Summary of the work On-going Continuous Improvement for existing Fisheries and Seafood Support digital service (based on existing supplier proprietary platform, Equiniti Outreach), delivering Agile development capability for new requirements / support schemes. Expected Contract Length 2 years Latest start date Monday 4 January 2021 Budget Range Initial funding of £20k allocated to cover further changes and setup of new schemes, using supplier team consisting of dev, Tech Lead and QA resource. Why the Work is Being Done On-going enhancement to the Marine Management Organisation's (MMO) existing Fisheries and Seafood Support system are required to add new schemes and application forms to cover specific interventions where fishing industry support may be required, such as the potential impact of COVID-19 restrictions or EU Exit Problem to Be Solved An existing service is in place which covers all current schemes, but new schemes can be required at short notice, based on the needs of the industry, so the supplier needs to be able to set up new schemes within the framework of the existing service typically within 4 weeks, based on the application forms that are already in place. Who Are the Users As the MMO Grants Team, I need to be able to set up new support schemes for the fishing industry at very short notice using an existing grant management system, so that I can provide a means for fishing industry members to apply for grant funding responding to significant events which may have a financial impact, and I have a single service via which I can manage all schemes. Early Market Engagement The existing service provider has been contacted to confirm that the existing service can be extended to provide the ability to apply for further schemes at short notice. Work Already Done An existing grant management service has already been procured, configured and aligned to MMO requirements, covering existing schemes. It is flexible and allows the configuration of further schemes when required. This includes various documentation deliverables explaining the business process and expected user journey, which are available on request via the provided Q&A contact. Existing Team The existing team is a combination of MMO Project Manager, Business Analyst and QA, plus development and Tech Lead resource from Equiniti TopLevel. Current Phase Live Skills & Experience • Have previous experience developing & configuring EQ Outreach platform • Be able to provide ongoing support for EQ Outreach service • Have experience designing GDS-compliant systems targeted at users with low digital literacy • Have understanding of Fisheries support funding schemes and processes • Agile software development Work Location Remote working is expected. Working Arrangments Call-off arrangement for Agile delivery, where requirements will be prioritised and grouped into meaningful sprints for the supplier to work on. Standard Scrum ceremonies in fortnightly cycle to be observed - backlog refinement (10%), sprint planning, retrospective, review, daily stand-ups. No. of Suppliers to Evaluate 3 Proposal Criteria • Timescales for delivery - able to mobilise within 1 month and deliver first new scheme within 3 months • Cost - no mobilisation or setup costs for new grants management platform • Ongoing costs for adapting system - cost for delivery of each new scheme should be <£20k per scheme (based on anticipated low complexity of schemes) Cultural Fit Criteria Able to work collaboratively with the MMO team to interpret and deliver requirements, and transition developed service to EQ BAU support team Payment Approach Time and materials Evaluation Weighting Technical competence 35% Cultural fit 5% Price 60% Questions from Suppliers No questions have been answered yet.
