Summary of the work We wish to appoint a Digital and Technology Strategic Partner who can work with us to provide strategic advice, delivery and support capability to ensure we deliver the outcomes specified within our Digital and Technology Strategy. You will work with our existing suppliers, specifically Scomis, OutSystems and Microsoft. Expected Contract Length 2 years Latest start date Monday 23 August 2021 Budget Range There is no commitment to minimum spend over the term of the contract. The maximum spend will be £1m over two years, excluding VAT Statements of work shall be agreed so that we can ensure we’re delivering discrete projects or activities that meet user needs and value for money Why the Work is Being Done The Digital and Technology Service requires a strategic partner to provide additional capability and capacity that can advise on, design, build (where appropriate) and deliver a wide range of digital and technology services to meet the outcomes described in our Digital and Technology Strategy. This contract will enable the Council to: • Quickly flex up and down the right delivery capacity to meet the scale of change for each activity - getting the right skills on board for the right period of time • Bridge existing gaps in capability with the right experienced resource Problem to Be Solved A strategic partner is required to enable us to meet the outcomes described in our Digital and Technology Service Strategy. The Digital and Technology Service covers a wide range of areas including: • design, delivery and support of technical services (primarily based on Microsoft and OutSystems core technologies) • information governance including cyber security, data protection, information management and records management • consultancy and digital services, including user research, service design, UI/UX design, business analysis, market assessment, options analysis and project and delivery management. We require a partner to work with us, helping provide both capability and capacity to move our organisation forward. The partner may need to work autonomously or work alongside our internal staff as part of a multi-disciplinary team. Who Are the Users The primary users are the residents of Devon and staff and partners of Devon County Council As a Digital Services team, I need to run discoveries, understand user need, design, develop and deliver new services. I may need a full team or individuals to complement the team I have. As a Data Protection and Cyber Security Team, I need to access specialist advice and services to help the Council to comply with its legal obligations under information rights laws. This includes responding to breaches of information security and providing support to address gaps in our information compliance. I may need a full team or individuals to complement the team I have. As a Technology Service and product teams, we need to design and architect services, commission, deliver, set up and configure new services and support them. We may need full teams or individuals to complement to teams we have. Scomis, our internal delivery partner provide a wide range of services including service desk, infrastructure, application support etc. The Council uses a blend of traditional waterfall and agile/GDS methodology for the delivery of projects. The successful supplier will be able to interact between existing suppliers as required. Current Phase Not applicable Skills & Experience • ES1 Evidence demonstrating delivery of multiple similar capability and capacity contracts within the public sector, with understanding of key considerations for successful delivery - 4 points • ES2 Evidence of allocating resources based on uncertain demand, including how you resource teams with the appropriate skills in a timely manner - 2 Points. • ES3 The supplier will be able to demonstrate working autonomously to deliver projects across a range of services. This will include understanding need, planning, delivering and managing change 3 Points. • ES4 The supplier will demonstrate they can provide post implementation support and knowledge where required or arrange for the completion of handover documentation – 2 Points. • ES5 The supplier must work with the Council to define and cost statements of work, estimate resources required and arrange for the provision of these resources – 4 Points. • ES6 Be able to identify and provide a range of digital and technical resources to meet the work outcomes required in the Digital and Technology Strategy – 5 Points. • ES7 Provision of specialist skills in Technical Architecture and network design (including Zero Trust and SD WAN) and knowledge of Azure – 5 Points. • ES8 Provision of infrastructure engineers who are appropriately qualified and have knowledge in Microsoft Core Technologies, including Identity, Telephony, Skype, Teams and Azure - 5 Points • ES9 Provision of qualified software engineers and developers who have Microsoft competencies across Modern Workplace and Security, Data and AI, Business Applications and Applications and Infrastructure – 10 Points • ES10 Provision of qualified software developers, integration experts and test analysts who can develop and test digital services in OutSystems – 5 Points. • ES11 Provision of cyber security, data protection, information rights (DSAR/EIR/FOI), information management, information security and records management professionals who are appropriately qualified and who have knowledge of NCSC guidance 10Points. • ES12 Provision of User Researchers, Service Designers, UI/UX Design, Interaction Designers and Delivery Managers, appropriately qualified with a knowledge of GDS design approach and agile methodologies (scrum) 10Points. • ES13 Provision of consultancy services, including business analysis, process mapping, market assessment, options appraisal, business case development, requirements gathering and specification development, product and supplier management – 5 Points. • ES14 Provision of project and programme managers who are appropriate qualified and have knowledge of best practice in their area – 5 Points. Nice to Haves • N1 Microsoft Gold Partner with multiple competencies in relevant areas, Modern Workplace and Security, Data and AI, Business Applications and Applications and Infrastructure • N2 OutSystems Partner Program supplier with, as a minimum, Delivery Partner credentials Work Location The normal work base is at County Hall, Topsham Road, Exeter, Devon EX2 4QD. However, during the COVID-19 pandemic, we have adopted remote working for all team members with team communications made using Microsoft Teams and other collaboration tools. This situation is likely to continue for a sustained period. As restrictions are lifted, it is expected that a hybrid working model will begin with some work taking place at County Hall and some remotely Working Arrangments The organisation may work remotely but will be required to spend some of their working time at DCC County Hall, Exeter, depending on the activity required. No. of Suppliers to Evaluate 5 Proposal Criteria • how the approach meets our organisation’s requirements • value for money / price assessment • RATE CARD - suppliers will be required a submit a rate card • PRICE ASSESSMENT- using the rate card suppliers will be required to price one or more scenarios • PRESENTATION: will be undertaken with the shortlisted bidders once the bid submissions have been evaluated • The PRESENTATION will be based on the bidders proposal and may mean scores will change. • PRESENTATION: Will be undertaken remotely using Microsoft Teams • It is anticipated that the presentation will take place W/C 9th August 2021 Cultural Fit Criteria • CF1. We believed an enhanced DBS check does not specify UK, just the level of checking around criminal record. This we believe can be achieved for remote resources outside of the UK as well A3.
