Summary of the work The Gambling Commission is in the process of setting up a Data Management office: we require support in developing Data Governance arrangements, including processes, Terms of Reference for any committees or other groups, role descriptions, e.t.c. We also require design and completion of a data catalogue. Expected Contract Length 1 month Latest start date Monday 19 February 2018 Why the Work is Being Done This work is to support the establishment of a Data Management Office within the Gambling Commission. The work is required to be completed by the 31st March 2018. Problem to Be Solved The 'problem' is an absence of governance over data assets, which need to be defined by their inclusion in a data catalogue. Who Are the Users As a data programme manager, I need to have clear data governance arrangements so that the quality and use of data can be managed. Work Already Done We have already drafted a data catalogue which captures data at a system and individual data set level. This needs expansion, completion and consistency applied as to the definition of 'data set' and what level of description/granularity is included. Existing Team We have a team made up entirely of internal staff, including 1x Senior Manager, 1x Data Manager and 1x Data Analyst. Current Phase Beta Skills & Experience • Have experience with designing and implementing data governance arrangements. • Have experience in applying best-practice approaches in the creation and completion of a data catalogue. Work Location Gambling Commission Victoria Square House Victoria Square Birmingham B2 4BP Working Arrangments The supplier should be onsite for the duration of the work - frequent and repeated interaction with colleagues across the Commission will be required. Additional T&Cs The successful supplier will need to complete and NDA. Thank you very much for the update to the dates for this opportunity. Unfortunately, we still do not understand the intended timelines. Please will you confirm the dates for announcing the shortlist of three suppliers for evaluation, for the deadline of the written proposal, for announcing the selected supplier and for the start of work. The work must be completed by the end of March, therefore we are looking to expedite the process as much as possible. Without knowing how many applicants will apply it was not possible to judge how long the selection will take nor the production of written proposals - ideally suppliers will be able to turn this around quickly for a simple proposal. The dates entered reflect this uncertainty and the need for the earliest possible start. 2. Please will you confirm the budget for the project There is no specific budget allocated for this work, although we estimate approximately 30 days of effort will be required to complete. We will prioritise value and delivery certainty in the proposals. 3. Can the Authority please confirm that the award of this contract will not exclude the winning Contractor from other opportunities that are currently live or downstream? No, being awarded this contract would not preclude the successful contractor from applying for future opportunities. Work currently being performed for the Commission will be subject to the terms and conditions agreed, but I am not aware that entering into a new contract would affect existing commitments in any way. 4. Please could you clarify what the key elements of the requirement are? i) Structure of governance procedures; terms of reference, job specifications etc or ii) technical architecture, data governance, naming protocols? Very much the first set: Terms of reference, roles and responsibilities and supporting process documents are key outputs of this work. However, if in producing these there are any implications or dependencies on architecture etc. then we would also expect this to be documented, e.g. as recommendations for future development.
