Summary of the work The ICO requires collaborative research into the impact of the Children’s Code design guidance for the design community and recommendations for improving future design guidance products. Expected Contract Length 3 months Latest start date Monday 10 January 2022 Budget Range It’s estimated that the work can be delivered between the budget range of £30,000 - £40,000 Why the Work is Being Done The Information Commissioner’s Office (ICO) is the UK’s independent authority set up to uphold information rights in the public interest, promoting openness by public bodies and data privacy for individuals. The ICO published the Children’s Code design guidance in September 2021 to help designers and product teams design products and services that conform with the Age Appropriate Design Code (AADC). The design guidance highlights key concepts for user experience design, includes visual references and provides practical tools for designers to apply some of the standards in the AADC. This is the first guidance product the ICO have created for the design community. The ICO wants to learn how product teams are using the guidance, what impact it has for digital product outcomes and how the ICO’s design guidance products could be improved. Problem to Be Solved The Children’s Code design guidance aims to help designers understand and implement elements of the AADC in practice, focusing on the transparency standard. It’s the first time the ICO has created guidance for the design community and included practical tools and workshops for people teams to try in their own context. The ICO worked with designers throughout creating the design guidance to ensure it met their needs and would be useful. The ICO would like to learn about how impactful and useful this type of design guidance is for designers after it’s been in circulation for a few months. This will enable the ICO to continue evolving the Children’s Code design guidance and build better design guidance products for other areas of data protection policy in the future. Who Are the Users • Designers working on digital products – they need to understand the ICO’s Children’s Code design guidance and make relevant changes to their products so that they conform with the Code • Data protection teams for digital products - they are usually accountable for their organisation complying with the UK GDPR and conforming with the AADC. They work with design and product teams to ensure products are compliant. • ICO technology policy teams – need to understand issues with emerging technology and communities of practice to develop relevant policy and guidance Work Already Done The design guidance impact research project will build on the Children’s Code design guidance published in early September. Existing Team The existing team consists of one Principal Technology Adviser and one Principal Technology Adviser – UX design specialist. They will be supported by Head of Technology and Head of Regulatory Futures. Current Phase Live Skills & Experience • Can demonstrate experience measuring and assessing the impact of different products and services at different levels of maturity using appropriate methods and approaches - 25 points • Have experience designing and running creative and collaborative research to understand different kinds of problems and make recommendations - 25 points • Can demonstrate a range of research approaches and synthesis methods that meet project needs and achieved project outcomes - 25 points • Can demonstrate projects that required engaging with multiple internal and external stakeholders, facilitating workshop sessions and translating insights into project actions or recommendations - 20 points • Have used agile approaches to deliver project outcomes within a 12-week project timeline and can demonstrate a plan to deliver value over duration of the project - 15 points • Has experience working with design and product teams and can demonstrate knowledge of important stages of the product design process - 15 points • Has experience in producing high quality reports and can demonstrate the ability to communicate insights and recommendations confidently to a range of audiences - 20 points Nice to Haves • Have worked on projects that focused on creating designs that were compliant with data protection law - 5 points • Have experience running research with digital design and product teams - 5 points • Have experience researching digital products likely to be accessed to children - 5 points Work Location Work will take place remotely via Teams. Working Arrangments The supplier can complete the work according to their own working day but will be available to collaborate with the ICO team between 9:00 – 18:00 Monday to Friday.
