Summary of the work The Home Office is transforming services with the introduction of a number of new digital systems. The Enablers programme plays a key role in this transformation through the introduction and expansion of new technical solutions to support the Home Office to meet its objectives. Expected Contract Length 1 year with an option to extend by six months. Work will be financially committed via SOWs Latest start date Sunday 15 March 2020 Budget Range The expected roles will be a mixture of, but not limited to: Senior Outcome Delivery Managers Senior Outcome Technology Delivery Manager Technical Architect Business Analyst Senior Product Manager Professions rate caps will be applied to all roles at all SFIA levels. Caps will be provided to shortlisted suppliers at RFP stage. Budget approval will be applied to each SOW. Why the Work is Being Done This requirement is for a delivery partner to support and occasionally augment the existing Enablers team whilst it recruits and develops people and processes. The partner is expected to act as both ‘thinker’ and ‘doer’ i.e. assisting with the detailed design of services whilst delivering related products that will form the ongoing capability. The Enabling Function’s mission is to bring a focus to the common commercial activities that we perform and transition these into a shared service that can deliver increased efficiency and effectiveness to front line resources. We are responsible for procuring, developing and deploying digital services for directorates within Capabilities and Resources, DDaT, Private Office, HO Legal Advisers and Communication Directorate. We also manage a number of digital services such as Home Office Intranet, stakeholder management tooling, e-forms and a website hosting platform. Our purpose is to decide what technology business areas need to enable them to deliver on their objectives and to deliver good technology solutions for those business areas. Having the support of a delivery partner will ensure that these capabilities are delivered swifter and better. Problem to Be Solved The Enablers Programme team is accountable for services that deliver or enable key Home Office functions. COVID-19 continues to impact the business and part of the requirement will be finding innovative ways to address new issues. High level designs and key products have already been produced (further detail will be provided to shortlisted suppliers) which we now wish to implement, refine products at a working level, manage risks and opportunities, and provide a value-added service across the department to support others in the achievement of their objectives. This requirement is for delivery capability, seeking business refinements through to solutions which address these. Business analysis capability with elements of delivery and communications management are key requirements of the delivery partner who will be required to bring experience and nurture the civil service capability. The first six months of operation of the new team will be critical to prove their value to the Department. Delivery of defined pre-requisites will be required to help them prepare for full operation, also a stakeholder management approach to engage with the business and embed the new processes in day-to-day ways of working. Who Are the Users Users include, but are not limited to, Capabilities and Resources, Digital, Data and Technology, Private Office, HO Legal Advisers and Communication Directorate. Resource requirements can vary across the year and we are looking for a delivery partner to support the existing team with outcome based, flexible multi-disciplinary services. The partner will establish an effective Intelligent Client Function and work with our delivery partners, (internal and external), to provide an enhanced service to our users throughout this period. Early Market Engagement N/A Work Already Done The programme is already established and has made good progress in building a positive stakeholder community. Some projects are in-flight; others are in the delivery phase. Existing Team The Enablers programme is made up of civil servants currently, with some supplier support. The successful supplier will be required to collaborate with and support the existing team. Current Phase Not applicable Skills & Experience • 1. Experience working in digital programmes to secure improved digital outcomes • 2. Recent (last 2 years) experience of delivering multi-disciplinary digital and technology services (including as a minimum the services identified in ‘working arrangements’) into equally complex organisation(s) • 3. Recent experience evidencing capability to scale team sizes up and down at short notice • 4. Demonstrate track record of creating an environment allowing mixed teams of Internal and mixed 3rd parties to achieve common outcomes and objectives • 5. Upskilling: Proven ability in upskilling internal team members during delivery to minimise hand-over and improve internal capability • 6. Experience of delivering accessible solutions (to WCAG2.0) Work Location Under usual circumstances we would expect the supplier to be predominantly present at the 2 Marsham Street office, London, or in Sheffield. Currently however we are supporting working from home and this is likely to persist throughout the contract. Working Arrangments A flexible approach is required to meet the needs of each individual project. The work will be divided into Statements of Work (SOWs) which will clearly identify the working arrangements. The delivery partner will be required to deliver Outcome Delivery Management, Outcome Technology Delivery Management, Technical Architecture, Business Analysis and Product Management services (not an exclusive list). Some SoWs may include services that are ‘inside’ IR35. Security Clearance All staff must be SC security cleared (or be capable of and willing to be SC cleared). Additional T&Cs 1.Travel expenses are payable for journeys outside the M25 (Greater London) or journeys greater than 10 miles from other delivery locations, where approved in advance and in line with HO Travel policy (subsistence not payable). 2. What business areas / example digital services does this procurement cover? Does the procurement include, for instance, ERP / Finance systems? This procurement overs any current or future projects and programmes under the DDaT Enablers Portfolio. The Enablers Portfolio covers directorates within Capabilities and Resources, DDaT, Private Office, and HO Legal Advisers and Communication. Delivery of an ERP is not in scope, however some services may need to create interfaces to our existing ERP service. SOWs will be produced as requirements for each service become known. 20. Would a supplier be disadvantaged if they can only offer support (for design and implementation) on a limited number of digital services? No. We are looking for a partner to supply key project personnel on some of our projects and programmes. No prior knowledge is essential, as some services will be new to us, but we are looking for a partner who can flex quickly to capacity requirements. There is an expectation that the personnel provided will be of sufficient calibre to flex their skills in a number of directions. 21.
