Summary of the work A partnership on a range of digital and technical programmes as part of HM Land Registry's Transformation Portfolio. You will provide expertise and specialism to boost capacity and enhance capability. You will work alongside our in-house digital teams supporting DDaT technical delivery, software development, technical architecture, webops and test practices. Expected Contract Length The expected contract length is 12 months with the potential to extend up to a 2 year contract term Latest start date Monday 15 March 2021 Budget Range Budget approval is subject to Cabinet Office spending controls, service assessments and HM Land Registry governance. A pipeline of activity is foreseen over the next 12-24 months, with an indicative budget against the requirements for this capability being up to £9.5m, but that scope could expand or contract. Each SOW will be assigned a set cost to enable tracking HM Land Registry does not commit to any minimum or maximum spend at this point. Why the Work is Being Done HM Land Registry has a strategic commitment to transform into a digital, data-driven, registration business. We are implementing a large, complex and ambitious portfolio of change over the next 2 years. HM Land Registry continues to review and invest in its internal capability to deliver these changes. We need a Technology Capability partner to help us to uplift our internal digital capability with a range of skills, whilst providing a short-term uplift in capacity. Our Digital, Data and Technology Directorate is primarily based in our Plymouth location. As well as a Technology Group which builds and supports new services we have a range of specialist Practices. This requirement is for a single partner to boost our technical capability. HM Land Registry will take the lead responsibility for delivery of programmes. You will work as part of blended HM Land Registry and supplier teams. We are looking for a partner therefore who will be able to provide these capabilities in one contract, alongside the value-add of having worked in Digital, Data and Integration projects. Problem to Be Solved HM Land Registry is transforming its internal and external digital and data services. This demands DDaT delivery management across a range of programmes and projects, which will: • Digitise and automate new user-facing services. • Automate and improve HM Land Registry's internal application processing and casework systems and processes • Refresh existing technical architecture and build new technical capabilities • Build a new digital register to enable future services and create data products • Continue to enhance our local land charges service offerings • Improve our customer data and implement a SaaS CRM product • Data Migration to support cloud strategy, building API’s to use this data • Enhance the capability of HM Land Registry's in-house digital development teams in order to build and support new digital services • Provide any other technical activity in support of implementing our business strategy Who Are the Users User groups of HM Land Registry's services include: •Citizens who require a better and more consistent experience when requesting land information, registering land interests and/or tracking land transactions •Solicitors/conveyancers/mortgage lenders who must be able to transact using digital services when acting on behalf of buyers and sellers in registering land interests •Caseworkers who process land registration applications require more automated, intelligent and consistent casework tools to enable more time to focus on quasi-legal decisions and judgements •Other professional/commercial/academic groups with an interest in land information, including start-ups in the proptech sector Early Market Engagement N/A Work Already Done HM Land Registry has a large digital delivery programme in progress, with a number of services in live and beta phases and a prioritised roadmap of other services in inception, discovery, and alpha phases. We have the following programmes currently in flight: Digital & Data Programmes Service Improve Programme Customer Programme Infrastructure Programme Local Land Charges Programme Corporate Systems Programme Existing Team We have 25+ multi-disciplinary, multi-supplier teams predominantly in-house supplemented with supplier staff, currently delivering new products and services. Current teams are at a variety of different project phases, including discovery, alpha and beta. Additional suppliers may be appointed to support any part of the Transformation Programme. Current Phase Not applicable Skills & Experience • Have evidence of providing individuals capable of managing delivery at all levels on complex transformation programmes with many dependencies and integrations working across multiple workstreams and teams. • Have evidence of iteratively delivering complex transactional digital services using a range of techniques including agile and across multi-disciplinary teams. • Demonstrate extensive evidence of rapidly and successfully onboarding in a complex organisation. This should include aligning with organisational standards/culture and building key relationships. • Demonstrate evidence of continuously improving quality and value of delivery. • Evidence required of creating the right environment for effective delivery to time, cost and quality resulting in a satisfied customer • Experience of software engineering across a large change portfolio within a complex technology landscape. Evidence required of applying relevant/modern technology, using agreed standards and tools, to achieve a well-engineered result. • Experience of test analysis and engineering across large change portfolios within complex technology landscapes. Evidence of developing risk-based test strategies, test-driven development and techniques for testing distributed software and SaaS • Experience of technical architecture across a large change portfolio within a complex technology landscape. Evidence of designing micro-service-based architectures, complex problem solving, top-down architecture and working collaboratively with other architects/TDA. • Experience of development, deployment and maintenance of software applications on a container orchestration platform across a large change portfolio within a complex technology landscape • Evidence of fostering a DevOps culture, with a focus on collaboration and the measurement and improvement of methods used to deliver business value via software services. • Demonstrate experience of effective knowledge transfer relevant to work undertaken • Demonstrate experience of working in partnerships with the client to understand capability and capacity needs and ensure the right skills are delivered and effectively embedded. • Evidence of building capability in client departments and leaving a self-sufficient, sustainable internal capability. • Your organisation promotes a collaborative culture and you can demonstrate where you have successfully worked as part of a multi supplier team. Nice to Haves • Experience of working as a technology partner supporting transformation in a Government setting • Have the ability to provide multi-skilled people that are able to provide a variety of capabilities required. Work Location Due to the restrictions on travel and office occupancy imposed by COVID, there is an expectation that most work will happen remotely though all remote workers must be based in the UK. There may be a requirement to travel periodically to the most suitable location for work requiring a greater degree of collaboration. Where on-site delivery is required the majority of HM Land Registry's agile development teams are based in Plymouth although there may be a requirement to work at other HMLR locations, including but not limited to Croydon and Gloucester. Working Arrangments This will be a 5 day per week (Monday to Friday) commitment. Detailed working arrangements, including team location, size and make-up, will be contained within each statement of work. The Technology Capability Partner must follow HM Land Registry's IT and security procedures and policies in relation to access, data and equipment use. Security Clearance HM Land Registry requires all supplier staff to have baseline personnel security standard clearance (BPSS). There may be a requirement for some of the work to require security clearance checks. This will be detailed in the statement of work. Additional T&Cs The standard terms and conditions of a DOS framework agreement call-off contract apply. Any claim for travel and subsistence will be made in accordance with HM Land Registry's travel and subsistence policy. T&S will not be paid for travel to the "home" office which will usually be Plymouth and specified in the SOW. This contract will be subject to the published Procurement Policy Note (PPN) 04/19 – Taking account of a supplier's approach to payment in the procurement of major contracts. Shortlisted suppliers will be requested to complete the information set out in PPN 04/19. Are you able to provide an example of how many people you maybe required to onboard at one time from a single supplier? As an SME we would only be able to supply a certain number of FT employees without pulling on contractors or 3rd party support. Or is it a case of providing teams from multiple suppliers to fulfil requirements? This Partner will support across our digital and technical programmes, it is expected that around 70+ people will be onboarded upon contract commencement, this will be working to set the deliverables set out in the relevant SOW. The opportunity will be awarded to one prime partner. Bidders can form a consortium to respond, though there will be one contract with the prime and any others listed as subcontractors. 2. Can you please provide details of the HMLR reference architecture and technology stack? (NB : This question has been answered in 2 parts due to the length) The answer that follows is part 1 of 2) (Part1)HMLR has a varied technology landscape, from legacy applications/data supporting core register services hosted on z/Mainframe to digital services deployed on Public Cloud.Our ambition is a digital first architecture, transforming to a business capability aligned architecture, standardising business processes and data structures removing duplication and complexity from the ICT estate.New services are predominately hosted on OpenShift running kubernetes clusters, typically hosted on Amazon Web Services or HMLR managed infrastructure. PaaS is utilised where appropriate (RDS, S3 etc). HMLR has an internal, centralised platform team that operate and improve how these platform services are provided to service teams 3. Can you please provide details of the HMLR reference architecture and technology stack?(NB : This question has been answered in 2 parts due to the length) The answer that follows is part 2 of 2 (Part 2)Software developers must work in alignment with HMLR technical standards.Frontend development Python with the Flask framework Avoid browser-side JavaScript for Gov.UK services. Backend development Python with Flask framework, or Java with Spark or Spring Boot frameworks. RabbitMQ for messaging.Talend for Data integration.Testing Ruby with Cucumber to write automated tests. Due to evolution of ICT estate other technologies exist that often require integration: Java EJBs, IBM MQ, Delphi, SaaS corporate systems, PL/1 stored procedures and DB2. 4. This looks very like the ‘Technical Delivery Partner’ opportunity which you published in March 2020 and awarded to Kainos. Can you confirm whether this contract is designed to replace or run alongside the Kainos contract? This is a similar partnership to the Technical Delivery Partner published in March 2020. It is anticipated that there will be an overlap with this existing contract and that this will ultimately replace. 5. What are the main capabilities required, Software Engineers? Current expectations are capabilities to fulfil the software development, architecture, delivery and quality practice. 6. Who is the incumbent supplier ? Our current Technical Delivery Partner is Kainos. 7. Will you provide an example statement of work? We do not intend to share an example SOW at this stage. We create and agree costed SOW’s to match our needs for the outcomes over a period including capability share, people required and estimated cost. 8. Is this opportunity for SME’s? This opportunity is available to all registered bidders on the Digital Marketplace. 9. Within the “Problem to be solved” section, there is mention of implementing a SaaS CRM product. Please can you confirm if it is your intention for the successful supplier to undertake this? We are currently implementing Microsoft Dynamics CRM in partnership with a different supplier and would expect this selected supplier to collaborate with the CRM supplier to integrate the CRM solution with our other solutions. 10. What technologies are you using for development please? e.g. Microsoft, Java, Azure, AWS etc Please see response above - 2nd & 3rd Q & A, which is answered in 2 parts. 11. Please could you confirm whether this is a re-tender of the Technical Delivery Partner opportunity (https://www.digitalmarketplace.service.gov.uk/digital-outcomes-and-specialists/opportunities/11908)? This is a similar partnership to the Technical Delivery Partner published in March 2020. It is anticipated that there will be an overlap with this existing contract and that this will ultimately replace. 13. We assume that your request for the supplier to implement a SaaS CRM product means that you would like the supplier to help assess and select a solution from the market, assist with commercial modelling, and then configure and integrate that third-party solution. Is this the case, or is the requirement for the supplier to build and host a more bespoke CRM solution, but offer it to you on a SaaS commercial basis? We are currently implementing Microsoft Dynamics CRM in partnership with a different supplier and would expect this selected supplier to collaborate with the CRM supplier to integrate the CRM solution with our other solutions. 14. Are suppliers permitted to use multiple examples in a single answer? Suppliers are permitted to use multiple examples though it must be within the allowable wordcount. 15. We note from the Opportunity Overview published on the Digital Marketplace that frequent reference is made to digital services, user-facing, discovery, alpha and beta. The questions are oriented towards technical delivery capability, however, do you seek partners who can also provide capability related to service design, discovery, UX, UR etc? These other capabilities are covered by separate capability partnerships. 16. Is their scope for suppliers to propose some of the work be delivered near-shore and/or off-shore? All work needs to be carried out within the UK as stated in published opportunity. 17. Is there an incumbent working on a predecessor to this project? Our current Technical Delivery Partner is Kainos. 18. Is the outgoing incumbent willing to perform a comprehensive handover? It is expected that there will be a comprehensive handover as part of exit and onboarding activity. 19. Are there any incumbents working in the 6 programs that you have mentioned, can you share their details. There are multiple-supplier's supporting our Transformation Portfolio this includes North Highland, Kainos, Foundry4, FutureGov, Tissiki and Ernst & Young. 20. Can you please share some details about your IT landscape. What is the tech stack currently in use? Can you share for different programs that you have mentioned? Where questions include a sentence starting with ‘experience of’ followed by a sentence starting with ‘evidence of’, are you asking for the supplier to provide evidence of the criteria in the second sentence (e.g., risk-based test strategies, test-driven development and techniques for testing distributed software and SaaS) across a large change portfolio within a complex technology landscape? We use an agile approach with relevant framework and consolidated sprint planning to create the right delivery approach – methodologies includes Scrum and Kanban at team level. 26. In Nice to have skills you have mentioned requirement for Multi skilled people – can you share details on what skills are you looking for? The necessary skills are detailed under, “Essential skills and experience”. The provision of people who have applicable knowledge in more than one these areas is desirable. 27. 1) Can you please explain why this requirement has come out to market given that you awarded a contract for the same requirement in June 2020 and you are allowed to extend that contract for another 12 months?2) Is the purpose of the procurement to replace the incumbent supplier or to supplement them with another supplier 1) The usage against the contract has increased and it is therefore necessary for us to recompete the requirement rather than taking the 12-month extension option.2) It is anticipated that there will be an overlap with this existing contract and that this will ultimately replace. 28. 1) What is the existing tech stack within Land Registry? 2) What is the ratio of work within the team i.e. development/DevOps/Cloud/delivery management etc.? 3) Are there are any incumbent Technology Suppliers working with Land Registry at the moment? 1) Please see response above - 2nd & 3rd Q & A, which is answered in 2 parts.2) The indicative work within the team is likely to be as follows: Delivery 15% Development 50% Architecture 10% Test 20% Webops 5%  3) HMLR is working with several Capability Partners, our Technical Delivery Partner is Kainos.
