Summary of the work This role requires an in-depth knowledge of working with Natural/Adabas products to enable provision of expert input into design and construction of the Police National Computer application enhancements and developments. Successful resources will work alongside existing civil servants to act as additional support to the critical PNC development team. Expected Contract Length Minimum 12 Months. Potential for extension to up to 2 years. Latest start date Monday 2 August 2021 Budget Range SFIA 3 Target = £450 per day SFIA 3 Maximum = £696 SFIA 4 Target = £650 SFIA 4 Maximum = £822 SFIA 5 Target = £800 SFIA 5 Maximum = £949 Why the Work is Being Done This role requires an in-depth knowledge of working with Natural and Adabas products to enable provision of expert input into the design and construction of the Police National Computer (PNC) application enhancements and developments. Successful resources will work alongside a team of existing civil servants to act as additional support to the critical PNC development team. The team provide the backdrop to an agreed quarterly releases cycle, alongside Fast-track releases as required, whilst providing subject matter expertise to the National Law Enforcement Database Programme. All of which is managed in collaboration with Policing to prioritise, design, build, test and releases the changes to help manage and protect UK citizens. The team will also be required to contribute to a redesign of the engineering processes and will be expected to recommend changes which will improve efficiency in the team in alignment to an ongoing piece of work. Problem to Be Solved Application software on the Police National Computer is written in Software AG’s Natural programming language using an ADABAS database on Fujitsu BS200 hardware.. The existing programming team is becoming increasingly involved in supporting the National Law Enforcement Data Programme. Expert resource is required to support and maintain the PNC software development program until such times as the new national Law Enforcement Data Service is delivered. Who Are the Users A range of organisations require 24/7 access to the Police National Computer database of records. Early Market Engagement None Work Already Done The current team manage an agreed quarterly releases cycle, alongside Fast-track releases as required, whilst providing subject matter expertise to the National Law Enforcement Database Programme. Existing Team A small team of civil servants manage the ongoing upgrades/updates to the PNC database. Current Phase Live Skills & Experience • Please provide evidence of having supported development on a legacy mainframe application utilising Natural/Adabas, preferably on a Fujitsu BS2000 Operating System, as part of a blended team • Please describe your approach to the delivery of services to support, sustain and enhance a legacy application in the Home Office, Policing or for similar Critical National Infrastructure • Provide demonstrable experience of your delivery approach for the execution of projects to deliver application releases. • Demonstrable experience of providing Business Analysis and Development experience in the use of Natural and Adabas technology, ideally in a mainframe environment. • Describe how you will ensure alignment to existing business processes and engineering practices as well as help to deliver improvement to the existing teams • Please indicate your experience in the delivery of projects within the Home Office, or similar environment, and provide examples to support your experience. • Please describe how you will ensure your personnel will meet the required technology requirements and what training you will provide to ensure you are able to deliver the requested service. Work Location Hybrid Working – Working from home remotely and within 2 Marsham Street, London or Hendon, London Working Arrangments The appointed Contractors will be required to work 5 days per week. Home Office IT will be provided. All developers and business analysis must be inside IR35. Security Clearance Clearance to SC/NPPV3 level or commitment to undergo SC/NPPV3 vetting procedure. There is no current incumbent supplier as the team is currently made up of civil servants and 1 external contractor for one year. This contractor will continue to work alongside the new team.The service is currently delivering live service changes and providing second and third line support to the application.
