Summary of the work Setting Enterprise Architecture vision and Defining Methodology, Roadmap & Strategy Architecture Assessment & Due Diligence: Understanding & analysing as-is architecture Creating transformation roadmap, defining the to-be architecture and target-operating model Supporting and driving the implementation of roadmaps and blueprints Support overall EA, Solution Architecture and Transformation Governance Expected Contract Length 1 Year initially (With a possible extension for 1 further year) Latest start date Sunday 2 January 2022 Budget Range £317,000 inc VAT Why the Work is Being Done The MCA needs to develop and mature its Enterprise Architecture capability and establish a number of strategies to support the business. A team of Architects has been established but currently lack the formal methodology, tools, and as-is architecture knowledge and the aim of this service is to rapidly mature these by establishing a proven methodology and set of blueprints and patterns associated to the current architecture landscape. Subsequent to this, the service will also support the development and articulation of the architecture strategy. Problem to Be Solved Improve the capability maturity of the MCA architecture practice which is currently considered low. Who Are the Users Adoption and enablement of the MCA Architecture operating model, methodology, and services provided. Population of the architecture repository with as-is MCA business, application, and technology architecture. Definition of the as-is MCA service and application catalogues and capture of the technology standards. Establishment and articulation of the architecture strategy. Work Already Done Initial capability maturity assessment has been completed and a new architecture repository has been prepared using BizzDesign. Existing Team Head of Architecture and Design, Head of Solution Architecture, and Head of Service Design and Analysis who are all internal, permanent, team members. No other partners have been engaged at this time. Current Phase Discovery Skills & Experience • have expert knowledge/support of TOGAF framework. • have expert knowledge of ArchiMate. • have expert knowledge of architecture modelling and repository platforms such as BizzDesign, Avolution Abacus, or Mega EA. • have demonstrable approach and experience in architecture capability modelling. • have demonstrable approach to IT and Architecture strategy definition. • have demonstrable depth of experience in Business, Solution, and Infrastructure architecture. Work Location Primary will be: Maritime & Coastguard Agency Spring Place, 105 Commercial Road, Southampton, Hampshire, SO15 1EG Travel to other MCA offices and Coastguard sites may be required from time-to-time, for workshops, review meetings, and knowledge gathering. Administrative activities can be performed remotely. Working Arrangments Onsite 2 days per week, Tuesdays and Wednesdays with online participation Mondays, Thursdays, and Fridays.
