be SC cleared, and a clear plan provided of how work would be handed between the applicants. I note you envisage providing a single persons skills in the application, having someone else available 1 day per week or as back up. DfT need the skill set of both individuals to determine if both applicants meet our criteria and want both individuals committed as a job share and not just on an “if needed” basis. 12. Could you please provide breakdown of further stages with dates? When exactly the final decision would be made? The applications close on Tuesday 17 August 2021 at 11:59pm. We are looking to complete the next stage of the evaluation/interview’s week beginning 22 August with a view on making a final decision by 26 August 2021. This is subject to change 13. Will the Dept sponsor someone through the SC Clearance process assuming that they are BPSS cleared? No, having SC clearance is a mandatory and the individual will need to have SC clearance to take the role. 14. We note the requirement for SC in the Contract Notice, but also note that in response to a question, it was advised that individuals “should” be SC cleared; please can we hence confirm whether SC is mandatory SC clearance is mandatory 15. Does the individual need to be in one of the offices at any point or can they work remotely 100% for the 6 months? With the current Covid situation ongoing, the individual can work remotely however there may be a requirement to attend an office during this time. This can be explained further at interview 16. What are the core software tools the individual will use? Essential is knowledge of Microsoft Content Search, Core, and E Discovery advanced. Knowledge of Powershell scripting would be advantageous and it would helpful to have knowledge of Discover (formerly Altitude and Discovery Attender) by Gimmal 17. How big is the existing eDiscovery team the individual will be working with? They will be working along side one other person 18. Can you provide further information about the individual’s role within that existing team, i.e. would they be expected to manage/oversee any more junior staff? No there is no requirement to oversee junior staff and they will be working along side one other person
