Provision of Housing Services: Primrose Bank Neighbourhood

Oldham Council requires a Registered Provider of Social Housing to deliver housing services, facilities management, responsive repairs services and additional works, for a scheme of nineteen new-build 5-bedroom family houses across 2 sites within the Primrose Bank neighbourhood which forms part of the popular Coppice area of Oldham. There is no plan to lot the tender. A single provider will be appointed. The estimated contract value stated above is exclusive of VAT. It is intended that the Invitation To Tender document will be published in January 2022 and will remain open for responses for approximately four weeks. Tenderers must be a Registered Provider of Social Housing. A contract start date of 1st April 2022 is planned, and the contract will be offered on the basis of two years, with two further 12 month options to extend (maximum term of four years). The intention is to request Employer's (Compulsory) Liability Insurance of £5m (any one claim or series of claims) and Public Liability Insurance of £10m (any one claim or series of claims). The Council is publishing the tender/contract requirements/specification early, and is requesting that Registered Providers who may be interested in this opportunity consider the requirements document (along with any information contained in this Notice) and provides feedback to the Council on whether the contract is of interest to them or not. If the contract is not of interest after viewing the requirements, the Council would value any feedback as to the reasons why. Participation in this early market engagement exercise is not a mandatory pre-requisite for bidding for the tender scheduled for release in January 2022. Participants who respond to the market engagement request are still responsible for independently observing the release of the tender documents in due course.
