Description

** Please note this is not a call for competition, this is a PIN notice to inform interested suppliers that The Office for Product Safety and Standards is planning to launch a tender to commission a study to develop options for assessing compliance with upcoming EVSCP regulations** This is a PIN notice to inform interested suppliers that The Office for Product Safety and Standards is planning to launch a tender to commission a study to develop options for assessing compliance with upcoming EVSCP regulations. The Office for Product Safety and Standards plan to hold a supplier engagement event before launching the invitation to tender. Further details on the requirement are as follows: In 2019, Government consulted on taking secondary legislation forward under the Automated and Electric Vehicles Act 2018. These powers allow Government to place requirements on chargepoints for electric vehicles, specifically to make them smart charging enabled and meet other technical requirements for cyber security, data privacy, interoperability and grid stability. Government has recently published a Government Response to this consultation, ahead of laying legislation in Autumn 2021. OPSS has been designated as the enforcement authority for these regulations and will need to develop an approach to assessing compliance of Electric Vehicle Smart Charge Points (EVSCP). This research will inform this approach by developing options for assessing compliance with the EVSCP regulations. Key documents include: • The Automated and Electric Vehicles Act 2018 (Primary Legislation) • Draft Secondary Legislation for EVSCP - https://www.epingalert.org/en/#/browse-notifications/details/88416 • Consultation, Summary of Responses, Government Response and Impact Assessment - https://www.gov.uk/government/consultations/electric-vehicle-smart-charging BSI PAS 1878 - https://www.bsigroup.com/en-GB/about-bsi/uk-national-standards-body/about-standards/Innovation/energy-smart-appliances-programme/pas-1878/. The route to market for the tender will be Contracts Finder, and the tender will be launched w/c 8th November 2021. The Office for Product Safety and Standards plan to hold a supplier engagement event before launching the invitation to tender. The premarket engagement event will be held on Thursday, 4th November 2021, from 15:00 - 16:00 via MS Teams.
