Following a tender process, Bedford Borough Council (‘the Council’) has awarded contracts to deliver Domiciliary Care for Children and Young People within Bedford Borough, with the aim of providing personal care and community enabling support (known collectively as ‘domiciliary care’). The Contracts are only available for use by Bedford Borough Council only.The notional value quoted on the OJEU notice is indicative of the immediate requirement of packages over the contract period (4 year term) and is expected to fluctuate throughout the life of the contract with new packages being introduced throughout the contract term and some which may drop off. Lot 1: Lot 1: Community Enabling Support The successful supplier will deliver Community Enabling Support Services to enable the child/young person to go out and take part in activities in the local community such as leisure, sports, clubs, interest groups, individual activities and access to the natural environment and local play facilities. The outcomes for this element of the Service include developing independence, personal achievements, enjoyment, social skills and friendships, staying safe and managing self and short breaks for carers. Where a CYP Service User does not have personal care needs, then the Supplier in these circumstances will not need to be CQC registered. The CYP will have a range of needs; some of which may include challenging behaviour, moving and handling or medical needs. To provide enabling support, the worker will usually need to have access to suitable transport and / or support the CYP to use public transport. There is currently no immediate requirement for Lot 1 (community enabling support) services. Cases previously on the waiting list for this Lot are being served by BBC’s in-house sessional team, although there is likely to be some future requirement in Lot 1, if this team is unable to manage volumes or needs. The Successful supplier for this Lot will therefore be expected to meet that excess capacity as required. Lot 2: Lot 2: Personal Care Support The successful supplier will deliver Personal Care Services in or outside the family home in accordance with the assessed needs of the CYP and their family. This will include providing support where there is a personal care element needed such as bathing / showering, toileting, changing, continence management, dealing with the consequences of immobility, feeding, dressing and also support with challenging behaviour and health interventions and administration of medication. This may also include providing community enabling support or supporting a CYP on transport where there is a personal care element needed. This may include night / waking night support, or more rarely, bespoke packages such as 24/7 or live-in support. The successful Supplier for this Lot will need to be registered with the Care Quality Commission (CQC), and to maintain that registration throughout the Contract Period. Lot 3: Lot 3: Intensive Support for Complex Health Needs The successful supplier will deliver packages of care to children and young people with high level of complex medical and / or health needs. This may also include providing community enabling support or supporting a CYP on transport where there is a healthcare element needed. Support will generally need to be delivered on a 1:1 basis by staff members / nurses with appropriate medical training in place in accordance with the CYP’s assessed needs. The support required will be agreed on a case-by-case basis and with input from other health professionals and the allocated Social Worker, with whom the Service Provider will work with in close partnership. Lot 4: Lot 4: Approved Providers’ List (APL) This will be an Approved Providers’ List formed of Suppliers who have unsuccessfully tendered for the services and have had their Bid submission evaluated for Lot(s) 1-3 and for Bidders who have specifically requested to bid only for Lot 4 (APL). All Bidders who wish to be considered for this provision (the APL) must indicate their interest by returning a price for their preferred Lot(s) and indicate on our Selection Questionnaire that they wish to be considered to deliver the services on the APL. The successful Suppliers will deliver services for the respective Lots (1–3) that they originally tendered for and won and in line with the individual service specification for each Lot. The unsuccessful Bidders for Lots 1–3 who have indicated interest for Lot 4 and/or the Bidders for Lots 1, 2 and 3 who have indicated an interest only in Lot 4 will then automatically be co-opted into Lot 4. The APL (Lot 4) will be ranked Line by Line according to the outcome of the MEAT evaluation based on the prices submitted by interested bidders for Lot 4 and any available work will be awarded from the top down in rank. The least priced bid for each Line of the services on Lot 4 will be ranked first for that Line etc. Please note also that while Suppliers on APL (lot 4) will be ranked line by line from the lowest to the highest, only the names of the ranked suppliers will be displayed subsequently and not their rates.** Note that there is no guarantee of any work for Lot 4 Suppliers.** There is no restriction on the number of Lots Bidders can bid for** Successful APL Suppliers are expected to complete the APL Agreement and will complete related Contracts for each package awarded to them.
