Summary of the work A written POC with a visualisation that will effectively articulate what the ‘end-to-end’ user journey, ‘user interface’ product and the ‘front/back end’ of the system would look like and what tangible business benefits are achievable. Expected Contract Length 8 weeks – end date 31st March 2022, delivery date of product 14th March 2022 Latest start date Monday 17 January 2022 Budget Range £50,000 - £100,000 on the development and production of the SLKP User-interface – POC. Why the Work is Being Done The College of Policing exists to help policing protect people, by sharing knowledge and best practice, providing training and professional development, and supporting national recruitment. The Digital Intelligence and Investigation (DII) project has a number of work streams, one of which is the planned development of a user-interface that is capable of providing a user focused digital signposting portal. This is referred to as the ‘Skills, Learning and Knowledge Portal’ (SLKP). The portal aims to enhance the ability of law enforcement professionals to obtain information concerning potential career pathways including but not exclusively, professional development skills, recruitment, and learning and accreditation standards. This portal will allow queries, searches and signposting activities for users to identify development, knowledge, training and general information opportunities associated with the digital and cyber environment in law enforcement. Problem to Be Solved A POC that will describe and visualise how a user journey and interface would be developed and implemented. This will articulate how the interface will respond to questions and interrogate data to provide answers to the user. The POC must describe and evidence how an engaging and dynamic user experience can be developed and at what cost. The POC format must be suitable for delivery to the Home Office to secure commitment for the longer-term implementation. Key deliverables are: By 14/03/22 1) Production and delivery of written ‘SLKP’ POC document with mockup visualisation and illustrations that articulate the end-to-end process of how users will access, interact and be signposted to the key information contained in the range of databases identified. 2) Provide a high level, conceptual specification and business architecture for the SLKP end user interface options within the POC document 3) Articulate proposed tangible and intangible business benefits within the POC. 4) Engage with end user workshops to define strategic, tactical and operational user needs in support of completion of the POC document. This will include initial visualisation work with key internal/external stakeholders and then socialise a visualisation package to end users as part of user research. Who Are the Users Policing and the College has a wide range of intended end users from within law enforcement including police officers as well as support staff at all ranks and levels who will have access to the user interface. In addition, research has identified existing key databases and sources of information that would be accessed by the user interface detailed in the POC. Details of these databases would form the basis of the visualisation and POC with the potential to create mock data to illustrate the options. Further engagement will be needed with a broad profile of potential users of the portal – these range from Police to accredited partners details of whom will be provided by the project team. These groups and levels are defined as: • Strategic leads (Gold) • Those with departmental or tactical responsibility (Silver) • The operational level– operating actively at the point of delivery (Bronze) By engaging with these groups to identify need – supported by facilitators from the college - the POC will be able to reflect actual need at the earliest stage. Early Market Engagement None Existing Team The internal project team currently consists of the Project Manager, Product Owners and Communications Team. They will frequently engage with other College of Policing stakeholders including Professional Development, Curriculum and IT leads. Current Phase Not applicable Skills & Experience • Ability to commit a business analytical capability to inform the options and outcomes of the POC • Experience of rapid delivery of Proof of Concepts to ambitious deadlines, leading to operational solution delivery • Demonstrable experience of delivering engaging and dynamic user interfaces, • Demonstrable experience of running effective user workshops for gathering user needs Nice to Haves Desirable to have experience of working with UK police forces and related organisations to refine and streamline operational processes using a business transformation approach Work Location The work can be performed from any location but will primarily be virtual unless there is a need for face to face meetings at the identified College sites or the supplier’s own premises. The supplier should be able to travel to key sites as and when necessary complying at all times with COVID restrictions and directives. Working Arrangments Working virtually with a team who will fully integrate with the DII team, sharing their knowledge and insight and able to work within an agile delivery process and practice. Microsoft compatible resources will be used with Teams the primary communication and document management software for the delivery of this project.
