Summary of the work Completion an Alpha reassessment and deliver the Beta phase in developing a mobile app to help staff more easily report faults in hospitals. The aim is to improve the value Trusts achieve from PFI contracts and ensure they receive the level of service due to them under the contract. Expected Contract Length 11 months (with a possible extension) Latest start date Monday 18 October 2021 Budget Range Our total budget is £276,300 + VAT for combined Alpha reassessment and Private & Public Beta. Why the Work is Being Done We are seeking a project team to deliver Alpha and Beta phases, which would include a project lead, user researcher, UX designer, front end developer, developer, technical lead/ architect, quality assurance/ testing, DevOps engineer, business analyst, content designer and performance analyst. Problem to Be Solved Responsibilities include: 1. Lead and manage Alpha reassessment, Private and Public Beta phases; 2. Develop the web-based mobile application to submit fault reports; 3. Develop data reports; 4. Explore system integration opportunities and develop a prototype that incorporates integration with Facilities Management software; 5. Meet NHS user accessibility support requirements; 6. Work with Trust and helpdesk staff on content, layout, inputs/outputs, and functionality; 7. Work with all parties to ensure the app meets user/stakeholder needs; 8. Ensure the solution can be scaled in future to more Trusts; 9. Work with DHSC and NHSBSA to prepare for handover for Live hosting. Who Are the Users Main stakeholders in this project are: DHSC, who will oversee the project NHS Trust management Trust staff, who are the users PFI and Facilities Management managers/staff, who are key stakeholders NHS BSA, who are due to host and maintain the service once it goes live NHSX, who manage the Alpha reassessment and Beta assessment Early Market Engagement N/A Work Already Done Documents which provide context/background for potential suppliers: Summary of our Discovery phase NHSX Alpha Assessment report May-21 Existing Team Main stakeholders in this project are: DHSC, who will oversee the project NHS Trust management Trust staff, who are the users PFI and Facilities Management managers/staff, who are key stakeholders NHS BSA, who are due to host and maintain the service once it goes live NHSX, who manage the Alpha reassessment and Beta assessment Current Phase Alpha Skills & Experience • Have a full understanding and demonstrable experience in planning and running Alpha and Beta product development methodologies. • Demonstrable experience and expertise in user research and delivery of user focused products. • Demonstrable experience and expertise developing digital applications including the delivery of mobile applications. • Demonstrable experience in passing Alpha and Beta assessments as part of the Gov.uk Service Standard. • Proven experience building web-based mobile applications with a focus on ease of use. • Experience in producing Beta conclusions and preparation/handover/transition to Live phase. • Programming skills in Java/Spring or Javascript/Node.js. • Demonstrable experience of and expertise in developing digital products for use in the NHS. • Have availability of resources to be able to start as soon as possible. • Demonstrable experience of using and developing APIs to integrate systems. Work Location The team are normally based at 39 Victoria Street, London, SW1H 0EU. However, we are currently working remotely due to Covid-19. The Trusts we work with (including on this project) are based across the country (although some of their staff also work remotely). Working Arrangments Current circumstances mean that we will work with individuals by phone or video conferencing. This provides more flexibility, particularly when also communicating with staff in NHS Trusts. Due to Covid-19 restrictions, there is no current requirement to work in the office for a certain period of time. Who delivered Discovery and Alpha? The majority of the Discovery was delivered by internal DHSC resource. An external supplier (Society Works Ltd) finished Discovery and delivered Alpha. 3. Could the Authority share the high-level procurement timelines? Including Shortlisting, ITT, Presentation, and results. Could the Authority confirm that the delivery will not fall under IR-35? We can confirm the services required will not fall under IR35, as it will be a fully contracted out service on an outcomes basis. 5. Is near-shoring or off-shoring allowed? We will accept applications from suppliers where development is carried out by offshore resource and managed by an onshore team provided all data is hosted in the UK. 6. You state as essential experience:“Demonstrable experience in passing Alpha and Beta assessments as part of the Gov.uk Service Standard.”We are a long term supplier of apps (including fault reporting) to the corporate sector but have not been through a Gov.uk Service Assessment. How can we satisfy this requirement without having been through one so far? Passing Alpha reassessment is key to the successful delivery of the solution. We were unsuccessful at our first Alpha Assessment, which has led to delays and a rethink in approach. We are seeking a supplier who is sufficiently experienced in these assessments and is familiar with standard requirements (in addition to actually delivering the app) to help ensure we are successful in future.Suppliers who have not passed the assessments as part of the Gov.uk service standard, but can show they have experience of passing equivalent assessments, may be scored as meeting the criterion, depending on the quality of response. 7. A previous DOS opportunity was awarded to SocietyWorks to deliver Discovery and Alpha. Can you explain why you are now tendering for the completion of Alpha and whether the incumbent is entitled to bid? We initially tendered for a combined Discovery and Alpha Phase. Following this procurement the Alpha assessment was not passed, therefore we are now re-tendering for a combined completion of alpha and beta phase in line with the Public Contracting Regulations and Digital Outcomes and Specialist buying process.Yes – the incumbent is entitled to bid like any other supplier on Digital Outcomes and Specialists Framework/Digital Market Place.
