Summary of the work Digital capability required, working within the wider UC Programme to enhance existing UC Product to identify people still claiming legacy benefits and to safely move people at scale from the legacy benefits, to UC. Expected Contract Length Initial term 24 months; extension term up to an additional 6 months, subject to governance Latest start date Monday 25 October 2021 Budget Range The budget is up to a maximum ceiling value of £5,025,000 ex VAT. This is not a commitment to spend up to this value and the Authority reserves the right to consume at its discretion. Why the Work is Being Done To achieve better outcomes for citizens, our objective is to provide an excellent digital journey from legacy benefits to Universal Credit. After an initial discovery phase and identification of suitable candidate claimants, the team would design and deliver the necessary user-centric services to provide clear information and a consistent and joined up user journey from their current benefit service to Universal Credit. Problem to Be Solved The Department is unable to scale at a sufficient speed to respond and increase capacity to the level needed to meet the timescales of the Move to UC project. The Department therefore needs access at short notice to resources that can help design, build, and deliver digital services as part of a blended team approach. Who Are the Users The Department for Work and Pensions is responsible for, amongst other things, the provision of welfare services to UK citizens. Our products and services are used every day by citizens and they need to be able to access and understand what help and support can be provided and enable a simple responsive service. They need to be able to find the right service, progress their claims, and provide a minimum amount of information for DWP to make timely decisions that are easily understood. Early Market Engagement N/A Work Already Done Work on diverse problem statements for the main UC service are at various stages and suppliers will be briefed relative to new specific statements of work for Move to UC. Existing Team DWP operates in a multi-disciplinary environment for digital solutions. Teams consist of a broad range of DDaT roles with a combination of permanent and external supplier resources. These teams are referred to as ‘theme teams’ and contain roles to deliver digital and operational requirements from initial problem statement through to delivery and support. Preferred bidders will be required to collaborate across multiple teams and multiple disciplines. Current Phase Not applicable Skills & Experience • Describe your extensive experience within the last 3 years of delivering product/services that meet user needs and delivers value, feature prioritization and stakeholder engagement • Provide evidence from within last 3 years of designing user centred digital products including skills planning, user research, analytics to understand user needs, understanding user journeys, use of prototypes • Describe your extensive experience within the last 3 years of skills in interaction and content design based on user need. • Describe your extensive experience within the last 3 years of developing and implementing outcomes that meet accessibility requirements - WCAG 2.1 AA • Describe your extensive experience within the last 3 years of utilising and implementing Government Digital Service Design Standards (GDS) and GDS assessments. • Provide evidence within last 3 years of working within an AWS cloud infrastructure environment with Continuous Integration/Continuous Delivery (Gitlab, Jenkins, Docker, Hashicorp suite of infrastructure products), Microservices architectures and MongoDB. • Describe your extensive experience within the last 3 years of skills in Software Engineering (full stack and or front/back), Java, HTML5 and associated front end frameworks, JavaScript and API Gateways. • Describe your extensive experience within the last 3 years of skills in Test Automation and associated frameworks i.e. Selenium, Cucumber, Jmeter or Gatling. • Describe your extensive experience within the last 3 years of designing-in security controls, and managing enterprise risk / security assurance and IT Heath Check activities. • Explain how one of your teams developed work requiring data & process to be handled with elevated security measures. How did you ensure delivery against organisational data security standards? • Provide evidence of how you have successfully provided expertise across DDaT roles with the right cultural fit in blended multi-disciplinary teams working collaboratively to deliver successful outcomes within constrained timeframes. • Describe how your teams supported iterative delivery of user needs utilising Agile methodologies. Nice to Haves Demonstrate experience of working within DWP or a comparable organisation (in terms of size and complexity - public or private sector within the last 3-5 years). Work Location Primary Hub locations; London, Leeds and Manchester but expectation of approximately 60% remote working. It is anticipated that at least one feature team will be based out of London and a second feature team in Manchester. Working Arrangments Suppliers will deploy resources at short notice within DWP, to deliver discovery or development outcomes. The majority of work will be hub based or remote working – the hub and working arrangements for a particular project will be specified in each Statement of Work. Security Clearance SC clearance is needed for these roles: Software Engineer, QA/Test Engineer, Devops Engineer, Product Manager, Delivery Manager. All other roles require BPSS. If SC clearance is not currently held, staff must be eligible and DWP will sponsor supplier staff through the clearance process.
