Summary of the work A partnership on a range of digital and technical programmes as part of HM Land Registry's Transformation Portfolio. You will provide expertise and specialism to boost capacity and enhance capability. You will work alongside our in-house digital teams supporting DDaT technical delivery, software development, technical architecture, webops and test practices. Expected Contract Length 24 Months Latest start date Monday 1 November 2021 Budget Range Budget approval is subject to Cabinet Office spending controls, service assessments and HM Land Registry governance. A pipeline of activity is foreseen over the next 12-24 months, with an indicative budget against the requirements for this capability being approximately £9m (exc. VAT), but that scope could expand or contract. Each SOW will be assigned a set cost to enable tracking. HM Land Registry does not commit to any minimum or maximum spend at this point. Why the Work is Being Done HM Land Registry has a strategic commitment to transform into a digital, data-driven, registration business. We are implementing a large, complex and ambitious portfolio of change over the next 2 years. HM Land Registry continues to review and invest in its internal capability to deliver these changes. We need a Technology Capability partner to help us to uplift our internal digital capability with a range of skills, whilst providing a short-term uplift in capacity. Our Digital, Data and Technology Directorate (DDaT) is primarily based in our Plymouth location. This requirement is for a single partner to boost the capability of roles which sit inside the Technology Group within the Directorate. You will work as part of blended HM Land Registry and supplier teams. We are looking for a partner therefore who will be able to provide these capabilities in one contract, alongside the value-add of having worked in Digital, Data and Integration projects. Problem to Be Solved HM Land Registry is transforming its internal and external digital and data services. This demands DDaT delivery management across a range of programmes and projects, which will: • Digitise and automate new user-facing services. • Automate and improve HM Land Registry's internal application processing and casework systems and processes. • Refresh existing technical architecture and build new technical capabilities. • Build a new digital register to enable future services and create data products. • Continue to enhance our local land charges service offerings. • Improve our customer data and implementing a range of Software as a Service(SaaS) Products. • Data Migration to support cloud strategy, building Application Programming Interface (API’s) to use this data. • Enhance the capability of HM Land Registry's in-house digital development teams in order to build and support new digital services. • Provide any other technical activity in support of implementing our business strategy. Who Are the Users User groups of HM Land Registry's services include: •Citizens who require a better and more consistent experience when requesting land information, registering land interests and/or tracking land transactions •Solicitors/conveyancers/mortgage lenders who must be able to transact using digital services when acting on behalf of buyers and sellers in registering land interests •Caseworkers who process land registration applications require more automated, intelligent and consistent casework tools to enable more time to focus on quasi-legal decisions and judgements •Other professional/commercial/academic groups with an interest in land information, including start-ups in the proptech sector Early Market Engagement Current Phase:- N/A Work Already Done HM Land Registry has a large transformational delivery portfolio in progress, with a number of services in live and beta phases and a prioritised roadmap of other services in inception, discovery, and alpha phases. A number of change programmes exist to support this portfolio, this engagement will work across a number of these programmes. Existing Team We have 25+ multi-disciplinary, multi-supplier teams predominantly in-house supplemented with supplier staff, currently delivering new products and services. Current teams are at a variety of different project phases, including discovery, alpha, beta and live. The successful supplier teams will work in collaboration with existing capabilities both in blended teams and independently to deliver products. Additional suppliers may be appointed to support any part of the Transformation Programme. Current Phase Not applicable Skills & Experience • Have evidence of providing individuals capable of managing delivery at all levels on complex transformation programmes with many dependencies and integrations working across multiple workstreams and teams. • Have evidence of iteratively delivering complex transactional digital services using a range of techniques including agile and across multi-disciplinary teams. • Demonstrate extensive evidence of rapidly and successfully onboarding in a complex organisation. This should include aligning with organisational standards/culture and building key relationships. • Experience of software engineering across a large change portfolio within a complex technology landscape, applying appropriate modern technologies and using agreed standards and tools to achieve a well-engineered result. • Experience of test analysis and engineering across large change portfolios within complex technology landscapes. Evidence of developing risk-based test strategies, test-driven development and techniques for testing distributed software and SaaS • Experience of technical architecture across a large change portfolio within a complex technology landscape. Evidence of designing micro-service-based architectures, complex problem solving, top-down architecture and working collaboratively with other architects/TDA. • Demonstrate experience of working in partnerships with the client to understand capability and capacity needs and ensure the right skills are delivered and effectively embedded. • Evidence of building capability in client departments and leaving a self-sufficient, sustainable internal capability. • • Your organisation promotes a collaborative culture with partners. Nice to Haves Significant experience working in true partnership with government or similar organisations to deliver shared outcomes, and solutions that comply with the Government Service Manual and Design Principles. Work Location Due to the organisations response to COVID we envisage that the majority of this work will still happen remotely, though all remote workers must be based in the UK. There may be a requirement to travel periodically to the most suitable location for work requiring a greater degree of collaboration. Where on-site delivery is required the majority of HM Land Registry's agile development teams are based in Plymouth although there may be a requirement to work at other HMLR locations, including but not limited to Croydon and Gloucester. Working Arrangments This will be a 5 day per week (Monday to Friday) commitment. Detailed working arrangements, including team location, size and make-up, will be contained within each statement of work. The Technology Capability Partner must follow HM Land Registry's IT and security procedures and policies in relation to access, data and equipment use. Security Clearance HM Land Registry requires all supplier staff to have baseline personnel security standard clearance (BPSS). Some work may require security clearance checks – this will be detailed in the SOW. Additional T&Cs The standard terms and conditions of a DOS framework agreement call-off contract apply. Any claim for travel and subsistence will be made in accordance with HM Land Registry's travel and subsistence policy. T&S will not be paid for travel to the "home" office which will usually be Plymouth and specified in the SOW. Could HMLR please provide clarity on the recent Technology Capability Partner DOS award to Kainos (1 April 2021) and how that relates to this DOS opportunity (which appears to be very similar i.r.o. requirements). HMLR has an ongoing requirement for a capability partner to support our transformation. This contract is to follow on from an existing contract that is already in place. It is anticipated that there will be an overlap with this existing contract and that this will ultimately replace. Is this a procurement for the same DOS which was concluded in Jan 2021? Or is it different? HMLR has an ongoing requirement for a capability partner to support our transformation. Could Land Registry please confirm if it is their intention to provide answers earlier than 29th rather than triaging all questions received for a single response on that day? We will endeavour to publish the questions and responses ASAP. 6. Land Registry have published several almost identical notices to this in recent months and have made similar awards to the same supplier for a number of years for much the same services. Is there any information you can share that might encourage suppliers to bid given this pattern? For example, is this work any different to the work previously awarded or do you have a wish to bring in a new supplier to work with those on existing current contracts? HMLR has an ongoing requirement for a capability partner to support our transformation. All procurement exercises are conducted openly and fairly against the evaluation criteria and awarded based on the highest scoring response against a combination of quality and price.We have awarded a number of contracts over the past 12 months and are successfully working with multiple suppliers in this space. 7. Please can you confirm if there is an incumbent in place?We note you released (04/01/2021) and awarded a Technology Capability Partner opportunity earlier this year to Kainos, on a 12month contract due to start on 01/04/2021. This will be provided as part of the Stage 2 assessment. 16. Can the resources be located outside UK. If so are there any restriction on location where they can be located in? Resources are not able to be located outside the UK 17. Is there an incumbent supplier for this assignment and – if so – who is the supplier? Our current Technology Capability Partner is Kainos 18. Which roles (position only without straying into GDPR) from your team will be scoring applications for this opportunity? What steps is the Authority taking to run a balanced competitive procurement that does not unduly favour the incumbent supplier? All parties are aware that the tender is not to be discussed with any of the incumbents supplier currently supporting HMLR with all parties directed to raise clarification questions via the Portal. 23. How does the Authority expect the contract to operate? Statement’s of Work setting out the outcome and deliverables will be shared with the Partner. Multiple SOW’s could operate concurrently as the Partner will be required to support a number of programmes under the transformation portfolio. 24. How many resources maybe required to be onboarded at one time and day one. From award to the end of the calendar year the numbers could increase to 50-70 people. The scale and timings would need to be planned and would be set out against deliverable under individual SOW#s 25. The Q -‘Your organisation promotes a collaborative culture with partners.’ what does ‘partners’ mean here? We are seeking a partner who can demonstrate that they have done and will be able to work together in combined (including multi-vendor) teams to achieve common outcomes. An effective partner needs to understand this, have experience, and have people who can work in this way, recognising that we’re on a journey together. 26. Regarding the requirement ‘Improve our customer data and implementing a range of Software as a Service(SaaS) Products.’ If possible, can The Authority please share their technology roadmap or confirm the SaaS products they are considering. Currently implementing Dynamics CRM and would look at other options when applicable, such as SaaS integration tools. 27. Can you please share the technology stack that is expected to be used. Part 1 HMLR has a varied technology landscape, from legacy applications/data supporting core register services hosted on z/Mainframe to digital services deployed on Public Cloud. Our ambition is a digital first architecture, transforming to a business capability aligned architecture, standardising business processes and data structures removing duplication and complexity from the ICT estate. New services are predominately hosted on OpenShift running Kubernetes clusters, typically hosted on AWS or HMLR managed infrastructure. PaaS is utilised where appropriate (RDS, S3 etc). HMLR has an internal, centralised platform team that operate and improve how these platform services are provided to service teams. 28. Can you please share the technology stack that is expected to be used. Part 2Software developers must work in alignment with HMLR technical standards. Frontend development Python with the Flask framework Avoid browser-side JavaScript for Gov.UK services. Backend development Python with Flask framework, or Java with Spark or Spring Boot frameworks. RabbitMQ for messaging. Talend for Data integration. Testing Ruby with Cucumber to write automated tests. Due to evolution of ICT estate other technologies exist that often require integration: Java EJBs, IBM MQ, Delphi, SaaS corporate systems, PL/1 stored procedures and DB2. 29. What are the specific technologies/tools/methodologies used with which bidders should be proficient? Please see response to questions 28 & 29.We use an agile approach with relevant framework and consolidated sprint planning to create the right delivery approach – methodologies includes Scrum and Kanban at team level 30. Please can you tell us how long with the winning supplier have for transition of work from the incumbent’s teams to their teams and what level of knowledge transfer support can be expected? A plan will need to be made to transition the work as soon as possible. This will be completed under defined SOW’s that set out deliverables and will include the relevant transition and knowledge transfer. 31. The Authority states, “We have 25+ multi-disciplinary, multi-supplier teams predominantly in-house supplemented with supplier staff, currently delivering new products and services.” Is it possible to please share a little more detail about volume, skills and types of roles that you would be seeking from your potential Supplier in order that we may size and plan our response to your requirements accordingly? i.e. 25+ teams of up to 15 personnel with a range of DDaT skills and experience... Currently we have a number of SOW’s in flight supporting Programmes and projects across the transformation portfolio. Existing teams are made up of different practices (eg product, UR, BAs, design) as well as the capability we are looking for from this contract. Existing teams include 38 developers, 15 testers, 10 delivery and 9 architects but this will not be a direct replacement as we will build new statements of work and respond to the needs from our business reflected in the Programme deliverables. 32.
