Summary of the work The Delivery Manager will manage one or more agile projects, under UKEF’s Digital Transformation Programme, via a multi-disciplinary, highly skilled digital team. You’ll deliver complex digital projects, breaking down barriers for their team; both planning at a higher level and getting into the detail to make things happen when needed. Specialist role Delivery manager Expected Contract Length 12 month initial contract period with possibility for extension Latest start date Monday 14 August 2017 Maximum Day Rate Up to £800 per day Early Market Engagement UKEF have recently completed a Discovery to better understand our Customers’ Journeys and needs for UKEF web presence. Outputs of this work include: 1. Customer journey maps: showing exporter’s journeys and interactions with UKEF. 2. User research pack: core findings from the research, how we gathered and collated those findings and the logic behind the conclusions drawn. 3. Alpha recommendations pack: initial thoughts on the what to take into Alpha. 4. User needs log: detail behind 192 user needs identified from the research aligned to all 7 personas. This outlines where the need was identified (which source) and includes prioritization. 5. Personas: that outline the motivations, wants, needs and preferences of our main groups of users Who Speclialist Work With We are building a multi-disciplinary Agile team. Types of roles that are included in this team are Developers, Designers, Testers, Business Analysts, User Researcher, Content Manager, Product Owner, Service Manager, Enterprise Architect, Change Manager, Process Manager. Other key stakeholders will include COO, Digital Director, Head of PMO, Executive Sponsor, Head of Communications, Banks, Exporters, Suppliers, business representative and subject matter experts. Please note: This is not a full list and will expect to change as our Digital Transformation Programme evolves. What Specialists Work On The Delivery Manager will lead the delivery of one stream of UKEF’s Digital Transformation Programme - Digital Assets and External Collaboration. The focus of the stream is developing the UKEF web presence to better meet our users’ needs to know how the UK Government supports export activity, specifically how organisations can be supported and whether they would be eligible for support. This includes raising awareness through improved content and navigation for UKEF information and guidance and effecting channel shift to digital for transactional services. UKEF’s Digital Transformation Programme is aligned to UKEF’s 2017-2020 business plan and the Government Transformation Strategy. Skills & Experience • Previous experience setting up agile delivery environment for teams and working in an agile development environment with proven experience in removing obstacles or ‘blockers’ to progress • Proven experience of delivering projects and products using appropriate agile project management methodology, learning and iterating frequently. • Accreditation in Agile Methodology such as Scrum or other iterative and incremental delivery • Understanding of Digital Service Standards and the assessment process • Demonstrable experience of deploying financial websites (or similar) and digital assets • Understanding of user centred design practices for web, service or software development • Proven experience in leading the collaborative, dynamic planning process - prioritising the work that needs to be done against the capacity and capability of multidisciplinary teams • Demonstrable evidence of ensuring products are built to an appropriate level of quality for the phase (Discovery, Alpha/Beta/Live) • Proven experience balancing multiple priorities and dealing with ambiguity • Strong negotiation skills and the ability to influence external partners, stakeholders and customers to secure mutually beneficial outcomes • Highly articulate and credible at a senior level, consistently delivering accurate reporting as to the current state of play with regard to the delivery of your project/service Nice to Haves • Active participant in the Delivery Manager community, sharing and re-applying skills and knowledge and bringing in best practice • A high degree of market awareness, with demonstrable experience of innovative approaches to procuring services and of managing relationships with suppliers • Managing Successful Programmes qualification • Experience working with other government departments on projects; utilising cross-government resources/guidance • Experience of managing expectations and reporting to a wide range of internal departmental and cross-government stakeholders including those at a senior level • General understanding of IT Infrastructure Management and Business & IT Support Work Location UKEF’s Offices 1 Horse Guards Road SW1A 2HQ There is also the possibly of working at other government department locations in Whitehall and other London-based organisations. Working Arrangments A typical working day is 9am-5pm (however working outside of these hours may be required due to business/project need). The role is London based, but there may be travel involved to other regions of the country. Travel within London will not be covered but travel expenses outside of London would be covered. Security Clearance This role will require Government Counter Terrorism Security Standard clearance. Additional T&Cs The successful supplier will be expected to adhere to UKEF’s Data Security Policy (provided upon request). UKEF reserve the right to seek clarification on proposals prior to the appointment. UKEF expect the successful supplier to be in a position to sign the service agreement as soon as possible, but no later than ten working days from notification of appointment. UKEF reserves the right to terminate the contract and will give two (2) weeks' notice of termination No. of Specialists to Evaluate 10 Cultural Fit Criteria • We work in a department which is at an early stage of transaction from waterfall to an Agile by default and Service Delivery environment. • Given the move to agile delivery, a challenge for the Delivery Manager will be communicating progress and securing buy-in. • Working product in the hands of users early and often • Products degrade quickly, so we regularly iterate and improve our products ongoing • Collocating the people, skills and knowledge you need is the best way to deliver • Measure progress by what value you deliver • Keep focus on quality, making sure the whole team is aware of any debt taken on; everyone is responsible for quality • There is a newly established Design Authority to provide direction of delivery as per our UKEF systems Road Map • A no-blame culture and encourage people to learn from their mistakes • We aim to provide teams with the empowerment they need to deliver the best products • A Digital Programme Board (DPB) governs the Workstream the Delivery Manager will be leading. • The DPB’s role is to enable delivery through seeing and monitoring delivery progress, ensuring that cross cutting issues /dependencies are managed and resolved. • The Digital Programme is also responsible for ensuring that delivery (Discovery, Alpha, Beta) passes into live operation support so that our services continue to evolve to meet user need. Will someone with BPSC clearance be able to be sponsored to GCTC for this role, or do they currently have to hold this level? We presume you mean BPSS. Surely it would be better to recruit a candidate that has strong experience that one that has less experience with an accreditation. No, this does not exclude senior practitioners; however you will be expected to clearly demonstrate your experience in your submission.
