Summary of the work DCMS are looking for the provision of specialist DDaT technology, data and digital expertise to carry out an expert assessment based on cross government DDaT standards Expected Contract Length 4 months Latest start date Friday 14 January 2022 Budget Range Maximum £200,000 Why the Work is Being Done DDaT is a nascent function in DCMS. There is a need to identify gaps and opportunities for intervention in order to determine the DDaT value offering, and what work should be prioritised. In order to meet these needs, DDaT will undertake a review of the existing data, technology and digital tools, platforms and activities against X-Gov DDaT standards and OGDs. The outcomes should help shape a future DDaT offering and set a propositional baseline. Whilst the review will consider longer term scaling ambitions (Year 3+), the focus will be on the critical short term needs (year 1-2) in order to address ‘fixing the basics’, Recommendations will include putting in place interim tactical solutions to enable a robust and sustainable model to support future working. Problem to Be Solved DCMS has none of the artefacts, policies or processes you would expect to see in a DDaT function (based on an earlier assessment in April ‘21). This lack of internal digital, data and technology guidance and support is a barrier to helping deliver well designed, user centred services for citizens. DDaT will need to identify how best to support business units and policy teams to meet X-Gov standards, practical delivery approaches to take, and which guidance to follow. As a first step, DCMS needs to identify and build a comprehensive view of the technology, digital and data platforms/tools currently used/maintained. This lack of visibility makes it difficult to identify critical risks; decisions over technology choices are harder and increases the risk of accruing further technology debt. It makes it trickier to efficiently track and deal with technical, cybersecurity, commercial risks. Take an iterative, open, agile approach to delivery. Recommend delivering to 2 weeks sprints (approx 8-10 sprints in total). Show & tell to DDaT SLT every 2 weeks. Wider (all invited) show & tell every (approx) 6 weeks. Backlog planning and sprint goals are always open & transparent. Sprint notes openly published at the end of each sprint. Who Are the Users DDaT SLT team to inform strategic decisions and goal setting. Capturing team / department learnings to support knowledge transfer and capability building within DDaT. DCMS central functions, all internal users - increasing knowledge and awareness to encourage greater adoption of DDaT ways of working. Early Market Engagement N/A Work Already Done Strategic high level GAP analysis (DDaT business case). Preliminary analysis of potential opportunities in key DG areas. Existing Team Deputy Director for IT and Deputy Director for Corporate Services Improvement. Current Phase Not applicable Skills & Experience • Delivery in an agile, user centred way in the public sector, utilising CDDO/GDS standards. • Working on user-centred, agile projects, following the Government Functional Standard (GovS005), Service Standard and Technology Code of Practice. • Taking a hypothesis-driven iterative & explorative approach to meeting user needs. • Successfully delivering and supporting complex DDaT transformation within a Government department. • Ensuring knowledge transfer and supporting capability-building in Government departments. Work Location Currently Remote but by arrangement there could be meetings in London Working Arrangments flexible , remote, sometimes office Security Clearance BPSS as a minimum Additional T&Cs Terms and Conditions to be used from Digital Market place. No. of Suppliers to Evaluate 3 Proposal Criteria • Demonstrate where you have provided business analysis, service design / user experience design and user research capability to support transformation or deliver complex digital services. • Demonstrate how you have delivered in an agile, user centred way in the public sector, utilising CDDO/GDS standards • Demonstrate how you have ensured knowledge transfer and support building capability in client departments. • Demonstrate the ways in which you have undertaken complex analysis in order to understand existing processes to successfully supported digital transformation • Demonstrate how you have applied good practice and standards to generate reproducible work, recording project artefacts. • Outline proposed approach and methodology. • Describe how the approach or solution meets user needs and helps to solve the problem. • Provide a estimated time frame for the work • Describe your proposed team structure • What difference did your people and/or teams make?
