Summary of the work We are looking for a Business Analyst with a strong skill to understand the business needs. The successful candidate will be expected to challenge business needs; identify and quantify efficient and effective solutions to meet these business requirements; and provide support for the development/procurement, testing and deployment of solutions Specialist role Business analyst Expected Contract Length 6 months initial period with possibility of extension. 2 weeks' notice for termination of contract. Latest start date Monday 9 October 2017 Maximum Day Rate Up to £500 per day Early Market Engagement Not Applicable Who Speclialist Work With The Business Analyst will work with UKEF's Business Analysis team and be solely dedicated to the Direct Lending (DL) programme. They will report progress to the DL project manager and be expected to work with business users - primarily the DL team but also other members of the Finance department and UK Operations, IT Development, the Project Management Office and other stakeholders at all levels within UKEF as required. What Specialists Work On The Direct Lending programme is an enabler for UKEF to scale up the volume of loans processed to the benefit of UK Exporters. The IT system enhancements will give Stakeholders more confidence of operational sustainability and facilitate any increase in the limit on Direct Lending. The Business Analyst will be working for the delivery of Direct Lending Programme. The role will involve gathering, analysing and documenting the business requirements, business processes and producing solution options. Skills & Experience • Understanding of the capabilities of Microsoft client and server software • Direct experience of working in a waterfall and/or agile development environment • Experience of interacting with stakeholders at different levels, including delivering written communications on detailed and complex subject matter • Demonstrable evidence of ensuring products are built to an appropriate level of quality for the phase (Discovery, Alpha/Beta/Live) • Good understanding of IT processes and functions (Functional & Application Design, System Development Lifecycle, and Architecture) • High level of understanding of the Microsoft Windows and the Office Suite • High standard of communication in writing and with diagrams • Formally trained in business and systems analysis to ISEB Practitioner level and employing more than one methodology • An industry standard project development method (e.g. Agile/Scrum, DSDM) • Minimum two years' experience of working in an IT analysis role or a role that requires considered analysis of options and definitions of solutions • Experience of carrying out gap analyses and feasibility studies • Process modelling experience Nice to Haves • Demonstrate knowledge of an industry standard analysis and design method (e.g. SSADM, UML) • Demonstrate knowledge of Cognos • Demonstrate knowledge Fidelity ACBS • Demonstrate knowledge of HP Quality Manager Software Work Location UKEF Offices, 1 Horse Guards Road, London, SW1A 2HQ and possibly at other government department locations in Whitehall and other London-based organisations Working Arrangments A typical working day is 9am-5pm, however working outside of these hours may be required due to business/project need. The role is based in London. Security Clearance This role will require Government Counter Terrorism Security Standard Clearance. UKEF would facilitate the process should this level or above not already be held by the successful supplier. Additional T&Cs UKEF reserve the right to seek clarification on applications prior to the appointment. UKEF expect the successful supplier to be in a position to sign the service agreement as soon as possible, but no later than ten working days from notification of appointment. UKEF reserves the right to terminate the contract and will give two (2) weeks' notice of termination No. of Specialists to Evaluate 5 Cultural Fit Criteria • We work in a department which is at an early stage of transaction from waterfall to an Agile by Default and Service Delivery environment • We aim to provide teams with the empowerment they need to deliver the best products • There is a newly established Design Authority to provide direction of delivery as per our UKEF systems Road Map • Most of the projects work in a matrix team structure • Liaison with a wide range of stakeholders at every level to inform solution designs • Appreciation of the wider context of changes so that the implications of changes are fully understood • Analysis of requirements in order to provide accurate, expert, professional and objective advice on potential solutions to business users, developers and senior manangement • Establishing clear and consistent requirements for changes which can be agreed by all stakeholders • Identifying options in response to business requirements which will improve business operation • Identifying opportunities for improving business processes and use of IT to bring quantifiable business benefit • Working with business users and project teams to ensure that requirements are clear and understood • Working with developers and external suppliers to deliver agreed solutions • Ensuring solutions are fit for purpose, will deliver the expected benefits and can be delivered cost effectively • Managing personal workload within a matrix management environment to deliver to multiple projects within required timescales Evaluation Weighting Technical competence 50% Cultural fit 20% Price 30% Questions from Suppliers 1. Please could you advise the IR35 status of the role? As we are buying a service, and the solution to this is to provide an individual, there are no IR35 obligations 2. Can you confirm if there is resource already in place or is this a brand new requirement? This is a new position. There is no existing resource 3. Regarding the CTC clearance status, if the candidate does not hold active CTC clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance? It is not a necessity to currently hold CTC clearance, however willingness to go through the process is mandatory, and this would be sponsored by UKEF 4. Can any other higher security clearance be considered? CTC is the minimum that UKEF requires, therefore clearance at higher levels is acceptable, as it will cover CTC requirements 5. What is the lead time for feedback once the application is submitted? This is dependant on the number of applications received. The shortlisting stage will take place in the week following closure of the opportunity, and we would expect to notify and provide reasons for unsuccessful suppliers in that week. The shortlisted applicants will be evaluated over the next week following shortlisting, which will include interviews. It is hoped all applicants will have received feedback by the end of the fourth (4th) week following the deadline. This is subject to change, and UKEF is not obligated to adhere to these timescales. 6. Any chances of change in start date as the latest date mentioned is 9 October 2017? We are looking to start this work in early October. However, the exact start date is negotiable. 7. What are the other expenses which will be paid? Reasonable travel expenses to other offices can be covered. Travelling to UKEF office in 1 Horse Guards Road not covered. 8. Is occasional remote working allowed? This needs to be discussed & agreed with the line manager. 9. What technologies will the consultant work on or should have experience with , please give detail? Please see the technical criteria. Fidelity ACBS, COGNOS and Microsoft SQL are the main technologies. 10. Is there any travel involved in this role and will the travel expenses be paid? Role will be based in UKEF office in 1 Horse Guards Road. Travel expenses will be paid if we require travel to other offices. 11. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role ? CTC is the minimum that UKEF require. Work permit holders and EU passport holders can apply. 12. When providing evidence of must haves and nice to haves are you expecting candidates to provide example's for each and every bullet point? Can the same example be used more than once or combined? We cannot answer this question. Please prepare for the interview and be ready to provide a good range of examples. 13. Can a candidate staying on spouse visa in UK apply for this role? No 14. You have asked for a formally trained candidate in business and systems analysis to ISEB Practitioner level. Are you looking for a certified business analyst or candidates who have just attended ISEB training and have no certification? This is not an entry level position and therefore would look for a qualified candidate with certification(s).
