Summary of the work The Marine Management Organisation (MMO) require a supplier to carry out a Discovery phase (as defined by GDS) on the fisheries control services (up to 4 of varying size and complexity) in England. The MMO would estimate a team of between 10 and 15 people but this is flexible. Expected Contract Length Discovery Phase - 8 weeks with a potential for 2 to 4 week extension. Latest start date Monday 18 September 2017 Budget Range Discovery Phase up to £200,000. Why the Work is Being Done The Marine Management Organisation (MMO) is the competent authority for ensuring compliance with the Common Fisheries Policy (CFP) in England. A programme of work has been initiated to review fisheries control services to enable the organisation to achieve compliance with the CFP. There are elements of the CFP in which there is a shortfall of compliance which need to be addressed. Fisheries control services are currently provided in a range of digital and non-digital methods which need to be transformed to ensure CFP compliance. Problem to Be Solved Supporting the MMO to gain a clear understanding of user needs and potential solutions to address CFP compliance issues within fisheries control services (up to 4 of varying sizes). By the end of the Discovery Phase it is expected that user personas, a detailed user journey (from a users perspective) and a set of user stories will be developed and ranked along with (i) a written report demonstrating how findings in the discovery phase would feed into the Alpha Phase (development of prototypes) (ii) an estimate for delivery. Who Are the Users The users fall into three main groups: (i) external users within the fisheries sector who undertake a range of fishing related activities (obtaining licenses, catching, landing, selling and transporting fish) and must comply with regulation, mainly the CFP. (ii) internal users who monitor compliance with regulation, undertake appropriate enforcement actions and report fisheries management information to a range of stakeholders. (iii) Partners such as CEFAS, IFCAs, Devolved Administrations. Work Already Done This programme is in Pre-Discovery with a range of information collected on current processes that will be provided to the successful bidder. There is currently technical discovery being provided by another supplier to map the IT infrastructure. The successful supplier will be expected to work with our other discovery partner and the information they produce. Existing Team Established team of Project Managers and Subject Matter Experts working with a team of internal and external technical architects. Current Phase Discovery Skills & Experience • Experience in the planning and delivery of a user centred agile discovery and alpha phases. (4%) • Experience of conducting user research.(3%) • Experience in the ability to identify user personas, deliver user journey mapping and deliver evidenced and prioritised user stories. (3%) • Experience in the ability to deliver evidenced based estimates and approaches for Alpha and Beta. (3%) • Experience in working in a complex stakeholder and technical environment (integration with legacy systems/infrastructure, open source and integrating with common COTS components) (3%) • Experience of following the Government Digital Service Service Manual and corresponding service assessment process and the Technology Code of Practice. (3%) • Experience of working as an established team with good working relationships which support meeting the objectives.(3%) • Demonstrate ability to manage and prioritise activity within multiple discovery teams running at the same time. (3%) Nice to Haves • Experience of working with Central Govt and/or Arms Length Bodies (1%) • Experience of working with public services that involve regulation, compliance and enforcement (1%) • Experience of designing services for users that may demonstrate aversion to change (1%) Work Location Mainly Newcastle, but with some need to attend London, Peterborough, York, Lowestoft, other Coastal offices and other user localities as appropriate. Working Arrangments We expect the team to be co-located and onsite working alongside the Project Managers, Subject Matter Experts, Technical Architects and Internal Users but it is expected that the team will also be required to undertake external user research in the most appropriate location (likely to be coastal). T&S must comply with Defra group T&S rules - travel to the main location in Newcastle will not be reimbursed. Security Clearance All Supplier resources must meet the Baseline Personnel Security Standard (BPSS) but suppliers should note there may be a requirement for certain individuals to have "SC clearance". Additional T&Cs All materials produced as part of this contract shall become the property of the Marine Management Organisation. (4%) • How the proposal presents value for money. (4%) Cultural Fit Criteria • Experience of working with an organisation which is at the beginning of changing the culture to a more agile way of working. (2.5%) • Experience of challenging the status quo in a constructive and inclusive manner. (2.5%) • Experience of working with a wide range of suppliers while managing and resolving conflict. (2.5%) • Experience of transferring knowledge to permanent staff within client organisation. Experience of working as an established team with good working relationships which support meeting the objectives.(3%) Please can you clarify whether your focus in this question is about: a) the working relationships within the supplier team b) the working relationships that the supplier team establishes with your team c) maintaining continuity of team members. As a minimum we require the supplier to provide people who have previous experience of working in established multi-disciplinary agile teams with good working relationships (across the team). Ideally those individuals placed on the project will have worked together on previous projects and therefore will quickly re-establish the good working relationships and preferred ways of working commensurate with an established and cohesive agile team. Good working relationships with MMO (as the client) are expected, but the focus for this particular criteria is as described. 2. Do you envisage any challenges with getting users in the 3 groups mentioned to participate in user research in the required timeframes? There may be some logistical challenges in accessing the different users identified, as each will have commitments outside this programme of work and there is a relatively small population of users to work with. The extent to which this may impact on our ability to carry out user research will depend to some extent on the different methods of user research applied. We would expect a user researcher to take this into consideration when planning a programme of user research early in discovery. 3. Do you have any existing data, (e.g online feedback forms) that could be used as part of the input to the user research? MMO has routinely undertaken customer satisfaction surveys (accessed online) and any relevant feedback can be made available if required in discovery, although these are aimed at all our customers and not necessarily targeted to users of a specific fisheries related service. 4. Can you please clarify the timescales associated with submission of evidence for this opportunity? (i.e. after submission on 25th August, by what date will suppliers be made aware that they will/will not move on to be evaluated on their proposal and cultural fit?) The precise timescales are somewhat dependent on the number of applications received, however, we will aim to inform applicants if they will progress to the next stage of the evaluation by COP 1st September at the latest. Shortlisted applicants will then be given details on the format of the final proposal/cultural fit and will be given up to 1 week to prepare. The elements of the proposal and cultural fit that we are looking for are already listed in the advert to provide transparency, allowing applicants more time to consider and prepare their evidence.
