Summary of the work HM Land Registry is looking for a partner to collaboratively support our Data Science, Data Management and Analysis, and Performance Analysis practices. The Partner will build specialist knowledge and capability to support delivery of Analysis and Insight, helping to put systems into production within our land and property registration services. Expected Contract Length The expected contract length is 2-years. Latest start date Monday 14 December 2020 Budget Range Budget approval is subject to Cabinet Office spending controls, service assessments and HM Land Registry governance. A pipeline of activity is foreseen over the next 24 months, with an indicative budget against the requirements for this capability being approx £3.2m, but that scope could expand or contract. Each Statement of Work (SOW) will be assigned a set cost to enable tracking. HM Land Registry does not commit to any minimum or maximum spend at this point. Why the Work is Being Done HM Land Registry’s Digital and Data transformation programmes will deliver a new generation of end-to-end land and property registration and data services. Currently, applications to change our registers are based around paper or PDF forms, supported by manual checking processes which are highly effective but time-consuming and expensive to provide. Our wider transformation programme will deliver digital services that will improve usability and collect validated data in order to make it simpler, cheaper and faster to view, create or change registered property information. We are using state-of-the-art fraud detection to protect the integrity of the register and transforming our internal systems, replacing multiple paper-based processes with a single, digital solution with high levels of automation. We are currently bolstering our Analysis and Insight capability within our Digital, Data and Technology (DDaT) Directorate to tackle some of these challenges. We are looking for collaborative support in developing practical applications, across the full spectrum of work within our Data Science, Data Management and Analysis and Performance Analysis Practices, to consolidate in-house skills, develop knowledge and build live services for internal and external users. Problem to Be Solved To achieve our ambitions to develop and deliver digital services and enable the disaggregation and release of core register data sets as bespoke products and services we are looking for a partner to support our existing capability, help demonstrate the art of the possible across HMLR business areas and collaborate on building live, production systems. We envision a range of activities – from designing and implementing real time data visualization, geospatial mapping, timeseries analysis, development of Machine Learning models and production deployment of Deep Learning based services - over the next 12 – 24 months. A Capability Partner will support our delivery teams and provide embedded subject matter expertise. We need to be able to react quickly to changes in demand, ensure we have the right people on the right teams to meet our programme goals and objectives and inject new knowledge and experience into our organisation. We are looking to accelerate our transformation programme in a relatively short timeframe (3 – 4 years). HMLR will be developing large scale data engineering, analysis and machine learning pipelines along with dedicated data platforms to transform the capability of the organisation, provide efficiency savings and create novel data products and internal/external services. Work has focused on improving efficiency and reducing waste in viewing, creating or changing registered information on land and property. Our Data Management and Analysis Practice works across programmes to provide spatial analysis, visualisation and services to support the delivery programmes. Our Performance Analysis Practice models service uptake and benefits, establishes measures of success and appropriate targets. Our Data Science Practice undertakes pre-Discovery R&D into ‘the art of the possible’ and supports delivery teams to operationalise a variety of models to automate key services. Existing Team Our Data Management and Analysis, Performance Analysis and Data Science Practices are actively growing. We have vibrant Communities of Interest and are formalising our practice-based model. In addition to the central role we play within the DDaT directorate, we take the lead in developing and enhancing technical solutions and architecture, and carrying out quality assurance and improvement tasks, to enable delivery and a wide-ranging transformation activities. We implement and develop tools, techniques and methods for enhancing and enriching our core data products as well as develop data collection approaches and deliver analysis to derive actionable insights from our data. Current Phase Not applicable Skills & Experience • Have experience of developing and establishing enterprise analytics and data innovation strategies, along with associated implementation plans; • Have experience providing subject matter expertise across a wide range of internally and externally facing projects to conceptualize, design and deliver data analytics and insight projects; • Demonstrable experience supporting agile delivery team’s application of data science, statistical analysis and geospatial mapping whilst seamlessly integrating into client teams; • Experience of eliciting analytical requirements from a range of stakeholders, understand user needs and communicating technical/data principles, tools, techniques and requirements between non-technical business audiences and technical specialists; • Practical experience identifying business problems and datasets suitable for data science and the development of new products/services, as well as prioritising, planning and executing Research & Development activities; • Experience designing and deliver engaging data stories using effective data visualisation supporting analysis communication. Demonstrate a range of techniques, including dashboarding, in open source and enterprise reporting tools (e.g. PowerBI); • Have experience of delivering performance analysis for digital services including use of A/B testing, Google Analytics and querying relational databases to gather data for analysis; • Evidence of ability to discover and assess data for development of new products/services, including objective determination of data quality/‘fit for purpose’, understanding caveats and limitations, relationships and linkages; • Delivery of geospatial analysis, visualisation and services to support digital transformation programmes (using tools like ArcGIS Enterprise / Pro / FME / QGIS); • Demonstrable practical experience in delivering high value end-to-end data science projects in production environments, using modern architectures, cloud compute platforms and both open source and enterprise tools; • Significant practical experience in leading edge data science and machine learning techniques applied at scale, particularly in the fields of NLP, geospatial, computer vision and knowledge graphs/mining; • Practical experience of operating and maintaining end-to-end platforms for robust, low latency production data science, with associated monitoring, assurance and governance. Nice to Haves • Experience of evaluating the impact of service delivery, including approaches set out in the Magenta Book (https://www.gov.uk/government/publications/the-magenta-book); • Experience creating using and interpreting data specifications and standards; • Experience identifying interactions and interdependencies across data sets to enable integration of data to support new services; • Ability to objectively demonstrate how previous collaborative experiences have measurably grown organisational capability through knowledge exchange; • Demonstrable experience of promoting a collaborative culture and data curiosity organisations, particularly when working in partnership with customers and as part of a multi-supplier teams; • Practical experience of establishing and executing processes to take analytics from exploratory/development environments into production; • Practical experience developing and maintaining reproducible data science pipelines using distributed compute over multi-cloud environments; • Experience deploying and operating enterprise-level, analytics platforms on premises and in-cloud; • Experience of writing and presenting engaging, clear and effective technical documentation, reports, papers, scientific manuscripts and presentations (and coaching others to do the same); • Experience building services to Government ethics guidance, data security best practice and using privacy preserving methodologies in analytics; • Practical analytics/data engineering with (or Accredited training in): ArcGIS/QGIS, Python (scientific/geospatial/ML stacks) and/or Scala, Distributed compute (Dask/Spark), Deep Learning frameworks (Tensorflow, PyTorch etc.), Graph databases, Linked open data (RDF, SPARQL). Work Location Seaton Court, 2 William Prance Road, Plymouth, Devon, PL6 5WS, although travel across England may be required Working Arrangments At the time of writing, due to the COVID-19 pandemic it is anticipated that delivery will be remote. Our Data Management and Analysis, Performance Analysis and Data Science teams are all located in Plymouth, so future requirements for regular on-site collaboration will be required and this will be identified within individual Statement of Work (SOW). For onsite work, a minimum 3 days co-location per week is strongly preferred, as delivery will be centrally within our Practices or embedded with digital delivery teams. Security Clearance HM Land Registry requires all supplier staff to have baseline personnel security standard clearance (BPSS). Some work may require security clearance checks - this will be detailed in the SOW. Additional T&Cs The standard terms and conditions of a DOS framework agreement call-off contract apply. Any claim for travel and subsistence will be made in accordance with HM Land Registry's travel and subsistence policy. T&S will not be paid for travel to the "home" office which will usually be Plymouth and specified in the SOW. This will then be evaluated and shortlisted to a maximum of 6 suppliers who will progress to Stage 2.
