Description

The Lee Valley Regional Park Authority is seeking the services of a creative, skilled and appropriately experienced consultancy team to undertake the third and final part of an evaluation study looking at the future of Ice centre provision within the Lee Valley Park. This third phase builds upon earlier evaluation work and will be undertaken as two distinct pieces of work. Phase three, part one, will require the consultancy to agree a scope for any new development or refurbishment with Lee Valley Regional Park and the Lee Valley Leisure Trust. Phase three, part two, progress on part two will be dependent on the outputs and outcomes of part one. If the project can be progressed then part two will look at potential sites and the consultant will be required to develop a weighted matrix on which an informed decision can be made relating to the preferred location of any new development. Two reports have been completed already to assist with decisions related to an ice venue located within the Lee Valley Regional Park. The first report was undertaken in May 2013. This looked at the provision of ice, operational performance, opportunities and threats in the market. This was followed in August 2013 by a second report which looked at a review of the strategic and financial options for ice provision, providing market tested information related to a number of Ice venue configurations. The Authority, upon completion of Phase three, part one, will require the detail outlined within the Tender documentation The consultant team, during this phase, will be expected to identify and arrange specific site/venue visits to help inform decisions taken during this phase of work. Phase three, part two will only take place based on the outcome of the work done in part one. The consultancy team, at this stage, will be required to present and agree a weighted matrix with the Authority and the Trust, which will inform the choice of a site for the development. The Consultant appointed will be required to demonstrate expertise and will be able to consider; physical and environmental constraints, planning issues, synergy with existing facilities, funding opportunities from commercial partners, competition, costs related to specific locations, time for delivery, and risk.
