Expected Contract Length 2 years plus 2 optional 1 year extensions Latest start date Tuesday 1 June 2021 Why the Work is Being Done The current PSNI website does not reflect the digital age we live in. PSNI require a website that capitalises on the advances in digital technology to increase its engagement with communities whilst simultaneously enhancing the reporting of non-emergency incidents online and reducing its reliance on telephone-based contact. Problem to Be Solved ● Increase PSNI's digital engagement with the public ● Channel shift - move to decrease the reliance on telephone-based reporting of non-emergency incidents ● A simplified website that is easy to navigate to the information and services required ● A website that is more transactional ● A comprehensive search facility Who Are the Users Users expect a modern, responsive and intuitive website. The Northern Ireland public, partner agencies and private sector organisations need to be able to engage with the Police Service of Northern Ireland digitally through the reporting of non-emergency incidents online (crime, road traffic incidents, antisocial behaviour) and missing persons. They must be able to contact the police digitally in order to apply or register for services, request information and provide feedback whilst being presented with a website that is easy to navigate. Existing Team ICT Project Team and support staff have a range of skills. They work closely with business to support business needs. Current Phase Discovery Skills & Experience • Have demonstable experience in delivering digital transformation in public sector organisations • Have demonstrable experience in designing, developing and implementing innovative website solutions • Have demonstrable experience in developing and supporting highly secure solutions within highly secure environments such as the PSNI or equivalent • Have knowledge and expertise in data protection including GDPR and the implications for software development • Have knowledge and expertise in the latest Website Content Accessibility Guidelines (WCAG) standards • Support user acceptance testing by PSNI representatives and address any issues arising from this testing • Execute the implementation of changes to the production environment • Provide a secure mechanism for the transfer of files from their premises to PSNI for implementation • Compliance with the statutory arrangements under Section 75 of the Northern Ireland Act 1998 • Provide ongoing website support and maintenance for the duration of the contract • Have knowledge and experience of the Episerver Content Management System • Have the ability to commence the project by 1st June 2021 or earlier Nice to Haves • Provide evidence of experience in Conversational Artificial Intelligence and Natural Language Processing • Provide evidence of implementing web chat solutions to signpost users to specific services Work Location Belfast, Northern Ireland Working Arrangments ● The work will require some time on site, particularly during on-boarding; however, PSNI cannot provide on-site development facilities ● The supplier MUST provide a secure mechanism for the transfer of files from their premises to PSNI for implementation ● The supplier MUST be available when software is being released into the live/production environment Security Clearance BC/CTC - Basic Check and Counter Terrorist Check No. of Suppliers to Evaluate 5 Proposal Criteria • Technical solution • How the technical solution meets user needs • How the technical solution reflects organisational goals • Estimated timeframes for the work • Value for money Cultural Fit Criteria • Work as a team with PSNI and other suppliers as and when required • Be transparent and collaborative when making decisions • Take responsibility for their work • Share knowledge and experience with other members of the team • Be prepared to offer suggestions for improvement/enhancement Payment Approach Fixed price Evaluation Weighting Technical competence 55% Cultural fit 5% Price 40% Questions from Suppliers 1. Any indication of budget? PSNI anticipates the budget to be in the region of £100k - £150k 2. Is it mandatory to build the new site over EPiServer CMS? It is not mandatory to build the new site over EPiServer CMS? 3. Are you fine with vendor teams working from offshore locations? Yes, PSNI is content to work with suppliers from offshore locations? 4. The contract length you mentioned is 2 years. The budget you indicated is 100k – 150k. Do you mean the mentioned budget is for 2 years? Or do you mean only the implementation build budget is that much with other items like UX design, post go-live maintenance etc. is over and above the mentioned budget? The anticipated budget of £100-£150k is to design and implement a new public-facing website. The two year contract length refers to the subsequent support and maintenance contract post Go-Live. Shortlisted suppliers will be asked to provide a detailed breakdown of all costs. 5. After you have shortlisted suppliers, will there be an opportunity to have a call to discuss the project in more detail? There is no opportunity to discuss the project in more detail with individual suppliers; however, if you ask specific questions PSNI will provide specific answers.Also, shortlisted suppliers will be provided with more detailed information prior to being asked to submit a written proposal. 6. 1. How is PSNI’s digital engagement with the public currently measured? PSNI have comprehensive social media monitoring software that measures engagement with the public. PSNI’s current online incident reporting is measured via RateIt. 7. Is there an incumbent supplier? PSNI have an incumbent supplier for the support and maintenance of the website only. 8. I have noted that Episerver CMS is not required for the build, but is there a preference to use Episerver CMS or a different CMS? Episerver is PSNI’s current CMS provider; however, PSNI is open to bids from suppliers using other CMS.
