Summary of the work Provide guidance on asset data and information policy, solutions design and implementation, including data architectures, analyses and improvement plans, evaluating pilot solutions, guiding implementation. Support cross-cutting initiatives to improve data management. Focus on spatial data, metadata and linked data, and advising project teams in identifying, shaping and capturing business needs. Specialist role Data architect Expected Contract Length 2 years Latest start date Thursday 28 October 2021 Maximum Day Rate £750 per day Early Market Engagement None Who Speclialist Work With The work is part of the AIMS AMP project. The specialist will be provided with a lead contact(s) and expected to work with key groups and individuals including solutions architects, data/IT architects, data analysts and user representatives. There is also a need to work with other project teams on interface mapping and related spatial issues, development and re-use of data services and identification and use of appropriate data standards. What Specialists Work On Identify and capture future business needs related to spatial data and information for long-term investment planning and policy development. Identify, pilot and appraise options to surface data quality and implementation issues. Develop methodologies for creating data standards, data transformation, IT tools and capabilities needed to support the solution design. Skills & Experience • Develop data policy and data standards • Apply master data management principles in a complex business environment • Demonstrate good working knowledge of infrastructure asset management • Demonstrate a good working knowledge of Linked Data and experience of applying appropriate OGC/W3C standards and best practise • Develop and apply practical solutions for spatial data and information • Demonstrate experience of developing, running and appraising pilot solutions Work Location The specialist will be able to carry out most work remotely. Ideally be based in the South East to allow a small number of face-to-face meetings, subject to agreement and Covid allowing. Working Arrangments The specialist is expected to work remotely. Any meetings and expenses will be agreed on a case by case basis. Security Clearance None needed. Has that person now finished and you are looking for a replacement? Yes to both. 5. Will you be considering other candidates? Yes, we are looking to shortlist 4 for evaluation. 6. Is the previous incumbent likely the preferred candidate for the role based on thier exposure to your projects. Lots of time is invested in getting the right person for this position so I think the above Qs are to ascertain whether everyone should invest the time here ? A number of suppliers have exposure to EA projects and have the potential to be shortlisted. The supplier who can demonstrate the best score against the published evaluation criteria will be selected. 7. Is there a possibility of recruiting the incumbent specialist who would possess all the listed skills ? In that case it would be good to please clarify the same as that could save valuable time and effort for Business. There is a possibility any supplier that makes the shortlist could be awarded the contract including new, or existing suppliers. 8. How can new supplier fairly bid against incumbent supplier for this listing ? The process is published and transparent and all suppliers will be evaluated in line with the published criteria, those shortlisted will be subsequently interviewed. The highest scoring supplier will be selected. 9. Regarding -Essential skills -“Demonstrate a good working knowledge of Linked Data and experience of applying appropriate OGC/W3C standards and best practise”…In this case the incumbent supplier will have the detailed knowledge on very specific ‘Linked-Data’ experience with the ‘OGC’ best practice in your department. How would your scoring ensure that incumbent supplier with the applied skilled would not be prioritised in the the final selection? The evaluation process will assess the suppliers knowledge and understanding of Linked Data and experience in how OGC/W3C best practise should be applied.A specific understanding of how Linked Data has been applied in our organisation will not be given any extra weight to that understanding and experience gained elsewhere.
